Based on input received, the SAC is now ready to unveil preliminary concept designs for West 70th Street and for intersections of West 70th at France Avenue and Highway 100 for your review and feedback. Open House, January 23, 2008, 6:30-9:00 p.m. You are invited to attend an open house hosted by the Edina Transportation Commission to review the preliminary concept designs for West 70th Street and the intersections at France Avenue and Highway 100. Your input will be considered by the SAC in future meetings as they move toward a comprehensive proposal for the study area. A number of traffic studies have been postponed until February; therefore we have time to take care of a number of "housekeeping" items. Items from the agenda area as follows: I. Call to Order — no explanation II. Please review the enclosed email from Gordon Hughes dated December 5, 2007. It covers the attendance and election process. We'll be passing around a sign in sheet to aid in fulfilling our attendance requirement. • The voting of Chair and Vice Chair will be done by a Commissioner making a motion to elect a chair. The same will be done for the Vice Chair. III. Chair, Commissioners, and Public are welcome to speak out on a topic. IV. Edina Gateway Overall Plan submittal and traffic study will be reviewed at the February 21, 2008 ETC meeting. The Bike Edina Task Force Bike Comp. Plan will be discussed briefly, mostly to talk about timing of the review and when the ETC needs to make a recommendation. A workshop is to follow Jan. 17th meeting. See below for more information. V. Draft sketches for the proposed Opus Medical Office Building on the site of the existing Public Works Site will be shown. The final traffic study is anticipated to be submitted for the February 21, 2008 ETC meeting. Commission review and input are needed but we can hold final recommendation for inclusion into the Transportation Chapter until next meeting. VI. Approval of minutes — no explanation VII. After we conclude the meeting we'll reconvene in the Community Room (upstairs at the end of the hall) to hold a workshop to discuss the Bike Edina Task Force — Bike Comprehensive Plan. Members of the BETF will be present for discussion. Please come prepared to discuss questions/comments you have regarding the document. I hope to provide some draft information for your review sometime early next week. You should already have a current copy of the Bike Comprehensive Plan for review. In an upcoming meeting, yet to be determined, the ETC will be asked to make a recommendation to Council regarding Bike Comp. Plan. Staff will prepare additional findings for ETC members to review. If you wish to speak on the topic, you are welcome to do so as long as your comments are relevant to the discussion. To ensure fairness to all speakers and to allow the efficient conduct of a public hearing, speakers must observe the following guidelines: • Individuals must limit their presentations to three minutes or less. As a result of that session, the Council made a number of policy decisions. I would appreciate it if you would forward these decisions to your board or commission members: Attendance Requirement. Starting on January 1, 2008, the Council intends to enforce the attendance requirements provided by Section 180 of the City Code. According to this ordinance, a member may not miss more than three consecutive meetings or more than four meetings in a calendar year. A member who is in violation of this requirement will be deemed to have resigned from the board or commission. The Council may change the "four meetings in a calendar year" to "25% of the meetings in a calendar year." Once again, this new policy applies to meeting attendance commencing in January 2008. Annual Elections. Each board and commission is directed to hold an annual election of chair, vice chair and any other officers. The Council further directs that an individual may not hold the office of chair for more than two consecutive years. Term Limits: Current City policy provides that a board or commission member may not be reappointed if they have served nine or more years at the time of their reappointment. The Council has decided to further restrict term limits to six years for all boards and commissions except the Planning Commission which will continue to have the nine year limit. This new policy will take effect for reappointments for January 2009. It will not affect reappointments under consideration for 2008. Board and Commission Public Hearings. On occasion, the Council may direct a board or commission to conduct the public hearing on a specific issue. The Council confirmed that it will make this delegation on a case by case basis and there will not be a standing policy on this issue. Recommendation: Grant first reading. Info/Background: In accordance with the Council's direction, I have prepared the attached ordinance which amends section 180 of the City Code with respect to the attendance