Event Is Major Fundraiser for the Edina Crime Prevention Fund

This month the Edina Fall Into the
Arts Festival will celebrate 20 years of
showcasing art among the lush landscape
of Centennial Lakes Park while benefiting
the Edina community.
Thousands of people from across the
region will descend upon the park Sept.
7 and 8 to explore the booths of 235
artists, plus food vendors, sponsors and
organizations. There’s a Kid Zone full of
activities and, for adults, Edina Liquor will
serve beer and wine at Hughes Pavilion.
A record 430 artists applied to the juried
show. They’ll showcase paintings, sculpture,
pottery, mixed media, photography, fine
crafts, glass, jewelry and more.
“We have a very diverse array of artists of
all different price points, so anyone can
find something special to take home,”
said Edina Chamber of Commerce
President Shelly Loberg.
To help celebrate the anniversary, the
event’s logo boasts a new design that
will be available on hats, shirts and
other merchandise.
What many festival visitors don’t realize
is the event raises money for the Edina
Crime Prevention Fund, with proceeds
also benefiting Centennial Lakes Park, the
Edina Art Center and the Edina Chamber
of Commerce. The Crime Prevention Fund
ran the event for 17 years before handing
it off to the Chamber.
“The Fall Into the Arts Festival is a major
fundraiser for us,” said Crime Fund
President Greg Daggett. “The other
part is attendance comes from inside
and outside Edina, so it’s an opportunity
to give Police and Fire representation.”
The Crime Fund helps pay for many Edina
Police programs and services including the
K-9 Unit, Motorcycle Unit and Night to
Unite. It’s also now supporting the Edina
Fire Department.
At the festival, the Crime Fund booth will
be busy with a Police K-9, motorcycle
patrol and first responders. “The dog is
always a big hit,” Daggett said.
The festival also introduces Centennial Lakes
Park to many attendees, who discover
its permanent public art displays, paddle
boats, putting course and lawn games, all
of which are open during the event.
“It’s a fun event to have in the community,”
said Centennial Lakes Park General
Manager Tiffany Bushland. “People come
who have never been here and enjoy the
park so much they come back.”

Crime Fund Donations
The Edina Crime Prevention Fund donated
$57,313 to the Edina Police Department in
2023. So far in 2024, it has donated $41,518
for the following:
• Seven license plate reader cameras
• Expenses for current and retired K-9s
• Bicycle and motorcycle patrol
• Renting Ninja Anywhere equipment for the
Police Department Open House
• Public Safety Banquet invitations, supplies
and awards

