CALL TO ORDER Mayor Hovland called the meeting to order at 7:00 p.m. then shared the procedure for public hearing and community comment. II. ROLLCALL Answering rollcall were Members Agnew, Jackson, Pierce, Risser, Hovland. Absent: None. III. PLEDGE OF ALLEGIANCE IV. MEETING AGENDA APPROVED AS PRESENTED Member Jackson made a motion, seconded by Member Risser, to approve the meeting agenda as presented. Ayes: Agnew, Jackson, Pierce, Risser, Hovland Motion carried. V. COMMUNITY COMMENT No one appeared. VI. PUBLIC HEARINGS Affidavits of Notice presented and ordered placed on file. VI.A. RESOLUTION NO. 2023-97; CONCORD B&C NEIGHBORHOOD ROADWAY RECONSTRUCTION, IMPROVEMENT NO. BA-465 – CONTINUED TO DECEMBER 19, 2023 Principal Engineer Gerk shared staff initiated this project to propose reconstruction of Ashcroft Avenue, Ashcroft Lane, Concord Avenue, Garrison Lane, Millers Lane, Nancy Lane, Rose Court, St Johns Avenue, Virginia Lane, Wooddale Avenue, West 62nd Street, West 63rd Street, and West 64th Street. The overall project cost was estimated at $12,883,299 and funding would be a combination of special assessments, City Utility and Pedestrian and Cyclists Safety (PACS) funds, and property taxes. Staff analyzed the project and determined the project was necessary, cost-effective, and feasible from an engineering standpoint. He reviewed infrastructure spending in general and how it tied to the budget work plan Pillar #1 for Strong Foundations, outlined both projects’ similarities, then shared about the multimodal information sharing conducted. He reviewed current pavement condition index (PCI) in detail then outlined the number of properties affected for both Concord B&C and Southdale B proposed projects. He spoke about future projects for the Highway 62 pedestrian bridge and auxiliary land and noise wall then shared about the City’s proactive pavement management program to address street concerns before pavement fails and increased the PCI index. Mr. Gerk outlined proposed watermain and sanitary sewer improvements for both projects, flooding impacts, right-of-way impacts that would occur during the projects, and project schedules. He outlined the proposed assessments in detail and how assessments cover 63.12% of roadway costs and how the City was transitioning to fully-funding projects with taxes over 16 years, then reviewed assessment payment options. Transportation Manager Schipani shared the City’s transportation objectives and how they were used to shape projects, improve mobility with a balanced system of options for pedestrians, cyclists, transit users and motorists, reduce overall use of single-occupancy vehicles, encourage transit services, and manage safety. He spoke about living streets that prioritized non-motor transit options and the pedestrian and bicycle master plan in detail. Minutes/Edina City Council/December 11, 2023 Page 2 Assistant City Engineer Ditzler provided further detail about the Concord B and C project that included 166 properties, 174.49 REUs, 2.18 miles of road, and 28,375 square yards of pavement. He shared the existing roadway conditions had a current PCI of 36 then outlined the project in detail that included sidewalks, bike lanes, impacts to trees, wetland, and waterbodies. He shared some neighborhood input regarding moving the shared use path from the north to the south side then outlined the proposed assessment that would be $13,400 per REU and that properties could see an average price benefit of $15,000-$20,000 per buildable lot once the project was complete. The Council asked questions and provided feedback. Director of Engineering Millner responded to questions regarding sidewalk locations and five-foot minimum requirement then explained how State-aid roadway designations funding could be used as part of reconstruction projects. Mayor Hovland opened the public hearing at 8:19 p.m. Public Testimony Shawn Godfrey, 4500 West 64th Street, addressed the Council. James Westin, 4501 Garrison Lane, addressed the Council. Member Pierce made a motion, seconded by Member Jackson, to close the public hearing at noon on December 13, 2023, and continue action on Resolution No. 2023-97, Concord B&C Neighborhood Roadway Reconstruction, Improvement No. BA-465, to the December 19, 2023, City Council meeting. Ayes: Agnew, Jackson, Pierce, Risser, Hovland Motion carried. VI.B. RESOLUTION NO. 2023-98; SOUTHDALE B NEIGHBORHOOD ROADWAY RECONSTRUCTION, IMPROVEMENT NO. BA-464 – CONTINUED TO DECEMBER 19, 2023 Mr. Gerk shared staff initiated this project and proposed to reconstruct Barrie Road, Heritage Drive and West 65th Street. The overall project cost was estimated at $5,148,354. Funding would be a combination of special assessments, City Utility and Pedestrian and Cyclists Safety (PACS) funds, and property taxes. Staff analyzed the project and believed the project was necessary, cost-effective, and feasible from an engineering standpoint. He stated the project included 326 properties, .08 miles of road, and 11,614 square yards of street pavement. He said the streets were originally constructed in the 1960s, were in poor condition at a PCI of 39 and did not meet current standards. He outlined existing traffic conditions, proposed concrete sidewalk locations, and total project cost of $5,148,354. Mr. Gerk said the proposed assessment would be $1,900 per REU and $950 per condo/apartment unit which would include $95 for street lights and said properties would see an average benefit of $1,200-$2,000 per apartment/condo unit type. Mr. Millner spoke about the direction regarding overhead light maintenance that maintained existing lighting styles. Member Jackson made a motion, seconded by Member Agnew, to close the public hearing at noon on December 13, 2023, and continue action on Resolution No. 2023-98, Southdale B Neighborhood Roadway Reconstruction, Improvement No. BA-464, to the December 19, 2023, City Council meeting.