requirements of board and commission members. Currently, the City Code allows the Council to remove a board and commission member who misses three consecutive meetings or four meetings in a calendar year. The proposed ordinance provides that a board and commission member will be deemed to have resigned if he or she misses three consecutive meetings or fails to attend at least 75 percent of the regular or special meetings during a calendar year. This ordinance will take effect for board and commission meetings January 2, 2008 and later. Board and commission members have already been advised that the council intends to adopt this new policy. Staff recommends first reading. Any member now or hereafter appointed by the Council to any board, commission or committee who fails to attend three consecutive meetings, whether regular or special, or who fails to attend any four meetings in any calendar year, whether regular or special, may be removed from office by the Mayor with the consent of a majority of the Council Members. 180.03 Vacancies. The information in this section is a summary of the Bike Edina Task Force's "Comprehensive Bicycle Transportation Plan" as submitted September 19, 2007. The Edina Transportation Commission will review the draft and make recommendations for inclusion into the Transportation Chapter beginning in early 2008. Bike Facilities The Bike Edina Task Force has developed "The City of Edina Comprehensive Bicycle Transportation Plan" that details existing bike facilities within the City and includes extensive recommendations for improving and expanding the current network. The following information is an overview of themes and goals expressed in the "The City of Edina Comprehensive Bicycle Transportation Plan". This section of the Transportation Chapter is used to help guide overall improvements within the City. Detailed engineering study shall be completed when any improvement is proposed within the City in order to balance the many needs and constraints bicycle improvements will have on the overall transportation network operation and maintenance. It is the goal of the City to improve conditions for cycling in Edina by reducing hazards, by developing and improving Edina's bicycle transportation infrastructure and to invite Edina residents, works and visitor to include bicycling as part of their daily mobility habits. There is a desire to gradually transform the City into a community where citizens can easily integrate cycling into their daily lives. The bicycle facilities shall be implemented to support safe efficient travel for children riding to school, adults riding to work, for recreation and to offset motor vehicle trips within the City and to regional destinations. The following are guiding principles for bike facilities within the City: • Safe routes for all ages and ability levels • Creating and growing connections to local and regional destination • A useful and realistic transportation method within the City • Improved safety for cyclists and motor vehicles • Bicycling as a base for community health 1 of 2 1/14/2008 GAEngineering \Comprehensive PlaM2008 Comp Plan update \Transportation\Bikeway Comp PlaM20071227_Draft_Bike Facilities.doc •n•n In order to achieve the above referenced goals a recommended route network has been created. Networks of primary and secondary routes have been identified on Figure 7.10. It would be the desire of the City to look at integrating the primary routes into the City's infrastructure before moving on to the secondary routes. Implementation of an overall bike network within the City is a long term undertaking that should be broken down into management time frames. Call to Order The meeting was called to order by chair Wanninger. II. Comments a. Chairman Comments None. b. Public Comments None. III. Old Business a. Northeast Edina Traffic Study Implementation Chair Wanninger explained that approximately one year ago, the Council unanimously approved the ETC's recommendation of the traffic study which included measures to improve traffic flow at 50th & France, etc., and some implementation began in this area this summer. Wanninger said the presentation tonight is for the first round of residential safety improvements. Assistant City Engineer Sullivan explained that this was on the agenda previously for informational purposes only and staff is now seeking approval for implementation beginning in 2008. Sullivan said staff is asking that the ETC adopt a motion that the residential area safety improvement measures for the Country Club area are consistent with recommendations of the Northeast Edina Traffic Study and the goals and objectives of the City of Edina Transportation Commission Policy. Transportation Engineer Mike Kotila with SEH, explained that the plans have been refined since their presentation in October. Since that time, they've met with the Heritage Preservation Board and held an open house for residents of the Country