Pedestrian and Bicycle Master Plan Presentation Andrew Scipioni, Transportation Planner, outlined framework, implementation, and the role of staff and Transportation Commission in the plan. Mr. Scipioni discussed the 6 E’s of pedestrian and bike planning: engineering, education, encouragement, enforcement, evaluation, and equity. Commissioners asked questions related to the network growth, changes in the fund fees, interactions with the county, completion of twin loops, sidewalks on 58th St., opportunities for federal funding, cost of bike facilities, and annual budget. VI. Community Comment None VII. Reports/Recommendations A. Braemar Golf Operations Update Joe Abood, General Manager Braemar Golf Course and Dome, summarized the renovations/plans put in place from 2015-2019 created to correct the downward projection of the golf enterprise. Mr. Abood discussed the upward trend in the course that has resulted from the aforementioned renovations. B. Proposed Parks & Recreation Fees for 2023 Assistant Director Petersen discussed the history of fee philosophy, key factors that impact costs, and staffing challenges. Assistant Director Petersen outlined the proposed fees changes at the Aquatic Center, Braemar Arena and Sports Dome, Centennial Lakes, Braemar Golf Course and Dome, Edinborough Park, and Arneson Acres. Commissioners asked questions regarding prepay at the golf course, price increase of season passes at the Aquatic Center, and the punch card for Braemar Field. Motion made by Strother to recommend the attached proposed 2023 Parks & Recreation Department fees to the City Council. Motion seconded by Good. Motion carried. C. 2022 Work Plan Discussion Initiative #1 – Present Information about Parks and Recreation Facilities, Services, and Systems with up to Six Community Groups. No update given. Initiative #2 – Report and provide recommendations on alternative funding sources for park related improvements including parks, facilities, and enterprise upgrades. No update given. Initiative #3 – Research Opportunities to Expand Volunteer Assistance for Park Initiatives. No update given. Initiative #4 – Provide Support with Educational Opportunities for the Local Option Sales Tax in the Community as Needed. Initiative completed. Initiative #5 – Review and Comment on Amendments to the Park Ordinances Being Recommended by Staff for Update. Initiative completed. Initiative #6 – Review and Comment on the Proposed Grandview Plan. How are you faring this winter so far? It’s a great time for a self-check-in to be aware of those things that can creep up without notice. The winters get long if you are not an outdoor enthusiast, so it’s a good time to find some things to help make it more enjoyable. This month, the Senior Center is focusing on “Beating the Winter Blues.” Check out our newsletter for some great ideas! It’s also a great time for humor, which releases endorphins that help us feel happier, experience less pain and have better ability to cope with stress. Here are some funnies to get you started. You can also find comedy on cable or YouTube to keep the laughter going. • What if the hokey pokey is what it’s all about? • Humans are 80% water. We are cucumbers with complicated emotions. • Where do you take someone who was injured in a Peek-A Boo accident? To the ICU. • One minute you feel young. The Edina Senior Center welcomes residents and non-residents who are 55 and older to participate in our programs, classes and activities. While some offerings will remain free, there will be programs, events and activities that will require participants to pay a fee. Staff at the front desk have fielded questions about donating to continue to support the Edina Senior Center. If you are interested in donating to the Senior Center, you can do so by donating to the Senior Center Fund through the Edina Community Foundation. A Year in Review 2022 was a year of change and growth for the Edina Senior Center. The Center finally started seeing pre-pandemic participation levels return in August. Below are a few highlights from the past year: • The Center hired three new staff members. Joe and Bill are our evening/weekend part-time Guest Service Attendants and Angie started as our part-time Program Coordinator in June. • We celebrated our 20th year at the Grandview Square location. • The Center hosted Parks & Recreation programming after hours, including youth dance classes, gymnastics, music and art classes. • Through the generosity of one of our volunteers, Ceil Smith, the Center received a shuffleboard table. Lessons will be offered this month! • The lobby received a few updates with new furniture and