Deep disparities persist in SHS exposure
•In infants and children: SHS is one of the causes of sudden infant death syndrome, respiratory
tract infections, ear infections, low birth weight, premature deliveries, congenital defects, and
asthma attacks.
•In adult nonsmokers, SHS exposure leads to coronary heart disease, stroke, and lung cancer
•It results in nearly 42 000 deaths (more than 41 000 adults and 900 infants) among
nonsmokers every year in the US, with Black individuals accounting for 24% to 36% of the infant
deaths.
•The US Surgeon General determined that there is no risk-free level of SHSe.
•With the outbreak of coronavirus disease 2019, which affects lung function, improving smoke-
free policies to enhance air quality should be a growing priority.

regardless of background, income, or life situation. Everyone deserves a safe, clean, and healthy home.
Smoke-Free Air = Health Equity
EDINA SMOKE-FREE HOUSING EFFORTS
•Organized voluntary efforts began in 2010
•To date, 49 properties in Edina have a smoke-free policy
•In 2018, a Renter Survey was conducted in Edina which surveyed over 400 residents living
in these multi-family properties:
•Heritage Court/Premier Properties, LLC
•Oaks Lincoln/Oaks Properties, LLC
•Ponds of Edina/KCS Property Management
•Oaks Braemar/Oaks Properties, LLC
•The Durham/RMK Management
•York Plaza/Stuart Company
•Face-to-face meetings and ongoing technical assistance was available to all entities
Everyone deserves a safe and healthy home.
KEY SURVEY FINDINGS
•A majority of all respondents (97%) don’t allow smoking in their units even with a
smoking-allowed policy present.
•A majority of respondents surveyed (94%) support a smoke-free building-wide policy.
•Despite 97% of all respondents not allowing the smoking of tobacco products in their
units, (99% in smoke-free vs 93% in smoking-allowed properties), 46% of these
respondents are still exposed to secondhand smoke from all buildings. This includes 39%
in smoke-free vs. 64% in smoking-allowed buildings.
•A majority of respondents (91% in smoke-free properties and 90% in smoking-allowed
properties) indicated they would support a multi-unit housing smoking related citywide
ordinance.

•920 households representing 16 MUH properties were
surveyed (725 of which were in smoking-allowed
buildings.)
•A listening session was held with five property
management companies representing over 1,800
units.
•A listening session was held with five housing
advocates.
•Key informant interviews were held with multi-unit
housing residents representing 15 households.
Community Engagement
•A three-part educational video series was created in
partnership with MUH residents and managers.

•A local social media campaign was implemented to
promote SFH and the video series.
•An Equitable Enforcement Advisory Committee was
formed.
Themes that came out of listening sessions
(residents and advocates)
•There are both health benefits and challenges with smoke-free housing policies.
•Secondhand smoke are barriers to healthy housing.
•There is concern that a SFH ordinance could lead to evictions or add a barrier to accessing housing.
•Compliance promotion is important.
•Equity in enforcement is pertinent.
•Clear communication is key.
The Smoke-Free Multiunit Housing Equitable Enforcement Advisory Committee was subsequently
created to inform a model enforcement strategy that included the equity considerations outlined in the
listening sessions.

THE EQUITABLE ENFORCEMENT ADVISORY
COMMITTEE
There were five full-group virtual convenings from 12/20-3/21.
Honorariums were provided.
Goals included:
•Identify unintended consequences of a SFH ordinance.
•Promote the goal of compliance-not eviction or steep fines for residents, or
criminal penalties
•Support access to cessation resources
•Identify "out of the box" enforcement mechanisms that protect health and
housing security (e.g.utilize housing inspections or the health department,
not law enforcement)
•Consider the pros and cons of various policy approaches prioritizing the
resident’s perspective and promoting housing stability.
Model Equity-Based
Smoke-Free Housing Ordinance
•The Public Health Law Center (with input from Bloomington
staff and Live Smoke Free) reviewed feedback and created a
draft policy.
•The Committee reconvened virtually in 2021 to review the
policy draft.
•Participants were offered a final review of the draft in 2022.
•Honorariums were again provided.