Club neighborhood. Some of the changes include posting signs at entry points into the neighborhood that would warn drivers of speed humps and raised crosswalks in an effort to encourage them to reduce their speed and possibly adding an advisory speed plate below. Changes made to the drawings include narrowing down at some intersections, evaluating getting rid of the diamond shape warning signs, using a reflective sign post that would be less obtrusive, etc. Regarding the suggestion from the Bike Edina Task Force to add a bike lane on Wooddale Avenue, Kotila said the existing roadway is 23 ft and to accommodate driving lanes and bike lane (5 ft.), the roadway would need to be approximately 31 ft. wide, plus an additional 7 ft. for parking. He said to add a bike lane the entire length of the corridor on Wooddale Avenue, between Country Club and Sunnyside would impact parking and loss of trees. At the conclusion of the presentation, discussion focused on reason for close proximity of speed humps, police and fire response time as a result of speed humps, reduction of cut-thru traffic, setting precedent for other neighborhoods and implementing bike lanes into current plans. Kotila said the roads are too narrow for bike lanes and project manager, Paul Pasko of SEH, said the desire of the Heritage Preservation Board is to have less pavement. Pasko said they could not give an opinion on incorporating bike lanes into the plans. He said a discussion by the stakeholders would be necessary - Heritage Preservation Board, ETC, Bike Task Force and residents. Sullivan said the Bike Task Force is on the agenda later and he is planning a workshop for the ETC to discuss the Bike Plan. In the meantime, he said the task at hand is to decide whether or not the plans presented are agreeable with the Northeast Edina Traffic Study. Staff's recommendation is as follow: If so desired by the Transportation Commission, adopt a motion recommending that the residential area safety improvement measures for the Country Club area are consistent with the recommendations of the Northeast Edina Traffic Study and the goals and objectives of the City of Edina Transportation Commission Policy. A motion was made by Commissioner Usem to approve the plans as presented and he recommended that the plans be reviewed by staff, ETC and the Bike Task Force to make potential bike improvements. Seconded by Commissioner Thorpe. All voted aye. Motion carried. b. Edina Gateway — Pentagon Redevelopment Sullivan said the Edina Gateway redevelopment plans was presented at the last meeting for informational purposes only and since that tirne, staff has had a series of meetings with the applicant regarding the completeness of the application. He said this project is a first of its kind for the City. He said because of the size of the project, it has to go through a 3-step process: preliminary development plan (current stage), overall development plan, and final development plan and with each step there is an approval process. Sullivan explained that the preliminary development plan only requires that the ETC agree to their conceptual design, if they believe it fits with the AUAR. The applicant is seeking approval for their conceptual layout which now includes number of residential units and square footage of commercial and retail space. Later on, they will be back with an overall development plan with detailed traffic, utility and infrastructure analysis. A final development plan will be the third and final step. He said staff is working with WSB to evaluate traffic triggers as a result of the redevelopment. Staff is recommending approval of the preliminary plan with some conditions attached. 2 Paul May, architect with Miller Dunwiddie Architecture, explained that Pentagon Park was built in 1963 and is at the end of it useful life. The 135 acre site is located next to Fred Richards Golf Course, just off Highway 100, on West 77th Street and over to Parklawn Avenue. May said they are seeking rezoning for 43 acres. He said they are looking for feedback on what characteristics the ETC would like to see in the conceptual layout. Daniel Coyle, civil engineer, with Kimley Horn Associates, said to demonstrate sustainability they will be integrating bicycle movements, removing large pavement areas and using pervious pavers, creating more friendly pedestrians walkways, etc. JoNette Kuhnau, transportation engineer, with Kimley Horn Associates, said the traffic modeling they are using extends outside of the development area. She said they are studying various intersections within the area to see what impact they will have on the network. May said they've reviewed staff's conditions and is okay with them. Discussion focused on traffic triggers which Sullivan said is an extension of the AUAR, but it does not consider everything in totality. He said staff will be working with WSB to identify traffic triggers and costs as the different phases are brought