1 Former Public Works Site
Location: 5146 Eden Ave.
Developer: Edina Housing & Redevelopment
Authority (HRA) and Jester Concepts
Status: On Hold
Preliminary approvals were granted for
new housing, a new restaurant and a new
public park. The original housing developer
was unable to secure financing and
withdrew from the project. In the future,
the Edina HRA will select a new housing
developer to complement the restaurant
operator, Jester Concepts. Updates to the
site plan will be prepared for review after
the new developer is under contract.
2 5100 Apartments
Location: 5100 Eden Ave.
Developer: Opus Development
Status: On Hold
The developer plans to demolish the
office building and construct a seven-
story apartment building with 136 units.
Ten percent of the units would be priced
affordably at 50% area median income.
The building would include 3,000 square
feet of commercial space. The site will
include new public sidewalks on all sides
of the building and enhanced landscaping
with public plazas and public art.
3 Row Houses at Valley View
Location: 4404 Valley View Road
Developer: City Homes
Status: Completed
City Homes constructed a pair of two-unit
row houses (four total units). All units are
complete and available for purchase.
4 70th & France/U.S. Bank Site
Location: 7001 and 7025 France Ave.
Developer: Orion Investments, ESG
and Mortenson
Status: Phase 2 Construction Pending
Phase 1 of this project was completed
in early 2023 with the construction of a
one-story, 6,500-square-foot U.S. Bank
building with a drive-thru. The next phase
includes a 24-story, 267-unit apartment
building with 1,500 square feet of retail;
a six- to seven-story, 189,430-square-foot
office/retail building; and an eight-level,
freestanding 540-stall parking ramp with
a 1,300-square-foot bike space.
5 7200 & 7250 France Avenue
Location: 7200 & 7250 France Avenue
Developer: Orion Investment
Status: Approved
This project would be developed in two
phases. Phase 1 would be the construction
of a five-story, 124,620-square-foot
office building and coffee shop with
underground parking at the 7250 France
Ave. site. The 7200 France Ave. site would
include a pond, sidewalks, green space,
landscaping and surface parking where
the future building pad would be. Phase 1
has received final approval.
Phase 2 would include a similar-sized
building in height and square footage
on the 7200 parcel and includes 153
apartments. Most of the housing will
be market rate with 10% priced to be
affordable. Permanent parking for Phase
1 would be required to be included in the
Phase 2 development. Phase 2 has not
received final approval.
6 Enclave Mixed-Use
Redevelopment
Location: 7235 France Ave.
Developer: Enclave Companies and
Lifestyle Communities
Status: Preliminary Approval
The developer secured preliminary
approval to subdivide the 9-acre site of
the current Macy’s Furniture & Mattress
Gallery into three separate lots. Four
buildings were approved for construction
on the site. The existing Macy’s store
would relocate and the existing building
will be razed.
The four new buildings include:
• Southwest parcel: 11-story building
comprised of condominiums that
include 49 senior units, 47,000-square-
foot office and 9,500 square feet
of restaurant/retail space on the
street level
• Northwest parcel: Seven-story mixed-
use building with 124 apartments,
20,000 square feet of office and 7,500
square feet of restaurant/retail space
on the street level
• Northeast pad: Seven-story building
with 223 rental apartments
• Southeast pad: Seven-story building
with 176 rental apartments and a
4,100-square-foot restaurant
Each building will include internal
parking for residents, employees and
customers. The street-level parking stalls
would be available to the general public.
The site plan would be arranged with
new roadways, new sidewalks and new
landscaping areas that are available to
the general public. The existing Nine Mile
Creek Regional Trail segment will remain
on the southern edge of the property.
7 Edina Endodontics
Location: 7300 Metro Blvd.
Developer: Hempel Real Estate &
Edina Endodontics
Status: Approved
The five-acre parcel will be subdivided to
allow for construction of a new single-story,
6,000-square-foot commercial building to
be occupied by a dental clinic. There are
no changes proposed to the existing office
building located on the site.
8 South Metro Public Safety
Training Facility
Location: 7525 Braemar Blvd.
Developer: City of Edina
Status: Approved
A 5,536-square-foot expansion is planned
for the southern edge of the existing
facility. The project would create additional
training space for first responders.
9 Fire Station 2
Location: 4401 76th St. W.
Developer: City of Edina
Status: Under Construction
The City of Edina started construction of a
new 33,578-square-foot Fire Station 2 in the
spring. The building will provide operational
space for the Edina Fire Department and the
City’s Public Health Division. The new facility
is anticipated to open late 2025.
10 The Finch Apartments
Location: 4620 77th Street W.
Developer: Solhem Companies
Status: Under Construction
The developer has torn down the vacant
office building. The foundation is under
construction for a seven-story, 276-unit
apartment building. Ten percent of the
units would be for affordable housing. The
project is required to include a new entrance
road to Fred Richards Park on the east side
of the existing office building. The road is
under construction and is anticipated to be
completed in late 2024 or the spring of 2025.
11 First Bank & Trust
Location: 4901 77th St. W.
Developer: Solomon
Status: Completed
Solomon constructed a 15,000-square-foot
office and bank with an interior drive-thru.

Council Considers Affordable Housing for Part of Fire Station Property
LHB Presents Three Preliminary Ideas on How Site Could Be Developed
Affordable housing is being considered for
development adjacent to the new Fire Station 2.
The City bought an 8-acre property on West
76th Street to build the new fire station,
which will take up a little less than half the
site. One option the City is exploring is the
development of housing to meet Edina’s
affordable housing goals.
The Edina Housing Foundation, an
independent, nonprofit corporation, hired LHB
Architecture & Engineering to create concepts
for housing on the site. The Foundation and
LHB presented three preliminary ideas to the
City Council at a work session last month.
One option is five sets of four-unit, two-story
townhomes. Another is a four-story apartment
building with 45 to 50 units and three sets of
four-unit, two-story townhomes. The third
option is most dense with both three- and
four-story apartment buildings on the site.
Council Members gave the Foundation
feedback on the proposals and asked for
additional information. To move forward with
such a project, the Foundation would need to
request control of the site from the City. The
cost of the land, if acquired by the Foundation,
has not been determined.
In other business last month, the Council:
•Gave feedback on concepts for Fred
Richards Park.
Confluence began work in June to transform
the former Fred Richards Executive Golf
Course on Parklawn Avenue into a 43-acre
multi-use park. The park will consist of three
key areas: the Central Green, Nature Bank
and Great Lawn. There is also a panhandle
in the northern part of the park, known as
The Loop.
Some changes have been made to the
original master plan. Instead of renovating
the clubhouse to include new restrooms
and food service, Confluence recommends
a new centrally located park pavilion be
constructed. The primary entry drive,
parking, courts and playground have been
reoriented to minimize impacts on wetlands.
Work will continue to refine the concepts.
After designs are completed, construction
documents will be created for bidding. The
Parks & Recreation Department hopes to
break ground for the project, made possible
by a local option sales tax, next year.
•Accepted a donation of a piece of artwork
called “Stealth” from Dennis W. Schulstad.
The artwork, a stainless steel Blue Heron,
will be placed along the lake in the south
channel of Centennial Lakes Park later
this month.
•Hired TKDA for grant-writing services for
a railroad crossing elimination program.
The U.S. Department of Transportation
and Federal Railroad Administration has a
federal grant opportunity for highway-rail
or pathway-rail grade crossing improvement
projects that aim to improve safety.
