CALL TO ORDER Mayor Hovland called the meeting to order at 5:31 p.m. ROLL CALL Answering roll call were Members: Agnew, Jackson, Pierce, Risser and Mayor Hovland Absent: Staff in attendance: Scott Neal, City Manager; Gillian Straub, City Management Fellow; Alisha McAndrews, Finance Director; Chad Millner, Engineering Director; Stephanie Hawkinson, Affordable Housing Manager; Bill Neuendorf, Economic Development Manager; Jennifer Bennerotte, Communications Director; Jesse Meyer- Ruud, I.T. Support Supervisor; and Sharon Allison, City Clerk. 2024-2025 BUDGET AND PRELIMINARY TAX LEVY Manager Neal presented the 2024-2025 budget and preliminary tax levy to the Council one last time before final approval this evening. For 2024, the Consolidated Budget was $188M and the preliminary tax levy was 9.33% ($152/annually, or $12.68/month). Neal spoke about the 2024 cost drivers and how the investment would maintain physical assets and infrastructure and service levels that best meet the community needs and enhanced services or functions in Police, Fire, Public Health, Parks & Recreation, and other general government services, and how the budget responds to the 2023 Quality of Life survey. Neal said the next steps were to continue to refine the budget, mail tax notices, update the Council 11/21, hold public hearing 12/5 and take final action no later than 12/19. Council asked questions and provided feedback. Neal spoke about the HRA levy and how it’s usually increased three percent annually but if the Council wanted a larger increase for 2024-25, they would need to amend the HRA budget this evening. This was in reference to a recommendation to fill an existing funding gap for affordable housing. Council discussed the option and majority were not in agreement with the increase because the goal was not clearly defined, the community had not provided input and the Council had yet to decide how to spend the funds that developers have been contributing to affordable housing.