online. Sullivan said the AUAR also identified growth for 2014 and 2030, and a portion of the City of Bloomington was also included in the AUAR. Kuhnau said the residential portion of the development will generate fewer trips than what is there today. Staff's recommendation is as follow: If so desired by the Transportation Commission, adopt a motion recommending that the Edina Gateway Pentagon Park Redevelopment traffic study is within the parameters set forth in the AUAR study and that the transportation component of the development application can move forward to the "Overall Development Plan". The Development team will meet the following conditions at the time that they submit an application for the Overall Development Plan. Conditions of the recommendation are as follows: 1. The Traffic Study needs to follow the requirements set forth in the ETC Transportation Impact Analysis (TIA) guidelines adopted by the Transportation Commission. 2. All comments outlined in the WSB review memo dated October 31, 2007 should be addressed in the TIA. 3. All assumptions in the TIA need to be clearly identified, including but not limited to, development densities, phasing plans, background traffic growth, etc. 4. Relocation of the Fred Richards Goff Course entrance. 5. Acknowledgement and incorporation of a future roadway realignment and right of way dedication at the intersection of Park/awn and W. 77th. 6. All service entrances along W. 77th and other city roads be right-in/right out only. 7. Any other reasonable conditions as the project becomes further refined and defined in the Overall and Final Development Plans. A motion was made by Commissioner Brown to approve staff's recommendation as outlined in a memo dated November 15, 2007. Seconded by Commissioner Mooty. All voted aye. Motion carried. 3 IV. New Business a. Bike Edina Task Force — Bike Comprehensive Plan Sullivan said the Bike Plan will be presented tonight and the task for the ETC is to determine what can be taken from the Bike Plan to be included in the Transportation Comp Plan. He said the inclusion of the Bike Plan will be in addition to the Pedestrian Plan. Additionally, the Council has directed the ETC to review the Bike Plan and make a recommendation, therefore, Sullivan said he is planning a workshop for mid-December to give Commissioners the opportunity to review the plan in more detail. He said the Council is expecting a recommendation by January. Antonio RoseII, engineer, with Community Design Group, and engineering consultant for the Bike Edina Task Force, said many people are already biking in Edina and the goal is to increase safety, as well as the perception of safety. He said Edina is not connected to any bike network today, nor commercial areas, schools, and recreational facilities. He said they are proposing a network that would include a primary and secondary route that would connect to the public schools, and a regional route running north/south and east/west. He said cost is not prohibitive because existing roadways can accommodate bike lanes by signing and striping. He said one mile of striping is less than $50,000. He said intersections that are uncomfortable for bicyclists could be painted with a blue crossing to get drivers' attention. Lastly, he suggested a promotional campaign and recommended that the Bike Task Force continues as a Bicycle Advisory Committee. The following were discussed: • RoseII said the primary/secondary routes would be signed. • RoseII said any traffic is allowed on roadways with bike lane; the ideal speed for shared roadways is 25-30 mph. City Engineer Houle is on a committee that is working to lower the speed limit to 25 mph. • RoseII said kiosks with bike map routes can be added. • RoseII said obstacles that may prevent implementation would be lack of knowledge on the measures in the toolbox and unsupportive City staff. There is some resistance to changing road widths, but otherwise staff is supportive. Research shows 11 ft. driving lanes are safe in urban areas. • RoseII said the plan does call for all stakeholders to be involved in the implementation stage, however, apart from a survey that was done, they have not contacted the school administrators or parent councils. • Ms. Alice Hulbert, a member of the Bike Task Force said the high school's Project Earth Group has contacted them regarding coordinating a bike-to-school day in the spring. She said they recently installed bike racks and they are looking at the design for Valley View Road and how to make it safer for biking. • Wanninger suggested including a public relations piece that would address changing behaviors for cyclists who tend to ignore traffic signs in very much the same way as drivers or pedestrians. • RoseII said it is most likely that the primary routes would be implemented first, working with the City's reconstruction schedule. However, they have not identified which road they would begin with. 4 V. Approval of Minutes