APPROVING A CONDITIONAL USE PERMIT WITH A HEIGHT VARIANCE FOR
THE SOUTH METRO TRAINING FACILITY, 7525 BRAEMAR BOULEVARD
BE IT RESOLVED by the City Council of the City of Edina, Minnesota, as follows:
Section I. BACKGROUND.
1.01 The South Metro Training Facility is requesting a Conditional Use Permit and building height
variance to build a 5,536 square foot tactical center training facility. The proposed building is
located within the existing fenced area located to the south of the existing main building and
range and fire training tower.
1.02 The structure requires a height variance from 20 feet for non-primary buildings to 27 feet 9
inches.
1.03 A Conditional Use Permit is required for publicly owned public safety facilities and accessory
buildings greater than 1,000 square feet in the R-I, Single Dwelling Unit District.

1.05 To accommodate the request, the following land use applications are requested:
I. A Conditional Use Permit.
2. A height variance to allow the tactical center training facility structure to be 27 feet 9
inches.
1.06 On June 12, 2024, the Planning Commission recommended approval of the Conditional Use
Permit and height variance request.
1.07 On June 18, 2024, the City Council held a public hearing on the Conditional Use Permit and
height variance.
Section 2. FINDINGS
2.01 Approval of the conditional use permit and height variance to allow the tactical center training
facility structure to be 27 feet 9 inches feet is based on the following findings:
I. The proposed project meets the conditional use permit standards of Chapter 36.
2. The proposed project meets the criteria to grant a variance.

3. The height of the proposed building is required for the functionality of the tactical training
facility.
4. The height of the structure is located directly south of the fire training tower which is the
tallest structure on site.
5. The proposed project will not alter the essential character of the neighborhood.
Section 3. APPROVAL
NOW THEREFORE, it is hereby resolved by the City Council of the City of Edina, approve the
Conditional Use Permit for the tactical center training facility and building height variance from 20
feet to 27 feet 9 inches for the South Metro Training Facility at 7525 Braemar Boulevard.
Approval is subject to the following conditions:
I. The Construction Plans must be consistent with the proposed plans date stamped May 28, 2024.
2. Compliance with all the conditions outlined in the city engineer's memo dated May 29, 2024.
3. Compliance with all the conditions outlined by the Fire Marshal in the email dated May 23, 2024.
4. Compliance with the tree protection ordinance in coordination with the City Forrester.
5. Compliance with the Sustainable Building policy as applicable in coordination with the
Sustainability Division.
