Pa Thao Named City’s Next Finance Director
Edina, Minn., Jan 26, 2024 – Pa Thao has been named the City of Edina’s next Finance Director.
Thao was hired by the City in December 2021 as an Auditing and Accounting Coordinator before being
promoted to Assistant Finance Director in October 2022. In her new role as Finance Director, Thao will succeed Alisha McAndrews, who announced her resignation in 2023 due to a permanent
family relocation.
The Finance Director establishes functional policies, makes tactical decisions within overall strategic direction and provides oversight for the City’s budget and capital improvements.
The Finance Department is made up of 10 staff members and includes the Utility Billing Division.
“Pa’s depth of experience in local government finance makes her a great leader for the Finance Department
… she has quickly gained the trust and respect of the finance team and other City staff,” McAndrews said
when describing her time working with Thao.
“She is personable and people like working for and with her. Pa is a good role model for her team,” said City
Manager Scott Neal, who offered Thao the promotion in November.
In addition to her responsibilities as Finance Director, Thao will represent the Finance Department on
Edina’s Executive Leadership Team, which is made up of the City Manager, Assistant City Manager and 10 department Directors.
Thao is scheduled to begin her new role on Feb. 1.
