Call to Order Vice Chair Bennett called the meeting to order at 7:05p.m. II. Roll Call Answering Roll Call: Vice Chair Bennett, Commissioners Dawkins, Felton, Segall, Khalifa Staff Present: Heidi Lee, Race & Equity Manager Absent: Chair Stringer Moore, Commissioners Guadarrama, Ismail, and Rogers and Student Commissioners Ahluwalia and Jain. III. Approval of Meeting Agenda Motion by Commissioner Segall to approve the March 28, 2023, meeting agenda, seconded by Commissioner Felton. Motion carried. IV. Approval of Meeting Minutes Motion by Commissioner Felton to approve the February 28, 2022, meeting minutes, seconded by Commissioner Khalifa. Motion carried. V. Special Recognitions and Presentations Commissioner Ismail arrived at 7:06 p.m. A. Introduction of New HRRC Members • Commissioner Dawkins and Khalifa introduced themselves. B. Quarterly Update with Police Department • Police Chief Milburn and Deputy Police Chief Aaron White introduced themselves and spoke to the community data gathered as part of a new records management system. • No bias or discrimination events reported for the fourth quarter of 2022. VI. Community Comment A. Kelly Condit-Shrestha and Sabeehudeen Mirza spoke about the Edina Asian American Alliance, the organization’s work, and the upcoming Asian American Pacific Islander Month Festival. Reports/Recommendations Commissioner Ismail departed at 8:03 p.m. A. 2023 Human Rights & Relations Commission Work Plan Update • Staff Liaison Lee introduced the 2023 work plan, commissioners gave overviews of several work plan items to clarify the items for new members, and they discussed the following updates: o Initiative 1: Sharing Values, Sharing Communities Event • No update. o Initiative 2: Days of Remembrance Event • Commissioner Felton provided an update on the event and proposed an honorarium for several speakers. Motion by Commissioner Felton to authorize a $75 honorarium for both the keynote speaker and rabbi, conditioned on their acceptance and with arrangement by Staff Liaison Lee. Seconded by Commissioner Dawkins. Motion carried. • Commissioner Felton introduced the advertising schedule for the event. Motion by Commissioner Felton to advertise in the Sun Current/Sun Sailor on April 20 (with a press release), April 27 (new poster) and May 4 (new poster). Seconded by Commissioner Segall. Motion carried. • Commissioner Felton advised a change of date for the event, Sunday, May 7th, with a time of 2 pm to 4 pm, held at the Edina City Hall, unchanged. The theme will be “Early Warning Signs.” Motion by Commissioner Felton to set date, time and place for Days of Remembrance as Sunday, May 7, 2 PM to 4 PM, at Edina City Hall, and theme as “Early Warning Signs." Motion seconded by Commissioner Segall. Motion carried. o Initiative 3: Bias and Discrimination Event Response • The Police Department provided an update at the March 28, 2023 meeting. o Initiative 4: Tom Oye Award • No update. o Initiative 5: Climate Action Plan HS 4-3 • Subcommittee has begun information gathering. • Commissioners identified a connection between this work plan item and the Human Service Task Force. o Initiative 6: Juneteenth Community Celebration Draft Minutes☐ Approved Minutes☒ Approved Date: 4/25/2023 • Staff Liaison Lee provided an update on the performers. o Initiative 7: Bias and Discrimination Event Response Plan Review • No update.
