I. Call To Order
Chair Lewis called the meeting to order at 6:03 p.m.
II. Roll Call
Answering roll call: Commissioners Brown, McCarthy, Olson, Rosen, Rubenstein, Wright, Lewis
Absent: Commissioners Bildsten, Plumb-Smith, Donnelly, Karoussos

III. Approval of Meeting Agenda
Motion was made by Chair Lewis and seconded by Commissioner Rubenstein to remove Item
V.A. All voted aye. Motion carried.
Motion was made by Chair Lewis and seconded by Commissioner Rubenstein to add Item
VIII.A to discuss City Council joint work session topics. All voted ate. Motion carried.
Motion was made by Commissioner McCarthy and seconded by Commissioner Brown to
approve the amended agenda. All voted aye. Motion carried.
IV. Approval of Meeting Minutes
Motion was made by Commissioner Brown and seconded by Commissioner Rubenstein to
approve the March 28, 2024 meeting minutes. All voted aye. Motion carried.

VI. Reports/Recommendations
A. Traffic Safety Report of March 26, 2024
The Commission reviewed and commented on the Traffic Safety Report of March 26, 2024.
B. 2024 Work Plan Updates
• #1 Traffic Safety Infrastructure – Staff provided contact information for other cities.
• #2 Pedestrian and Bicycle Master Plan Review – Staff provided subcommittee with copies
of the plan. Subcommittee set up shared drive for information, made outline for report.
• #3 Parking – No update.
• #4 20th Anniversary Proclamation – Proclamation will be presented to City Council May 7.
Communications is writing an article for Public Works Pipeline, may do a video story for
Agenda:Edina.

Staff provided an update on the status of proposed pedestrian and bicycle facilities in the Concord
B/C roadway reconstruction project.

Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on April 30. The Traffic Safety
Coordinator, City Engineer, Streets Public Service Worker, Transportation Planner, Police Sergeant,
Assistant City Planner and Transportation Planner were in attendance for this meeting. The Public Works
Director did not attend but provided input on discussed items.
On each of the items, persons involved have been contacted and the staff recommendation has been
discussed with them. They were informed that if they disagree with the recommendation or have additional
facts to present, they can submit correspondence to the Transportation Commission and/or to City Council
prior to the June 4 regular meeting.
Section A: Items on which the Traffic Safety Committee recommend action
A1. Request for all-way stop controls at W 60th Street and Oaklawn Avenue.
Staff recommends all-way stop controls citing the function
of the intersection as an entrance into Pamela Park
parking lot.
Description Resident near intersection believes current north-south
stop controls confuse east-west drivers at intersection.

Staff recommends adding a “delivery vehicles only” designation in the parking bay for
westbound traffic on W 50th St east of Halifax Ave. Hours for deliveries are 6 AM to 11 AM
Monday – Saturday. All other times to remain 10 minute parking.
Section B: Items on which the Traffic Safety Committee recommend no action
B1. Request to improve safety for pedestrians and bicyclists along Lakeview Dr.
Staff recommends no action. The requestor will be notified of the option to petition for a path
on the south side of the street.
Description Commuters have issues with delivery drivers

The bay is 80’, formerly a bus stop, short term

Section C: Items on which the Traffic Safety Committee recommends further study
C1. Request to remove one hour parking restrictions on Kellogg Avenue.
Staff recommends requesting street parking feedback from residents on the east side of
Kellogg Ave.
C2. Continued speed complaints on McCauley Tr.
Staff recommends developing a policy for permanent speed display signs and utilizing one
along McCauley Tr.
Section D: Other traffic safety items handled
D1. A request was made for an all-way stop at W 58th St at Xerxes Ave. Hennepin County reviewed this
request and recommended no changes to the current east-west stop controls citing vehicle volumes.
D2. Two requests were made to lower the 40 MPH speed limit on Vernon Ave between Villa Way and
Tracy Ave. Hennepin County recommended no changes but will consider changes when future roadwork
occurs along Vernon.
D3. A request for an added Dead End sign for westbound traffic on W 74th St in Richfield turning right onto
northbound Xerxes Ave. Richfield staff was informed of the request as appropriate signage could be used
within Richfield property.

D4. The Planning Department requested to review sight lines for a proposed fence installation at the corner
of Kellogg Ave and Sedum Ln. The proposed fence provided adequate visibility for sight lines.
D5. A pedestrian noted a traffic signal issue at W 58th St and France Ave. Hennepin County was dispatched
to review the concern.
D6. Two separate requests were made to slow vehicles on the 5900 block of Xerxes Ave and W 78th St.
The speed trailer was requested and Hennepin County was notified of the speed concern.
D7. A resident requested parking restrictions on school days in the Creek Valley Neighborhood west of
Edina High School. The requestor was notified a petition is the optimal direction for their request.
D8. A resident had concerns of the crosswalks over Tracy Ave between Vernon Ave and Benton Ave. All
crosswalks were missing the downward pointing arrow signs (W16-7P). The signs were installed to meet
City’s crosswalk policy.
D9. An online submission to re-stripe cat-tracking markings traveling south on France Ave and turning left
into Southdale Center, immediately north of the Edina Water Tower. This issue was sent to Hennepin
County staff.
D10. A safety concern was submitted for the southbound HWY 100 entrance ramp from Eden Ave merging
with the ramp from Vernon Ave. MnDOT received the complaint and is monitoring the area.
D11. A request was made for a crosswalk midblock of Country Club Rd between Browndale Ave and
Moorland Ave/Edina Blvd. With a stop-controlled crossing available less than 200’ to the east at Country
Club Rd and Moorland Ave/Edina Blvd, staff recommends no midblock crosswalk and users are directed to
the nearest protected crossing.

Initiative Title: Traffic Safety Infrastructure Research and Recommendations
Initiative Description: Residents have been vocal with the Transportation Commission about how dangerously fast
drivers drive on Edina’s residential streets – even after speed limits were lowered to 25 mph. This, paired with a lack of
focus on traffic enforcement capacity due to understaffing of patrol officers and a slower-than-desired implementation
of traffic calming measures they suggest to the Commission, leaves some residents feeling frustrated with the City’s
perceived inaction. To improve safety for all users of Edina’s transportation network, this initiative will support an
educational campaign (such as “Drive 25”) and recommend improved processes to implement traffic calming
improvements more quickly.
Deliverable: Complete case study research of cities that leverage quick build solutions to implement traffic calming
changes to roadways. Recommend improvements at priority locations (e.g., schools, parks, bus stops, places of
worship, etc.) and identify grant programs for city staff consideration to pursue for project implementation of best
practices.
