Call To Order Chair Lewis called the meeting to order at 6:01 p.m. II. Roll Call Answering roll call: Commissioners Bildsten, Brown, Johnson, McCarthy, Olson, Plumb-Smith, Rubenstein, Wright, Donnelly, Karoussos, Lewis Staff present: Transportation Planner Andrew Scipioni III. Approval of Meeting Agenda Motion was made by Commissioner Plumb-Smith and seconded by Commissioner McCarthy to amend the agenda to exchange Item VI.A (Traffic Safety Report of December 13, 2023) with Item VI.F (Organized Trash Collection Discussion). All voted aye. Motion carried. Motion was made by Commissioner Johnson and seconded by Commissioner Bildsten to approve the amended agenda. All voted aye. Motion carried. IV. Approval of Meeting Minutes Motion was made by Commissioner Bildsten and seconded by Commissioner Plumb-Smith to approve the November 16, 2023 meeting minutes. All voted aye. Motion carried. V. Community Comment None. VI. Reports/Recommendations A. Organized Trash Collection Discussion The Commission continued discussion on organized trash collection following the staff presentation to City Council at their November 21, 2023 regular meeting. Motion was made by Commissioner Lewis and seconded by Commissioner Bildsten to reopen Community Comment. Ayes: Bildsten, Brown, McCarthy, Olson, Plumb-Smith, Rubenstein, Wright, Lewis Nays: Johnson Motion carried. Brian Schmidt, 4301 Branson Street, testified about the recent crosswalk improvements at W 42nd Street and France Avenue. Schmidt thanked staff for their work to make this improvement happen and for their communication. B. Pedestrian Crossing Policy Review The Commission reviewed the draft report for the Pedestrian Crossing Policy Review initiative. Motion was made by Commissioner Johnson and seconded by Commissioner Rubenstein to approve the report. All voted aye. Motion carried. C. Bicycle Network Planning for Bikes as Transportation The Commission reviewed the draft report for the Bicycle Network Planning for Bikes as Transportation initiative. Motion was made by Commissioner Johnson and seconded by Commissioner Brown to approve the report. All voted aye. Motion carried. D. France Avenue Corridor Review The Commission reviewed the draft report for the France Avenue Corridor Review initiative. Motion was made by Commissioner Johnson and seconded by Commissioner Plumb- Smith to approve the report. All voted aye. Motion carried. E. 2023 Work Plan Updates • #1 Pedestrian Crossing Policy Review – Commission approved final report. • #2 Bicycle Network Planning for Bikes as Transportation – Commissioner approved final report. • #3 France Avenue Corridor Review – Commission approved final report. • #4 Boulevard Tree Planting – Completed. • #5 Cahill Small Area Plan – Completed. • #6 Parking – Scope and problem statements are still being defined. Next meeting is scheduled for January 9. • #7 Response to Community Comments – Completed. F. Traffic Safety Report of December 13, 2023 The Commission reviewed and commented on the Traffic Safety Report of December 13, 2023. VII. Chair and Member Comments – Received. VIII. Staff Comments A. 2023 ETC Accomplishments Liaison Scipioni reviewed the Commission’s key accomplishments in 2023. IX. INTRODUCTION: The Commission will review draft proclamations recognizing the Commission's 20th anniversary. ATTACHMENTS: Description Draft 20th Anniversary Proclamation Draft ETC Day/Week Proclamation PROCLAMATION EDINA TRANSPORTATION COMMISSION 20TH ANNIVERSARY WHERAS, On April 16, 2002, the City of Edina established the Local Traffic Task Force to provide criteria for analyzing traffic on local roadways and institute a toolbox to creatively mitigate traffic issues, such as speed and volume as they pertain to local streets; and WHEREAS, On July 15, 2003, the City of Edina established the Edina Transportation Commission to advise City Council on matters relating to the operation of the local street system with respect to traffic volumes, congestion, and functional classification; and WHEREAS, In the past 20 years, the Edina Transportation Commission has achieved the following;  Participated in the development of the City’s Comprehensive Bicycle Transportation Plan, the Active Routes to School Plan, the Living Streets Plan, the Pedestrian and Bicycle Master Plan and the Transportation Chapter of the 2018 Comprehensive Plan;  Supported efforts to improve the City’s network of non-motorized transportation facilities to ensure that the needs of all users and all modes are accommodated;  Supported efforts to reduce speed limits on local roadways to improve safety and mobility for all users;  Provided community perspective and recommendations on traffic safety requests;  Commented on projects funded by the Pedestrian and Cyclist Safety Fund;  Led community educational campaigns;  Supported the CloverRide circulator bus service;  Participated in community events such as Open Streets and Bike to Work Day NOW, THEREFORE, the City Council of the City of Edina, MN, hereby recognize the achievement of the Commission’s many members in 20 years of work to promote safety and mobility for all modes of transportation in Edina. ATTACHMENTS: Description 2024 Work Plan Page 1 of 2 Transportation Commission 2024 Proposed Work Plan 1 Initiative Type: Project Target Completion Date: Q4 Lead(s): Grant Wright, Bethany Olson Initiative Title: Traffic Safety Infrastructure Research and Recommendations Initiative Description: Residents have been vocal with the Transportation Commission about how dangerously fast drivers drive on Edina’s residential streets – even after speed limits were lowered to 25 mph. This, paired with a lack of focus on traffic enforcement capacity due to understaffing of patrol officers and a slower-than-desired implementation of traffic calming measures they suggest to the Commission, leaves some residents feeling frustrated with the City’s perceived inaction. To improve safety for all users of Edina’s transportation network, this initiative will support an educational campaign (such as “Drive 25”) and recommend improved processes to implement traffic calming improvements more quickly. Deliverable: Complete case study research of cities that leverage quick build solutions to implement traffic calming changes to roadways. Recommend improvements at priority locations (e.g., schools, parks, bus stops, places of worship, etc.) and identify grant programs for city staff consideration to pursue for project implementation of best practices.
