Deep disparities persist in SHS exposure
Everyone deserves a safe and healthy home.
•In infants and children: SHS is one of the causes of sudden infant death syndrome, respiratory
tract infections, ear infections, low birth weight, premature deliveries, congenital defects, and
asthma attacks.
•In adult nonsmokers, SHS exposure leads to coronary heart disease, stroke, and lung cancer
•It results in nearly 42 000 deaths (more than 41 000 adults and 900 infants) among
nonsmokers every year in the US, with Black individuals accounting for 24% to 36% of the infant
deaths.
•The US Surgeon General determined that there is no risk-free level of SHSe.
•With the outbreak of coronavirus disease 2019, which affects lung function, improving smoke-
free policies to enhance air quality should be a growing priority.

Clean indoor air should be accessible and available to everyone,
regardless of background, income, or life situation. Everyone deserves a safe, clean, and healthy home.
Smoke-Free Air = Health Equity
EDINA SMOKE-FREE HOUSING EFFORTS
•Organized voluntary efforts began in 2010
•To date, 92 properties in Edina have a smoke-free policy (54%of total properties have a policy)
•In 2018, a Renter Survey was conducted in Edina which surveyed over 400 residents living
in these multi-family properties:
•Heritage Court/Premier Properties, LLC
•Oaks Lincoln/Oaks Properties, LLC
•Ponds of Edina/KCS Property Management
•Oaks Braemar/Oaks Properties, LLC
•The Durham/RMK Management
•York Plaza/Stuart Company
•Face-to-face meetings and ongoing technical assistance was available to all entities

KEY SURVEY FINDINGS
•A majority of all respondents (97%) don’t allow smoking in their units even with a
smoking-allowed policy present.
•A majority of respondents surveyed (94%) support a smoke-free building-wide policy.
•Despite 97% of all respondents not allowing the smoking of tobacco products in their
units, (99% in smoke-free vs 93% in smoking-allowed properties), 46% of these
respondents are still exposed to secondhand smoke from all buildings. This includes 39%
in smoke-free vs. 64% in smoking-allowed buildings.
•A majority of respondents (91% in smoke-free properties and 90% in smoking-allowed
properties) indicated they would support a multi-unit housing smoking related citywide
ordinance.

Development of an Equity-
Centered SFH Model Policy in MN
In 2020, after years of community engagement and
surveying, the City of Bloomington began exploring
the creation of an equity-centered smoke-free
housing ordinance focused on health and housing
security for all residents.
Community Engagement:
•A listening session was held with five property
management companies representing over 1,800
units.
•Key informant interviews were held with multi-
unit housing residents representing 15
households.
•A three-part educational video series was created
•A social media campaign was implemented to
promote SFH and the video series.
THE EQUITABLE ENFORCEMENT
ADVISORY COMMITTEE
•Included eleven participants from local and national groups
representing marginalized people including affordable housing,
legal aide, restorative justice, addiction, and public health.
•There were five virtual convenings from 12/20-3/21.
•Honorariums were provided to all participants.
•Goals included:
•Identify unintended consequences of a SFH ordinance.
•Identify "out of the box" enforcement mechanisms that
protect health and housing security.
•Consider the pros and cons of various policy approaches
prioritizing the resident’s perspective and promoting
housing stability.
