To support this effort, the commission will host at least two public events to share the city’s plans for non-motorized transportation and explain the commission’s role in these initiatives. These events aim to educate residents about the commission's work, how to provide input on transportation-related matters, and the value and purpose of the bike-ped master plan. By connecting people’s lived experiences with city infrastructure, the commission will highlight the importance of its investments and decision- making in shaping transportation priorities. Deliverable: Host two community-focused events: one organized by the transportation committee and another in partnership with an external organization or as part of an existing public event. The events will aim to enhance public engagement, promote community transportation initiatives, and educate community members on the city’s long range transportation plans. Proposed event ideas Event 1: Transportation Committee-Led Event Event Name: (To Be Determined) Proposed Timing: Spring/Summer Location: Public Works Building, City Hall, Centennial Lakes, or an Edina elementary school Event Ideas: Community Bike Safety Day: The committee could lead an event focused on promoting bicycle safety, with helmet checks, bike maintenance workshops, and a bike obstacle course for kids. Green Transportation Expo: A day to explore alternative transportation options, including electric bikes, public transportation education, and eco-friendly commuting solutions. This could potentially be a partnership event with EEC. Event 2: Partnered or Existing City Event Event Name: (To Be Determined) Proposed Timing: Align with a local city event (e.g., 4th of July Parade, Public Works open house, Edina Art Fair, Centennial Lakes Programming) Event Ideas: Open Streets Partnership (if applicable): Join an existing Open Streets event, where streets are closed to vehicle traffic, creating a safe space for pedestrians, cyclists, and community activities. The transportation committee could host a booth focused on pedestrian and cyclist safety and alternative transportation options. Bike to School Day Collaboration: Partner with local schools to promote biking or walking to school. This event could include community-led bike trains or walking groups. Parade or Festival Participation (e.g., 4th of July Parade, Edina Art Fair): Have a transportation-themed float, tent or bike brigade as part of a larger city parade or festival, promoting active transportation in a fun and visible way. Public Works Open House Partnership: Collaborate with Public Works to host a transportation booth as part of an open house, demonstrating the importance of infrastructure in promoting safe and accessible biking/walking routes. Next Steps: 1. Identify partners: For the partnered event, reach out to local organizations or city officials to explore collaboration opportunities. 2. Promote events: Use social media, city newsletters, and school partnerships to build awareness. This has resulted in a network that is increasingly disjointed and less likely to be realized in its intended capacity based on some of these individual decisions. National research will be completed to understand how cities have used policies or ordinances to require inclusion of walking and biking infrastructure as part of roadway reconstruction or rehabilitation projects. Deliverable: A report/recommendation will be provided to demonstrate how this could be applied in Edina. Traffic Safety Report of August 27, 2024 Page 26 of 32 September 19, 2024 Transportation Commission Nick Bauler, Traffic Safety Coordinator Traffic Safety Report of August 27, 2024 Staff Recommendation: Approve the staff recommendations in the Traffic Safety Report of August 27, 2024. Information / Background: The Traffic Safety Committee (TSC) review of traffic safety matters occurred on August 27. The Traffic Safety Coordinator, City Engineer, Streets Public Service Worker, Transportation Planner, Police Sergeant, Assistant City Planner and Transportation Planner and Public Works Director were in attendance for this meeting. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, they can submit correspondence to the Transportation Commission and/or to City Council prior to the October 1 regular meeting. Section A: Items on which the Traffic Safety Committee recommend action A1. Request for parking restrictions on Morningside Rd, west of Grimes Ave. Staff recommends restricting parking on the north side of Morningside Rd between Grimes Ave and Crocker Ave. Description Added events at Morningside Church has led to parked cars blocking driveways and impacting traffic flow. Parking allowed on both sides of Morningside. AADT 1,318 (2020) 85% Speed 29.6 mph Crashes None on Morningside between Grimes and Oakdale. Previous Requests Speed complaints along Morningside. Stop sign request at Crocker. Removed advanced warning stop sign. Unique