CALL TO ORDER Mayor Hovland called the meeting to order at 5:30 pm ROLL CALL Answering roll call were Members Anderson, Jackson, Pierce, Staunton, and Mayor Hovland Staff in attendance: Scott Neal, City Manager; Alisha McAndrews, Finance Director; Cary Teague, Community Development Director; Addison Lewis, Community Development Coordinator; Emily Bodeker, Assistant City Planner; Bill Neuendorf, Economic Development Manager; MJ Lamon, Community Engagement Manager; Chad Millner, Engineering Director; Perry Vetter, Parks & Recreation Director; Andrew Slama, Fire Chief; and Todd Milburn, Police Chief; Jennifer Bennerotte, Communications Director; and David Yanagisawa, I.T. Specialist; and Sharon Allison, City Clerk. 2023 BUDGET AND LEVY AND 2023-2028 CIP Manager Neal reviewed the 2023 Budget and Levy and 2023-2028 CIP process and timeline one final time with Council before holding the public hearing on Dec. 6 and final approval on Dec. 20. DEVELOPMENT REVIEW PROCESS Community Development Coordinator Addison Lewis explained that the development review process was Initiative #3 on the Planning Commission’s (PC) work plan item to review and recommend possible changes to the process including sketch plans, public feedback, and public hearings. Lewis said a comparison of nearby cities review process was completed, and the PC held a work session to discuss goals and potential changes. Commissioner Lori Olson said there were several ways for people to provide input, but barriers existed because people do not know when or how to participate, were unable to participate, or do not trust the process. Olson said the PC concluded that there were too many public hearings, people did not know which ones to attend, that they may choose to attend only the meeting with the decision-making authority which could devalue the process, and how it was time consuming for people to give testimonies twice. The PC recommended that Council considered eliminating public hearings for projects that only required site plan review and conduct one public hearing at either the Planning Commission or City Council for PUDs and rezonings. City Council asked questions and provided feedback. Commissioners present: Chair Kate Agnew, Vice Chair James Bennett, Lori Olson, Lou Miranda, Gerard Strauss, and Quincy Smith. ADJOURNMENT Mayor Hovland adjourned the meeting at 6:50 pm.
