Information/Background: Annually, commission chairs or a designee are invited to a joint work session with City Council to present their proposed work plan for the upcoming year. This year we will continue past practice. However, the Human Rights and Relations Commission (HRRC) is proposing some nonstandard changes for 2025 and would like to discuss this with City Council. Staff provided a memo to frame up the discussion with HRRC. Annual Timeline The annual commission work plan process is a seventh-month process from initiation to final approval. The process kicks off at commission meetings in June when commissions first start discussing potential work plan ideas. Commissions spend the summer months creating their proposed work plans, and staff liaisons provide information, support, and guidance during the process. In October, Commission Chairs present their proposed work plans to City Council. In November, Administration staff presents work plan recommendations to Council, based on Citywide resources and goals. Final approval by City Council occurs in December. Council Role During the Commission Chair presentations, Council should ask questions to ensure they understand what the Commission is proposing and why. The city’s current Race & Equity plan houses an initiative to create a strategic plan for the City which was initially anticipated to start in 2023. With a new Equity and Inclusion Manager in place, the city is ready to proceed with the development of a multi-year Equity Strategic Action Plan (ESAP) requiring contribution from city staff and leaders, as well as community perspectives, such as those of current HRRC members. The ESAP leverages various data points, including qualitative feedback and previous equity assessments, work plan goals and a comprehensive standardized assessment to identify shared organizational priorities to develop staff capacity to consider equity and inclusion in decision making and service delivery to the community of Edina. Background: In 1967 Minnesota Department of Human Rights was founded to handle violations of civil rights, shortly after in 1968 the City of Edina created a human rights ad hoc committee to review the merits and necessity of an official human rights body in Edina. The Human Relations Commission started in 1968, renamed in 1970, 1973 and again in 2004 as the Human Rights & Relations Commission. The human rights commission served as the city’s advocate for basic human rights and needs in the community largely as a sole external board until 2016. In 2016, the City convened the Race & Equity Task Force charged with evaluating services, facilities and institutions with an equity lens. The Task Force developed twenty-one recommendations, including the establishment of a dedicated staff person to advance equitable community engagement efforts and a full-time role focusing on prioritizing and implementing equity work across city departments. In addition to the Equity and Inclusion Manager position, the city also has a Community Engagement Manager, a Community Engagement Officer and a Joint Community Police Partnership staff member both dedicated to the Edina Police Department, as well as staff throughout the city working to prioritize equity and inclusion in their day-to-day work. In 2019, the City Council decided to include Equity as part of the City’s overarching values. An example of this was the establishment of the Multicultural Advisory Committee (MAC) created to directly advise the Edina Police Department on providing improved service and communication with the many different cultures represented in the city. Additionally, the Minnesota Department of Human Rights at the state is still charged with ensuring and enforcing civil rights through authority of the Minnesota Human Rights Act. Assessment: The members of the commission are fairly new with a few exceptions. There is one open seat and two new student members who just started in September. The current members recognize the importance of a work plan; however, feel the inherited initiatives are not making an impact and might not be supporting the city’s goals for human rights and equity work. At the same time, the city is in process of pursuing the development of an Equity Strategic Action Plan, which is largely an internal staff driven process of which community input and support are needed to ensure outcomes. There is a need, similar to the committee originally formed in 1968 to reevaluate what community support is needed going forward and how to best meet those needs in an inclusive manner. Recommendations: 1. Shift the focus of existing Human Rights and Relations Commission members to focus on (1) assisting staff with the development of the Equity Strategic Action Plan (ESAP) and (2) discuss and recommend an equitable and inclusive structure for meaningful community engagement on the city’s priorities and goals. The task force would run through 2025 with recommended changes to be communicated by January 2026. 2. Consider transitioning current HRRC members to an Ad Hoc Equity and Engagement Task Force, tasked with the two tasks above in 2025 and encourage increased intentional engagement with diverse and underrepresented community members throughout Edina. Direct the members to appoint a Chair and Vice Chair for task force planning and ongoing meeting facilitation. Part 2: The commission will evaluate Edina Parks that have and those that do not have park buildings and propose criteria for constructing or decommissioning at each site.