Circumstances Cars are parking along both sides of Morningside, even blocking driveway access. Previous Work Morningside was reconstructed in 2023. Street was narrowed from 30’ to 27’. Morningside Rd Page 27 of 32 STAFF REPORT Page 2 A2. Request warning signage at path entrance from Normandale Rd entering Nine Mile Creek Regional Trail Staff recommends a stop sign for bicyclists and pedestrians exiting the path. Section B: Items on which the Traffic Safety Committee recommend no action B1. Request for regulatory signage to promote pedestrian and bicyclist safety along Hilary Ln. Staff recommends no action. An off-street shared-use path is proposed to be constructed in 2027 as part of a scheduled roadway reconstruction. Description Resident is concerned with bicyclists and pedestrians visibilities entering Normandale Rd and Hibiscus Ave and is requesting signage ADT 233 (2012) 85% Speed 28.3 mph (2012) Crashes None in past ten years. Previous Requests None. Road Work Reconstructed in 2013. Seal coat in 2021. Description Resident requests regulatory signage along Hilary Ln to prevent bike-pedestrian collisions. AADT 1,824 (2023) 85% Speed N/A Crashes None in past ten years. Previous Request A crosswalk review is pending at Hilary Ln/Braemar Blvd and Valley View Rd. Road Work Hilary was mill & overlaid in 2024. Hilary anticipated reconstruction in 2027. Unique Circumstances Hilary has an on-street shared-use facility that transitions to an off- street facility approx. 1/3 mile east of Valley View/Braemer Blvd. Hilary Ln with on-street shared-use shoulder. R9-6 Facing South: Vegetation blocking visibility to the east Page 28 of 32 STAFF REPORT Page 3 B2. Request for traffic calming on Blake Rd Staff recommends no action. Staff recommends Police consider targeted speed enforcement from 4-6 pm and that this corridor be considered for a future dynamic display speed sign. Section C: Items on which the Traffic Safety Committee recommend further study C1. Request for traffic calming on Wooddale Ave Staff is reaching out to adjacent property owners to gauge support for eliminating on-street parking to improve existing bicycle facilities as part of the scheduled overlay. Section D: Other traffic safety items handled D1. A resident submitted another concern of vehicles failing to stop at the all-way stop of Gleason Rd and Scotia Dr. An intersection review found the stop signs and advanced warning signs are visible from an adequate distance. Staff requested increased enforcement from Police. D2. Submissions made in July and August regarding downed tree branches blocking the roadway were forwarded to proper staff. D3. A commuter had concerns of vehicles driving over the medians of the roundabouts at Eden Ave/Arcadia Ave and Blake Rd/Interlachen Blvd. They requested signage within the median or paint markings to prevent further incidents. Staff will continue to monitor traffic patterns at the roundabouts and consider potential improvements. Description Resident is concerned with vehicle speeds on Blake following a 2021 overlay and the roundabout at Interlachen Blvd. ADT 2013- 2,752 2024- 2,724 85% Speed 2013- 37.5 mph 2024- 37 mph Crashes One in 2017 of a tailgating rear-end collision. Previous Requests Complaints along Blake of unsafe pedestrian crossings. Road Work History Blake north of Scriver reconstructed in 2023. Blake, south of Scriver overlaid in 2021. Description Resident is concerned with vehicle speeds on Blake following a 2021 overlay and the roundabout at Interlachen Blvd. ADT 2014- 3,570 2024- 3,922 85% Speed 2013- 33.8 mph 2024- 31.8 mph Crashes Between W 58th and Valley View: Two at W 59th and two at 60th- both eastbound failure to yield 90-degree crashes. Previous Requests Pedestrian concerns leading to new crosswalks at W 59th and W 60th. Road Work Sealcoat in 2012 Anticipated overlay in 2026 Blake Rd Wooddale Ave between W 58th St & Valley View Rd Page 29 of 32 STAFF REPORT Page 4 D4. A complaint was made regarding the visibility of a stop sign for southbound Wooddale Ave approaching W 54th St. The Edina Country Club has vegetation along Wooddale Ave and was reminded to maintain adequate visibility for the sign. D5. Many concerns were submitted regarding traffic signal timing issues at the following intersections: Blake Rd/Vernon Ave, Vernon Ave/Interlachen Blvd, Parklawn Ave/France Ave, W 76th St/Edinborough Way and East Bush Lake Rd/W 78th St. All signals have been reviewed and issues resolved. D6. A request for speed enforcement on W 70th St near Cornelia Elementary was referred to Police. D7. A resident requested a non-local traffic sign at Eton Pl due to increased traffic detouring from construction nearby on France Ave. Traffic volumes have since returned to normal levels; no further action was recommended. D8. Crossing safety concerns over Hwy 62 at Xerxes Ave and France Ave were referred to Hennepin County and MnDOT for further consideration.
