I. Call to Order
Chair Lonnquist called the meeting to order at 7:00 p.m.
II. Roll Call
Answering roll call were Chair Lonnquist, Commissioners Cundy, Everson, Nickels, Jarvinen, Farrell-Straus, and Kiely.
Staff present: HPC Staff Liaison Emily Bodeker and Consultants Elizabeth Gales, Rachel Peterson and Building Official
Nate Borwege.
Staff introduced Building Official Nate Borwege.
III. Approval of Meeting Agenda
Motion made by Farrell-Straus, seconded by Cundy, to approve the meeting agenda as submitted. All
voted aye. The motion carried.
IV. Approval of Meeting Minutes
Motion made by Everson, seconded Nickels, to approve the September 12, 2023, meeting minutes. All
voted aye. The motion carried.
V. Community Comment: None.
VI. Reports/Recommendations
A. COA Amendment: 4633 Arden Avenue
Liaison Bodeker presented the proposed COA amendment at 4633 Arden Avenue for the rebuilt
chimney and the change to the front door and sidelights. The applicant, Scott Busyn and property
owners, Kathleen and Wayne Volland also introduced themselves and explained the request.
Anne Scoggin, 4610 Arden Avenue, gave her comments on the proposed project.
Robin Gould, 4630 Arden Avenue, gave her comments on the project.
The commission asked questions to staff, the consultants and the applicant.

Motion made by Cundy, seconded by Jarvinen, to approve the rebuilt chimney as presented with the
condition of recreating the measurements and dimensions of the original chimney. All voted aye. The
motion carried.
Motion made by Farrell-Strauss, seconded by Cundy to approve the changes to the door and sidelights as
presented by the applicant. All voted ate. The motion carried.
B. Chair and Member Comments: None.
C. Staff Comments:
Staff informed the commission that Commissioner Pollock resigned from the HPC.
Staff informed the commission that Commission Schilling resigned from the HPC.
Staff and the commission expressed their gratitude to both commissioners for their time and work on the
Heritage Preservation Commission.

Motion made by Cundy, seconded by Farrell-Strauss, to adjourn the meeting at 8:33 pm. All voted aye.

T he subject property, 4509 Wooddale Avenue, is located on the east side of Wooddale Avenue, south of
S unnyside R oad and north of B ridge Street. T he existing home on the lot is a two-story Garrison R evival home
built in 1928.
T he applicant originally had submitted plans for a new garage and changes to the street facing façade. T hey have
since removed the changes to the street facing façade (covered front entry and window changes). T hey will be
replacing the existing windows with in-kind windows.

On behalf of our client, wb builders is proposing new windows & doors, new front
portico and a new garage at 4509 Wooddale Ave. See plans for additional info.
Our proposed taller divided lite windows allow for additional natural light and design
symmetry most appropriate for a American Colonial home. Through the evolution of
the window, the architectural presence of a black casement windows with simulated
divided lites has larger panes of glass and provides a classic look without being
covered by a modern day screens. New windows and doors will be trimmed to
preserve the historic details of the home.
The new front portico is tucked into the left side wall return of the front entry and
built on top of the existing stoop. The new right side walls frame out this entry for
function and interest while still matching siding and trim details of the home. The
curve added to the black standing seam metal roof provides simplicity, elegance, and
interests at the front door. The existing front stoop will be covered with bluestone
and the exposed aggregate walkway and stairs are replaced with grey concrete to
match the driveway.
The front of the proposed garage mimics the design and historic presence of the
existing garage with matching trim and siding details. The added presence of the
large front gable seen through a narrow section of the driveway hides the stair stepped
expanded garage that mimics the roofline of the house. We are proposing 1 large
carriage style double overhead door to the main entrance that aesthetically resembles
the look of 2 doors. A new concrete driveway is proposed from the garage to the city
sidewalk.

Information / Background:
The subject property, 4509 Wooddale Avenue, is located on the east side of Wooddale Avenue,
south of Sunnyside Road and north of Bridge Street. The existing home on the lot is a two-story
Garrison Revival home built in 1928.
The certificate of appropriateness application is for a new detached garage. The applicant originally
had submitted plans for a new garage and changes to the street facing façade. They have since
removed the changes to the street facing façade (covered front entry and window changes). They
will be replacing the existing windows with in-kind windows. The project also includes painting the
existing brick chimney.
Consultant Memo:
See attached memo from Elizabeth Gales and Rachel Peterson, Hess, Roise and Company.
Recommendation & Findings:
The recommendation is to approve the proposed new detached garage as proposed. The
recommendation for approval of the detached garage is based on the following:
The design for the new garage complies with the Country Club Plan of Treatment. The style of
the garage matches the architectural style of the house.
The proposed garage is subordinate to the house in size and is located in the rear of the lot and
will have minimal visual and physical impact on the streetscape.
Conditions of approval:
An as built date plaque should be installed on the exterior of the new garage.
Any change to the approved elevations or materials will need to be submitted for review.

Re: Certificate of Appropriateness Review – 4509 Wooddale Avenue
Hess Roise has reviewed the Certificate of Appropriateness (COA) application for 4509
Wooddale Avenue in the Country Club Historic District using “Edina’s Historic Country Club
District Plan of Treatment.”
Garage
The garage is located at the rear of the property and is accessed from a driveway off of
Wooddale Avenue. The building is a wood-frame structure with a front-gable roof and a lunette
window above two large garage doors on the west facade, which is partially visible from the
street.
The COA includes the proposed replacement of the garage.
• The new detached garage will be constructed in the same area and will have a larger
footprint.
• A large double-car garage door will be located in the west facade in the same general area
as the garage doors on the existing garage. A single-car garage door will also be in the
west facade, south of the larger opening. All of the doors will look like side-hinged
garage doors but will be segmental overhead garage doors.
• The garage will be clad in a shake similar to the cladding on the existing garage and on
the house.
The Plan of Treatment states:
“Modernistic designs for new detached garages will be discouraged. New detached garages
should match the architectural style of the house on the same lot as well as the historic character
of the neighborhood. The following guidelines will be applied to design review of plans for new
garages:
• The new garage should be subordinate to the house. The preferred placement is at the rear
of the lot or set back from the front of the house to minimize the visual impact on
adjacent homes and streetscapes. Front facing attached garages are discouraged. No new
detached garage should be taller, longer, or wider than the house on the same lot. The
roofline should have a maximum height within 10% of the average height of existing
detached garages on adjacent lots, or the average of the block.
• Undecorated exterior walls longer than 16 feet should be avoided on elevations visible
from the street or adjacent properties.

• New garages should be clearly identified as such by means of a plaque or inscription (to
be placed on an exterior surface) bearing the year of construction.”
Recommendation
The design for the new garage complies with the guidance in the Plan of Treatment. The style of
the new garage is reminiscent of the existing garage and matches the architectural character of
the house. The garage will be subordinate to the house in size, will be located at the rear of the
lot, and will have minimal visual and physical impact on adjacent houses and the streetscape.
The location of the larger garage opening in the west facade in a similar location to the doors on
the existing garage’s west facade will preserve a similar visual experience from Wooddale
Avenue.
Hess Roise recommends approving the new garage as proposed.
