APPROVING MINNESOTA SESSION LAWS 2023, CHAPTER 64, ARTICLE 10,
SECTION 17, AMENDING THE SPENDING PLAN FOR BRAEMAR PARK/ARENA FROM
$21.6 MILLION TO $53.3 MILLION
WHEREAS, Minnesota Session Laws 2021, First Special Session, Chapter I 4/HF 9, Article 8, Section 5,
allows the City of Edina to impose a Sales and Use Tax of one-half of one percent, to pay for development of Fred
Richards Park as identified in the Fred Richards Park Master Plan, for improvements to Braemar Park as identified
in the Braemar Park Master Plan; and
WHEREAS, Minnesota Session Laws 2023, Chapter 64, Article 10, Section 17, amended the spending
plan for Braemar Park/Arena from $21.6 million to $53.3 million and is effective upon approval by a majority vote
of the City Council and the filing of a Certificate of Approval with the Minnesota Secretary of State, all in accordance
with Minnesota Statutes, Section 645.021, subdivision 2 and 3.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Edina that;
I. The Minnesota Session Laws 2023, Chapter 64, Article 10, Section 17 is hereby approved in all aspects.
2. The City Cleric is authorized and directed to file with the Minnesota Secretary of State, a certified copy of
this resolution and the appropriate certificate in the f rm prescribed by the Minnesota State
Attorney General.
3. City of Edina staff are authorized and directed to take all actkns necessary to implement the Minnesota
Session Laws 2023, Chapter 64, Article 10, Section 17.

Enclosed, please find the signed copy of the "Certificate of Approval of Special Law by Governing Body" and a copy of
Resolution 2023-88 approving Laws 2023, Chapter 64, Article 10, Section 17, amending the spending plan for Braemar
Park/Arena from $21.6 million to $53.3 million. A referendum in support of this increase was passed by Edina voters on
November 7, 2023. The resolution was adopted by the Edina City Council on December 5, 2023.

"City") DOES HEREBY CERTIFY, that in compliance with the provisions of Law, 2023, Chapter 64,
Article 10, Section 17, requiring approval by a majority* of the governing body of said local governmental
unit before it becomes effective, the Edina City Council, at a meeting duly held on the 5th day of December,
2023, by Resolution 2023-88 did approve said Law, 2023, Chapter 64, Article 10, Section 17, by a majority
vote* of all of the members thereof (Ayes 5; Noes 0; Absent or not voting 0) and the following additional
steps, if any required by statute or charter were taken: none.
A copy of the resolution is hereto annexed and made a part of this certificate by reference.
