Conference Room, Edina Village? Hall Chairman Robert Sandilla wao delayed in arriving and in his absence Ron Haya, Vice-Chairman called the meeting to order. The following members were Treesent: John Teller Clifford Johnson Robert Johnson Ron ILLyii. James Bentley Carol Beim Robert Saudilla Minutes of September 11, 1972 meeting were read and approved. III. Mud Lake Task Force Report Vice-Chairmen Ron Hays introduced Barbara Casselmen, member of the Mud Lake Task Force Comittee, who reported on the activities of the Task Force Committee and nave a brief synopsis of the printed report. Mrs. Caaselman reviewed the h/story of Village involvement with Mud Lake beginning in approximataly 1959 witn the est/3)- /ishment of the Nine Mile Creek Watershed District. The Watershed District's over- all plan in 1961 designated the Mud Lake area as a primary water storage facility for the control of flooding further downstream. In 1965 the Village of Edine began acquiring land in the vicinity of Mud Lake for s recreational lake area. By 1966 the Village had intensified the land acquisition process following a study authorized by the Council. by Breuer and Associates which developed a concpet of Mud Lake as a recreational lake similar to Lake of the Isles in Minneapolis, The Brauer and Associates' study was in itself based upon the feasibility study of. Mud Lake improvement by Douglas W. Barr, Consulting Hydrological Engineer, for Wine Mile Creek Watershed District. At the present .time, their appears to ne three major alternatives under discuasion for the deVelopment of Mud Lake. 1.. Leave the ares in its natural state. 2. Develop a nature study or interpretive area, 3, Construct a recreational lake accompanied by park and recreational facilitiop. These three proposals were outlined along with their advantages and disadvantages by Mrs. Casselman. The report ended with a series of ten questions which the Mud Lake Task Force Committee felt were unanswered or for which there in inadequate data to formulate a rational decision as to which of this three concepts to adopt. Members of the Commission raised several questions regarding the report and what effect various proposals would have on the Mud Lake area and its use by the citizens of Edina. It was the general consensus of the Commission that this report should be distributed to the Village Council, Park Board, Planning Cos Aseion members, and possibly copies made available to the general public. Mr. Ken Roslend, Director of and Recreation, suggesed that these report ware circulating, he would like, to see a second task. force composed of Environmental Quality Commission members, Park Board, and Planning Counalssion membcra and various Village staff persons to review the Ten 'n Force's report and various other data wi-n.ch Environmental Quality Commission September 27, 1972 Page 2 ctould be generated by the new task force. After this study, the new task force should make a definite recommendation for Council action which could then be taken before the public, explained and feedback received from them. He further pointed out that it is very difficult to get a reading of cltizen reaction to a multitude of proposals, but if there is a single recommendetion to look at and discuss, meaningful dialogue can ensue. Ron Hays mentioned that the Task Force had also discussed thin very same poeA- bility during their meetings. General discussion ensued upon this topic. The motion was made by Robert Johnson and seconded by Carol. Beim that the Environ- mental Quality Commissioreaccept the report as presented, that this report be sent to Council with the recommendation that at least 100 copies be produced, and recommend that a new task force composed of EnVironmental Quality Commission, P/snlOn Park Board, and staff members to recommend to Council a course of action of develop- ment or nondevelopment of the Mid Lake area and the timetables for accomplishment and recommendation for the financing of cost incurred in the development and that the new task force also be authorized to hold- public meetings to discuss end take these proposals before the public prior to final Council action upon their recom- mendation. notion carried unanimously. A good deal of discussion was held among the members of the Commission as to the suggested size for the new task force and recommend names of persona to be recome mended to the Village Council for appointment to this task force. It was suggested that Gary West discuss the matter of the appointment of these persons with the Mayor prior to the next EQC meeting. The final suggestion was fiVe members. of the Mud Lake Task Force representing the EQC, two additional members from the Park Board, two from the Planning Commission, one student, a representative from the Edina Garden Club, and Mr. McClennan from the Nine Mile Creek' Watershed District. Mr. Ron Hays also recommended that perhaps a member from the School Board should also be appointed to this task force. Perhaps this could be accomplished by one of the school Board representatives on either the Planning Commission or the Park Board,being appointed to the new task force. Chairman Sandilla moved that the entire Mud Lake Task Force Report and the Environ- mental Quality Commission's recommendetiont should be considered at the October 9 EQC meeting and this recommendation forwarded to the village Council for their meeting of October 16. IV. Recycling Letter Jim Bentley introduced the revision on recycling which was presented to the EQC at the last meeting. Mr. Beueley further explained tht purpose of this letter and whet the Solid Waste Committee hopes to accomplish by it. General discussion was held among the Commission members as to the value of these collection centers and possible problems in their operations. The motion 'aa mads: by Ron Heys and seconded by John Telfer that the Solid Waste Committee's letter be forwarded to the Council with the list of the persons andlor groups to whom At would be sent, asking Council's approval of tending the letter, and scheduling the meeting with the understanding that the scheduling of the;meeting itself will be the only Activity undertaken by the Solid Waste Committee to this project. The motion carried unanimously. Next meeting to be held Monday, October 9, 1972.
