Call to Order Chair Schilling called the meeting to order at 7:06 p.m. II. Roll Call Answering roll call were Chair Schilling, Commissioners Cundy, Everson, Pollock, Lonnquist and student member Varadhan. Staff present: HPC Staff Liaison Emily Bodeker. III. Approval of Meeting Agenda Motion made by Lonnquist, seconded by Cundy, to approve the meeting agenda as presented. All voted aye. The motion carried. IV. Approval of Meeting Minutes Motion made by Pollock, seconded Everson, to approve the January 9, 2023, meeting minutes. All voted aye. The motion carried. V. Special Recognitions and Presentation A. Sketch Review: 4909 Bruce Ave-Garage Architect, Mike Eckardt, updated on the modifications made to the plans based on the discussion and recommendations from the Commission. Commission gave feedback and discussed the sketch. B. Sketch Review: 4904 Arden Ave Architect, Paul Hannan, introduced the project and gave an overview of the background of the home. Commission gave feedback on the pillars, garage, big picture window, and scale. VI. Community Comment: Carolyn Jackson, City Council Commissioner, thanked the Commission for the work being done by the HPC. VII. Reports/Recommendations A. 2023 Chair and Vice Chair Elections Draft Minutes☒ Approved Minutes☐ Approved Date: X/XX/23 Chair Schilling updated that Vice Chair Nymo has served 6 years and Chair Schilling has served 3 years, both reaching their term limit. Chair and Member Comments: Chair Shilling updated on the interviews conducted for the 3 open seats on the Commission. Commissioner Lonnquist updated that the Rotary would like to partner with the HPC. Commissioner Lonnquist asked a question regarding the voting for the Heritage Preservation Award. IX. Staff Comments: Liaison Bodeker updated the HPC that the finalized Work Plan is now posted to the website. Liaison Bodeker updated on the 4633 Arden project. Liaison Bodeker updated that the Heritage Preservation Consultant, Robert Vogel, is stepping back from the position. Applications for filling the position will be open to anyone with qualifications. Liaison Bodeker updated that the 4630 Drexel project has been appealed and the public hearing will be held at City Council on March 7th. The decision date is March 21st. X. (Local builders and their clients developed their own rules of style, based on prevailing notions of taste and convenience.) The typical house melds vernacular cottage dwelling forms with high-style detailing. The “style” of any given façade is usually not much more than a skin-deep embellishment, using decorative elements borrowed from one, two, or more architectural periods. Decorative shutters, for example, are a traditional feature of Colonial Revival domestic architecture, but in the district we find non-functional wooden shutters on examples of Tudor and Spanish Eclectic period architecture. The 1-story side sun porch is also nearly ubiquitous and, like the shutters, reflects 1920s-1930s notions of middleclass taste rather than the dictates of any particular architectural style. AT TAC HME N T S: Description Staff Report Applicant Submittal Consultant Vogel Memo-January Site Location Map March 14, 2023 Heritage Preservation Commission Emily Bodeker, Assistant City Planner Certificate of Appropriateness: 4909 Bruce Avenue-New Detached Garage Information / Background: The subject property, 4909 Bruce Avenue is located on the east side of Bruce Avenue north of 50th Street W and south of Country Club Road. The existing home on the lot is a two story “Mediterranean” style house built in 1927. The subject property previously submitted a COA request for a new garage that was denied by the HPC. The HPC felt the garage design that was proposed didn’t match the architectural style of the house, specifically the roofline. The applicant redesigned the proposed garage and submitted a new COA application the HPC reviewed in January. After discussion at the January meeting the applicant agreed to submit sketch plans to be discussed with the HPC in February and continued the COA item to the March meeting. The new plans submitted reflect the sketch review conversation between the HPC and the applicant in February. The Certificate of Appropriateness request includes the demolition of the existing detached garage and the construction of a new detached garage. Primary Issues: The request includes the construction of a new detached garage which is why the proposed project requires a Certificate of Appropriateness. The objective of the Country Club Landmark District is preservation of the existing historic house facades and streetscapes. The city has adopted the Secretary of the Interior’s standards for rehabilitation when reviewing certificate of appropriateness applications. STAFF REPORT Page 2 Staff believes the following standards of rehabilitation are pertinent to the review of the certificate of appropriateness: • New additions, exterior alterations, or related new construction shall not destroy historical materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale and architectural features to protect the historic integrity of the property and its environment. • New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The garage is comparable to surrounding garage heights and meets the 18-foot, and story and a half maximum height requirement, and setback requirements of the zoning code. Preservation Consultant Vogel has reviewed the latest application and has informed staff that he continues to stand by his previously written memos. In his previous memo, Consultant Vogel notes that the existing garage is not historically significant, and no preservation resource will be destroyed with the proposed work. He opines that the proposed garage is compatible with the historic character of the house and surrounding properties and will not have an adverse effect on the integrity of the district. His additional comments to staff include: “The standards for