Call To Order Chair Lewis called the meeting to order at 6:00 p.m. II. Roll Call Answering roll call: Commissioners Bildsten, Brown, McCarthy, Olson, Plumb-Smith, Rosen, Rubenstein, Wright, Donnelly, Lewis Absent: Commissioner Karoussos Staff present: Transportation Planner Andrew Scipioni III. Approval of Meeting Agenda Motion was made by Chair Lewis and seconded by Commissioner Rubenstein to approve the agenda with the addition of Item VI. D to discuss the upcoming June and July regular meetings. All voted aye. Motion carried. IV. Approval of Meeting Minutes Motion was made by Commissioner Bildsten and seconded by Commissioner Rubenstein to approve the April 18, 2024 meeting minutes. All voted aye. Motion carried. V. Community Comment Jim and Dana Arnold, 5944 Oaklawn Ave, testified about item A1 on the Traffic Safety Report of April 30, 2024. The Arnolds noted that they have seen many close calls at the intersection of W 60th St and Oaklawn Ave and that traffic has increased since improvements have been made at Pamela Park. The Arnolds supported making in the intersection an all-way stop. Alexander Tolchinsky, Xerxes Ave, testified about item D4 on the Traffic Safety Report of April 30, 2024. Alexander noted that many vehicles try to access the YMCA from Xerxes Ave and that the existing No Outlet sign is difficult to see from W 74th St. Alexander requested additional signage on the east side of the intersection to discourage vehicles from attempting to access the YMCA. VI. Reports/Recommendations A. Traffic Safety Report of April 30, 2024 The Commission reviewed and commented on the Traffic Safety Report of April 30, 2024. B. 2024 Work Plan Updates • #1 Traffic Safety Infrastructure – Subcommittee reached out to Minneapolis, Bloomington and Richfield about steps they’ve taken to calm traffic. • #2 Pedestrian and Bicycle Master Plan Review – Subcommittee needs to set up another meeting. Draft Minutes☒ Approved Minutes☐ Approved Date: • #3 Parking – No update. • #4 20th Anniversary Proclamation – Proclamation was adopted by City Council May 7. Motion was made by Chair Lewis and seconded by Commissioner Rosen to reopen Community Comment. All voted aye. Motion carried. David Frenkel, 4510 Lakeview Dr, noted that the new traffic circles outside City Hall have made cycling in the area difficult. Frenkel also noted that the City has not resolved the on-street parking issues on Willson Rd related to the new Starling restaurant. Frenkel stated that ADA compliance is a big issue in Edina right now, and said he submitted the complaint to the U.S. Department of Justice about the new Grandview pedestrian bridge over C.P. Rail. He also noted that MnDOT’s pedestrian bridges over Highway 100 and Highway 62 are not ADA compliant and the City has taken no action on improving them. Frenkel expressed concern about the proposed pedestrian bridge or tunnel across France Ave adjacent to two redevelopment projects, and stated that better oversight of staff is needed. C. Joint Work Session Discussion Topics The Commission prepared discission topics for their June 18 joint work session with City Council. D. June and July Transportation Commission Meetings The Commission discussed the possibility of cancelling either the June 20 or July 18 regular meeting. Commissioner Rubenstein left at 7:59 p.m. VII. ATTACHMENTS: Description Traffic Safety Report of May 28, 2024 June 20, 2024 Transportation Commission Nick Bauler, Traffic Safety Coordinator Traffic Safety Report of May 28, 2024 Information / Background: The Traffic Safety Committee (TSC) review of traffic safety matters occurred on May 28. The Traffic Safety Coordinator, City Engineer, Streets Public Service Worker, Transportation Planner, Police Sergeant, Assistant City Planner and Transportation Planner and Public Works Director were in attendance for this meeting. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, they can submit correspondence to the Transportation Commission and/or to City Council prior to the July 21 regular meeting. Section A: Items on which the Traffic Safety Committee recommend action A1. Parking issues near Maison Green Description Complaints include two-sided parking on Willson, Tupa Park and City Hall. AADT 3,916 (2017) 85% Speed 36.1 mph (2017) Crashes One in 2015- vehicle exiting business driveway had impacted sight lines due to vehicles parked on the west side of Willson Rd. Street Width 29’ 10” face to face of curb Temporary Resolutions Temporary parking restrictions installed by PD extending from south of eastern roundabout, past Maison Green’s southern driveway Willson Rd at Eden Ave STAFF REPORT Page 2 Staff recommends implementing parking restrictions on Willson Rd directly adjacent to the Maison Green and on the east side of Willson Rd north of the maintenance driveway for the Edina Country Club. A2. Street parking restrictions on Timber Ridge. Staff recommends implementing parking restrictions along the end of Timber Ridge. A3. Request to designate accessible parking at 5116 William Ave. Staff recommends installing accessible parking in front of 5116 William Ave. Section D: Other traffic safety items handled D1. A commuter was concerned with a street name blade missing at France Ave and Minnesota Dr. With this intersection under construction, the contractor was notified of the missing signage. D2. A resident requested turtle crossing signs along Interlachen Blvd citing many turtles have been struck. Edina does not utilize such signs due to studies shown of their ineffectiveness. D3. A request for a crosswalk over W 50th St at Arden Ave. The resident was notified of a previous request where in March of 2023 City Council approved a recommendation of no action because warrants were not met. D4. A resident requested trees to be trimmed on the north side of Benton Ave and the east side of Bernard Pl. Requestor mentioned garbage trucks were hitting tree branches extending onto. The City Forrester informed the resident of the concern. Description Trash collectors have issues navigating with cars parked on street and center island with Folkes rock. AADT 4,633 (2021) 85% Speed N/A Crashes None reported in past five years. Street width 25’ wide Previous Request None Unique Circumstances Folkes rock is in center island and three homes have driveway access. Description Resident requested designations for elderly neighbor who lives at 5116 William. ADT 139 (2014) 85% Speed 24.5 MPH (2014) Crashes One three-vehicle collision occurred at William & W 51st St in July 2014. Sight Lines Adequate Previous Requests None Previous Work Street was overlaid in 2019. Folkes Rock within Timber Ridge McCauley Trail 5116 William Ave STAFF REPORT Page 3 D5. A request for a sign stating right turn yield to U-turn for westbound vehicles entering York Ave from Cub foods parking lot. Edina does not utilize such signs as drivers are required to yield properly turning right at a red signal. D6. A resident requested a crosswalk be repainted on the west side of York Ave at Southdale Center. The crosswalk is owned and maintained by Southdale Center property management. The request was sent to the proper party. D7. A resident asked if a new crosswalk over France Ave at W 42nd St will receive flashers to improve pedestrian visibility. The crosswalk includes a pedestrian refuge in the center of the roadway and flashers are not planned for future installation. D8. A complaint was made regarding excessive speeds on the 6000 block of France Ave. The EPD was requested to utilize the speed trailer to raise awareness of driver speeds in the area. D9. A complaint was submitted regarding sight lines at W 60th St and France Ave. The adjacent property owner was requested to trim vegetation along their fence. D10. A bicyclist reported storm drains installed improperly on the 5800 block of France Ave. Public Works rotated the drains 90 degrees to become perpendicular to the roadway to allow bikes to safety travel on them.
