I. Call To Order
Chair Westlund called the meeting to order at 4:35 p.m.
II. Roll Call
Answering roll call were Commissioners Amlaw, Curtin, Faeth, Fram, Scully, Student Commissioner Li,
Commissioner Zbaren, and Chair Westlund.
Commissioner Stemmler arrived at 4:43
Staff Present: Parks Director Perry Vetter, Staff Liaison Laura Fulton
III. Approval Of Meeting Agenda
Motion made by Faeth to approve the meeting agenda of the October 26, 2023 meeting,
seconded by Scully. Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Curtin to approve the September 14, 2023 meeting minutes, seconded by
Zbaren. Motion carried.
V. Special Recognition
A. Commissioners introduced themselves to our new Student Commissioner, Lexi Li
VI. Reports/Recommendations
A. 2024 meeting schedule
• Commission discussed and agreed upon meeting dates for 2024.
B. 2023 ACC Workplan Updates
• Initiative 1.1.1: Grandview Public Art
i. No update at this time.
• Initiative 1.1.2: Street Art Policy and Practices
i. Stemmler reported that the report will be presented to the City Council at the
November Council meeting.
• Initiative 1.1.3: Public Art Incorporated in Planning and Development
i. No updates at this time, initiative is on hold.
• Initiative 1.1.4: New Art Center
i. Fulton reported on the progress of meetings with Hennepin County as related to
schematic design.

ii. Vetter reported that Hennepin County will be presenting to the Planning
Commission about land use at the Southdale site in November.
iii. Commission members discussed how they can be helpful as the process
continues.
• Initiative 1.1.5: Utility Boxes
i. Westlund presented the report on how initiative members choose the artists
selected to be made into wraps.
ii. Fulton presented that the utility box wrappings have begun and that one is up on
Computer Ave. and that the student box at Cornelia will be installed soon.
• Initiative 1.1.6: ACC Involvement at Performances on the Plaza and other Community
Events
i. Initiative is complete for 2024.
• Initiative 1.1.7: Micro Grant Phase 2
i. Commissioner Faeth reported on her presentation to City Council. The initiative
will be moving forward in 2024 and initiative group will work with city staff to
initiate program.
ii. Vetter discussed the Artwork and Décor Rubric that was created by the HRRC
and ACC and is housed on the ACC webpage. Commission members discussed
how to use the rubric in the art grants program as a guiding tool to establish
guidelines suitable for the program.
VII. Chair and Member Comments
A. Westlund reported on her presentation to the City Council about the 2024 workplan.
VIII. Staff Comments
A. Fulton discussed changes to the 2024 workplan as recommended by staff. Commission discussed
changes and opportunities for the upcoming year. City Council will be voting on workplan items
at their December meeting.
B. Fulton reminded Commissioners to check meeting dates and mentioned upcoming classes at the
Art Center.
IX. Adjournment
Motion was made by Curtin to adjourn the October 26, 2023 meeting of the Arts and Culture
Commission, seconded by Amlaw. Motion carried.
Meeting adjourned at 5:48 p.m.
