CALL TO ORDER
Mayor Hovland called the meeting to order at 5:30 pm.

Answering roll call were Members: Elect Agnew, Jackson, Pierce, Elect Risser, and Mayor Hovland
Staff in attendance: Scott Neal, City Manager; Lisa Schaefer, Assistant City Manager; Chad Millner, Engineering
Director; Cary Teague, Community Development Director; Stephanie Hawkinson, Affordable Housing
Development Manager; Perry Vetter, Parks & Recreation Director; Ryan Browning, I.T. Director; Police Chief
Todd Milburn; Fire Chief Andrew Slama; Jennifer Bennerotte, Communications Director; Jeff Matlock, IT
Specialist; and Sharon Allison, City Clerk.
2023 LEGISLATIVE PRIORITIES AND POSITIONS
Manager Neal presented the City's 2023 Legislative Priorities and Positions that may be considered in the 2023
state legislative session which started today, Jan. 3. Neal explained that priorities were issues specific to Edina
and do not directly affect other communities, while positions were issues affecting cities in general and are not
specific to Edina. Neal said listing priorities and positions separately were to allow for greater clarity of how
they affect Edina and other communities. Council provided feedback on the priorities and positions in advance
of the January 17 work session meeting with its state legislative delegaeon.