artwork. ATTACHMENTS: Description Informational Items - January 2023 Jan. 10, 2023 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Informational Items Information / Background: Adaptive Rec Programming • Staff is looking to partner with Reach for Resources, Inc. to provide additional programming. The Parks and Recreation Department currently uses this organization to provide inclusion services to our program and youth athletic association participants. The use of Reach for Resources, Inc. will give our adaptive participants more opportunities to participate in programming that is organized and staffed by Reach for Resources, Inc. Braemar Field • Braemar Dome opened for the season on Saturday, Nov 5. Many groups are scheduled throughout the winter to utilize the turf for practices, training and open play. The walking track and open soccer have already been popular activities with the colder temps we have been experiencing outside. Capital Improvement Program Funding • On Dec. 20, 2022, the City Council adopted the 2023 Operating and 2023-2028 Capital improvement budget. Included in that capital budget was an increase in funding for park projects, including the acceleration of playground and park building shelter replacements. This investment allows the average age of playground equipment in Edina to be drastically lower over the five-year capital budget. 26 31 1714 19 615 1 0 15 30 2023 2028 w/o Funding 2028 w funding Age of Playgrounds Oldest PG Average PG Newest PG STAFF REPORT Page 2 • This funding allows for the following projected playground replacements to occur: o 2023: Todd, Walnut Ridge, and Strachauer Parks o 2024: Birchcrest, Highlands, and Yancey Parks o 2025: Tingdale and Normandale Parks o 2026: Heights, Kojetin, and Sherwood Parks o 2027: Alden, Pamela, and York Parks o 2028: McGuire Park o * (2022 Parks: Fox Meadow and Wooddale Parks) • This funding allows for the following projected park shelter replacements to occur: o 2025: Lewis Park building o 2027: Strachauer Park building o 2028: Normandale Park Building Centennial Lakes Park • The winter skating season is in full swing at Centennial Lakes Park. It’s been a challenging season so far with the weather. Staff has implemented a new system for skate rental which has increased the efficiency of getting customers set up to get skates, change skate sizes, return skates, etc. • Performers are sought for the Centennial Lakes Park summer series. Performances must be family friendly, and performers need to supply their own equipment. Stipends range from $150 to $250, with more for some premium dates. Interested performers must fill out and submit the application and more details at CentennialLakesPark.com by Jan. 31, 2023. Minnehaha Creek, Arden Park Restoration National Engineering Award • The restoration of Arden Park and the portion of Minnehaha Creek that runs through it was recently recognized with a national engineering award. The 2022 Engineering Excellence Awards recently showcased 195 ACEC member firm achievements from throughout the nation and internationally. Work at Arden Park was part of a series of improvements along Minnehaha Creek to restore the creek from Minnetonka to Minneapolis in a way that connects people and communities to a vibrant, healthy, beautiful natural resource. The Arden Park project was a collaboration between the Minnehaha Creek Watershed District and City of Edina. Outdoor Ice Rinks • The outdoor ice rink skating season is underway at 12 locations with a warming house and rink lighting (Arden Park, Cornelia School Park, Countryside Park, Creek Valley Park, Highlands Park, Lewis Park, Normandale Park, Pamela Park, Strachauer Park, Todd Park, Walnut Ridge Park, and Weber Park) plus a pleasure rink at Wooddale Park. Regular rink hours are M-F: 4-9:30 pm, Sat. 9 am – 9:30 pm and Sun. 1-9 pm. Spring/Summer Activities Directory • Planning is underway for the spring/summer Activities Directory. Registration will be open for Edina residents at noon, Feb. 15 and for everyone else at noon, Feb. 22. STAFF REPORT Page 3 Summer Hiring Campaign • Staff is working in partnership with Human Resources and Communications Department to create a new branding initiative for our upcoming summer hiring. The new branding will include video, printed materials and social media posts. In addition, staff will be utilizing a list of new avenues to try and reach potential hires. Some positions will also continue with the successful hiring and commitment incentives which were utilized last year. Summer Parks and Recreation Intern • Staff will be advertising for a summer parks and recreation intern again for this year.
