Mrs. West felt it would be wise to obtain comments of these neighboring residents before voking a recom-' mendmtion to Council, Mr. Telfer questioned Mr. Dunn ao to whether or not the pond oould have water in it ell year round. As Me, Dunn felt this would he difficult to determine, Mr. Telfer euggeoted that auto be gathered concerning this oatioar. Sondillai moved that stuff aend a letter to. the euerounding neighbors indicating that elves for the area will be discuseed et the nett fetC meeting end requesting their ettcodonte to discuss the matter.. Ren Haye seconded the motion. All voted eye. Vary West stated that he would add a brief outline of the proposal in the letter. Mr. &Iodine requested that Hiss Hertoga give. a presentation of the proposal at: the next reeting. B.Replat of Outlet A. Water Testing - Wooddale and Valley View Pond Cary West Mated that the Village has very good facilities for testing water. He stated further that he is in the process of compiling and summarizing data from 1966 to present concerning changes that have taken place in the quality of water in Nine Mile Creek. Mr. Sandilla suggested that perhaps the high school biology class's would be willing to assist in the sampling and testing of water. Mr. Telfer suggested that Don Meyer be contaeted, Mr. Telfer and Carol Beim both indicated that they would talk with Mr. Meyer about this. NEW BUSINESS A. Soil Erosion and Sedimentation Mrs. Fuhr distributed literature concerning soil conservation and gave a elide presentation illustrating various causes and the reeelts of erosion. The Commissioners received copies of a model ordinance for the prevention of soil erosion. Gary West told the Commission that. Mrs. Puhr prevented .this ordinance to the Council at their last meeting and that the Council had requested that the EQC review it and make recommendation. Mx. Sandals questioned Mr. West as to the Council's intent in referring this matter to the 3QC and asked 'that Mr. West obtain further clarification of the Council's intent. Mr. Sendille moved the appointment of a committee to become educated on the problems of .soil erosion. He further moved that Clifford Johnson chair the core mittee with a member from both the Land Resources and Water Quality Committees to .be assigned by their Chairmen, Allison Fuhr, and a contractor from the com- munity. Mr. Donn will attempt to locate a contractor to serve on the committee. Cliff Johnson seconded the motion. Motion was approved. REPORT A. Planning Commission Cliff Johnson related that the Planning Commission considered Earliirahl's request for rezoning from R-1 to R-3. The Planning Commission denied this request for rezoning. The Planning Commission tabled a request from Relocation Realty for a rezoning of property adjacent to Braemar Park. B. Water Resources Committee Mr. Telfer stated that he had been asked to find out whether or not Nine Mile Creek would be stocked with trout this year. Through contacting the Fishery Supervisor for the Stets of Minnesota he found that there will not be trout stocked in the creek because the water is not.cold enough, but that the creek will be stocked with pan fish. C. Education Committee Carol Beim distributed copies of the Edina East Buzzette which contained an article about the EQC. Environmental Quality Commisaion December 11, 1972 Page 3 D. Park Board Mr. Richards reported that the. Last Park Board meeting was concerned primarily eeth the review of financial reports and a report from the Village Forester. Mr. Richards read a portion of the Foresteee report and advised the Commissioners that if they desired any additional information on the report to contact him. E. Solid Waste Committee Mr. Bentley reported that the Solid Waste Committeo had received four replies to their letter inviting civic clubs to participate in the operation of a recycling collection ;enter. He distributed m press release proposed to be sent to the Sur. Newspaper. Bentley moved that this letter be forwerded to the Sun. Motion was seconded and passed by unanimous voice vote. F. Land Resources Committee Mrs. Schmidt reported that the Park Department will be releasing a study shortly en the undeveloped land in Edina. The Land Resources Committee will then use this report in their investigations. C. Air Quality Committee Mr. Carson had no report to give. C 0 eIMUNICATIONS Gary West stated that Robert Johnson has been trasferred to Milwaukee'and will have to resign from the EQC. A formal letter of resignation has not been received yet. Mr. Telfer announed that Hennepin County Library would be holding an environmental. workshop in the near future and that the P.C.A. would have a hearing on December 12 to discuss a possible statewide ban on non-returnable beverage containers. Mr. Sandilla moved that the meeting be adjourned. Motion was seconded and approved.
