CALL TO ORDER
Mayor Hovland called the meeting to order at 5:30 p.m.
ROLL CALL
Answering roll call were Members Agnew, Jackson, Pierce, and Risser and Mayor Hovland.

2024 STATE AND FEDERAL LEGISLATIVE PLATFORM
City Manager Neal shared legislative platforms were developed annually to inform the legislators of issues
that were important to the City Council. He said having an approved platform allowed staff to quickly react
to bills that were introduced that may or may not be in the best interest of the City. He said the legislative
platform was a combination of unfinished priorities or positions, plus new priorities or positions from the
City Council, staff, or commissioners. He reviewed the legislative platform in detail.
Council asked questions and provided feedback including consensus to table approval of the legislative
platform. Staff's initial request was for Council to approve the legislative platform at their regular meeting
immediately following the work session; however, because of feedback from the community regarding
affordable housing 2.4 and 2.5, and that it was mistakenly placed on the consent agenda rather than reports
and recommendation, Council tabled it until January 2 for further discussion and to allow time for public
input on Better Together, and final approval January 16. Additionally, Council asked staff to remove
affordable housing items 2.4 impose a demolition fee, and 2.5 impose a single-family transfer tax, for future
consideration. Lastly, Council asked to add Rail Safety to the legislative platform using the same language
from a prior year's platform.
