Call To Order Chair Lewis called the meeting to order at 6:00 p.m. II. Roll Call Answering roll call: Commissioners Bildsten, Brown, McCarthy, Olson, Plumb-Smith, Rosen, Rubenstein, Wright, Donnelly, Lewis Absent: Commissioner Karoussos Staff present: Transportation Planner Andrew Scipioni III. Approval of Meeting Agenda Motion was made by Chair Lewis and seconded by Commissioner Rubenstein to approve the agenda with the addition of Item VI. D to discuss the upcoming June and July regular meetings. All voted aye. Motion carried. IV. Approval of Meeting Minutes Motion was made by Commissioner Bildsten and seconded by Commissioner Rubenstein to approve the April 18, 2024 meeting minutes. All voted aye. Motion carried. V. Community Comment Jim and Dana Arnold, 5944 Oaklawn Ave, testified about item A1 on the Traffic Safety Report of April 30, 2024. The Arnolds noted that they have seen many close calls at the intersection of W 60th St and Oaklawn Ave and that traffic has increased since improvements have been made at Pamela Park. The Arnolds supported making in the intersection an all-way stop. Alexander Tolchinsky, Xerxes Ave, testified about item D4 on the Traffic Safety Report of April 30, 2024. Alexander noted that many vehicles try to access the YMCA from Xerxes Ave and that the existing No Outlet sign is difficult to see from W 74th St. Alexander requested additional signage on the east side of the intersection to discourage vehicles from attempting to access the YMCA. VI. Reports/Recommendations A. Traffic Safety Report of April 30, 2024 The Commission reviewed and commented on the Traffic Safety Report of April 30, 2024. B. 2024 Work Plan Updates  #1 Traffic Safety Infrastructure – Subcommittee reached out to Minneapolis, Bloomington and Richfield about steps they’ve taken to calm traffic.  #2 Pedestrian and Bicycle Master Plan Review – Subcommittee needs to set up another meeting. Draft Minutes☐ Approved Minutes☒ Approved Date: June 20, 2024  #3 Parking – No update.  #4 20th Anniversary Proclamation – Proclamation was adopted by City Council May 7. Motion was made by Chair Lewis and seconded by Commissioner Rosen to reopen Community Comment. All voted aye. Motion carried. David Frenkel, 4510 Lakeview Dr, noted that the new traffic circles outside City Hall have made cycling in the area difficult. Frenkel also noted that the City has not resolved the on-street parking issues on Willson Rd related to the new Starling restaurant. Frenkel stated that ADA compliance is a big issue in Edina right now, and said he submitted the complaint to the U.S. Department of Justice about the new Grandview pedestrian bridge over C.P. Rail. He also noted that MnDOT’s pedestrian bridges over Highway 100 and Highway 62 are not ADA compliant and the City has taken no action on improving them. Frenkel expressed concern about the proposed pedestrian bridge or tunnel across France Ave adjacent to two redevelopment projects, and stated that better oversight of staff is needed. C. Joint Work Session Discussion Topics The Commission prepared discission topics for their June 18 joint work session with City Council. D. June and July Transportation Commission Meetings The Commission discussed the possibility of cancelling either the June 20 or July 18 regular meeting. Commissioner Rubenstein left at 7:59 p.m. VII. Adjournment Motion was made by Commissioner Bildsten and seconded by Commissioner Brown to adjourn the May 16, 2024 regular meeting at 8:04 p.m. All voted aye. Motion carried.