rehabilitation (which are, by ordinance, the required basis for COA decisions) generally recommend keeping new construction to a minimum in historic districts and designing new work to be "compatible" with historic buildings in size, scale, materials, etc. The standards also allow for "contemporary design" when the new construction is compatible with the historic architecture and recommend that additions and infill construction be designed so that if they were to be removed in the future, the essential historic character of the district would be unimpaired. In my opinion, the proposed new garage at 4909 Bruce Avenue meets these standards; they also conform to the design guidelines for garages in the district plan of treatment, which deal primarily with dimensional characteristics. At the time it was adopted by the HPC, the POT recommendation that new garages should "match" the architecture of the house was understood to mean complementary or compatible -- no one was arguing that new accessory structures needed to be miniature versions of the houses to be considered appropriate. Indeed, the original intent of the design guidelines for new garages was to avoid creating fake historical buildings and to discourage COA decisions based primarily on the aesthetic preferences of individual commission members.” Staff Recommendation & Findings: Staff recommends approval of the certificate of appropriateness request for a new detached garage and at 4909 Bruce Avenue as submitted by the applicant. Findings supporting the recommendation include: • The information provided supporting the subject Certificate of Appropriateness is consistent with the Country Club District Plan of Treatment. • The proposed Certificate of Appropriateness meets the Secretary of the Interior’s standards STAFF REPORT Page 3 for rehabilitation. • The proposed garage is compatible with the historic character of the house and will not have an adverse effect on the integrity of the district. Conditions for approval: • An as built date plaque should be installed on the exterior of the new garage. • Any change to the approved elevations or materials will need to be submitted for review. Based on the new project narrative and the accompanying plans, no heritage preservation resource will be destroyed (the existing detached garage is not historically significant) and the replacement garage meets the Secretary of the Interior’s standards for rehabilitation. In my opinion, the proposed new construction is compatible with the historic character of the house and surrounding properties and will not have an adverse effect on the historic integrity of the district. AT TAC HME N T S: Description Edina Heritage Award Brainstorm-Submitted by Commissioner Lonnquis t Potential 2023 Nominees Heritage Preservation Award 1. Lundgren Contemporary Homes in Normandale Park Reason: What was done to preserve and/or restore the historic integrity of the nominated property?* This year’s award celebrates the enclave of modernist homes in the Normandale Park neighborhood by the noted architect and builder, Richard Lundgren. Special recognition goes to three Edina households and the many volunteers of Docomomo who have made special efforts to preserve and promote this architectural treasure. On October 8, 2022, the modern architecture organization Docomomo US/MN’s annual Fall Tour Day featured five mid century modern homes, two of which were in Edina. The owners of 5301 Whiting Avenue and 5317 Whiting Avenue generously opened their homes to let roughly 200 participants view their sensitive updates to classic 'Lundgren Contemporary' designs. The tour also showcased the exteriors of 31 other Lundgren Contemporary homes in a four block section of Normandale Park. One of these homes, 5330 Whiting Avenue, is owned by Richard’s son Barry and his wife, Karen. Barry has worked to document his father’s legacy, working with the Docomomo US/MN volunteers to organize the tour and update the MN Modern Registry with a list of the 59 Lundgren Contemporary homes built in Edina, 51 of which still remain. After completing his architecture studies at the U of M and serving in the Army Air Corps in World War II, Richard Lundgren founded Lundgren Contemporary at a time when the suburbs of Minneapolis were rapidly expanding. He created hundreds of homes from the 40s through the 70s, primarily in Edina, Richfield, St. Louis Park and Bloomington, with a focus on modest homes for middle class families. The many Lundgren Contemporary Homes in the Normandale Park neighborhood are heavily influenced by California Ranch styles popular in the 50s and 60s. As one of the first Midwest builders to use sliding glass patio doors, special orders from California suppliers were required. Families today are still drawn to the homes’ spare beauty and highly functional design. But owners in 2017 updated the exterior, painting the brick white and the trim black. New tenant Erin Zosel, owner of Sloane’s Beauty Bar, made significant interior upgrades when leasing a significant portion of the main floor in 2018, much of which is viewable from the street through large windows. Sloane’s and other tenants have returned the building to a vibrant neighborhood hub, while keeping the old village charm of this historic building. This property has been deemed eligible for City of Edina Heritage Landmark designation. Built in 1918 by Golden Link Lodge No. 167 to serve as a fraternal meeting hall, the two-story building was named Odd Fellows Hall. The Independent Order of Odd Fellows is a non-political and non-sectarian international fraternal order founded in 1819 in Baltimore, Maryland, based on precursor organizations in 18th century England. The social organization, which was at one point the largest among fraternal organizations, based programming on its motto of “friendship, love, and truth.” The ground floor of the building was originally occupied by a restaurant and a dry goods store.