a. We were puzzled by the apparent conflict in SRF traffic flow estimates and the alternatives offered by SAC evaluation. Several times SRF made a point that traffic on 70th Street between Highway 100 and France is at its capacity for current traffic volume (about 14-15,000 cars per day) and by the year 2030 there is traffic volumes are projected to be over 19,000 cars per day.. SRF also mentioned the goal of reducing traffic by 10 to 20 percent along our portion of 70th Street. They also said they have eliminated a four-lane street from further consideration. Our neighborhood organization strongly supports that decision. SAC came up with three options for further consideration: 1, effectively "Status Quo"; 2. a "Parkway"; and 3, a "Parkway with Roundabouts". Our group would be very satisfied with solution number 2. or 3. (not option 1.). However, it appears that the traffic flows any SAC option would result in traffic flows on 70th Street equal to or less than 15,000 cars per day. Still SRF repeatedly said the 19,000 flow projection for 2030 had to be met. In addition, at the October 18 ETC meeting the developers of the "Gateway" project estimated an increase of 12,000 cars per day on 77th Street following full implementation. You also mentioned the desire for an "east-west connector" to Richfield that would increase traffic on 77th further. Apparently, neither additional flow has been incorporated in the 2030 projections. We are concerned crowding on 77th Street might impact traffic on 70th Street too. Could you please explain in a written response: 1, why the 19,000 flow projection was presented by SRF; 2, if this flow remains a design criteria; 3, how each of the three proposals would meet that flow; and 4, how projected extra traffic on 77th Street is anticipated to impact 70th Street flow? In addition to a traffic signal (or four way stop) at West Shore Drive, I would like a traffic signal (or four way stop) at Wooddale. I also wish the traffic signal retained at Cornelia. For over a year, our organization has endeavored to work with you in order to explain our vision to you and help you with its implementation. In the beginning, we were quite hopeful because the Comprehensive Plan Vision 20/20 statement specifically endorsed a "neighborhood first" concept for Edina. And the SAC was created to broaden citizen input. At times, even recently, we have felt some glimmers of hope; however overall we have become increasingly disappointed and frustrated by the reluctance and often refusal to productively listen, understand and cooperate with us and our vision. Our views DO represent our neighborhood consensus concerning W. 70th Street's future. This view may not be shared by some outside our area for whom W. 70th Street now serves as an east- west "expressway" at our expense. However, our views DO represent those citizens who are most affected by the proposed changes and DO represent a much larger proportion of Edina citizens than a single representative on SAC would indicate. Instead of listening and responding to us, you have chosen to hear primarily from other handpicked and compliant "representatives" and/or "experts" that appear to favor preconceived changes that would further divide and degrade our neighborhood. Initially, we were concerned that your actions indicated a covert agenda to turn W. 70th into an expressway because of simplistic and artificially derived traffic volume increase projections for the Southdale area that can handle traffic in no other way. Given recent SAC proposals, and their future traffic congestion ramifications, there is still such concern. We remain convinced that most Edina decision-makers dismiss the judgment and good sense of their own citizens and favor their preconceived growth and development concepts and plans at the expense of neighborhoods. Favoring such preconceived ideas is a paternalistic, anachronistic, and counter-productive approach to effective decision-making and results in bad outcomes for the very citizens for whom you ostensibly work. Fortunately, from our perspective, it is not yet too late for you to not only listen, but this time hear us. This is our neighborhood. And our neighborhood a large and vital part of the Edina community. Our perspective should be a very important one in your final decision, even if, to date, you have not really heard what we say. It is in Edina's greater interest for our families, homes, Arneson Acres Park, Cornelia School and Playground, and Christ Presbyterian Church to continue to flourish. With this in mind, here is our review of the Study Advisory Committee's Segment Concept Alternatives for Future West 70th Street: Alternative #1 — "Arneson Parkway" with Roundabouts We support an "Arneson Parkway." But not the roundabout design offered by SRF. For three major reasons: 1. It slows east-west traffic yet is purports to accommodate significantly increased traffic flow by 2020. If this contradictory condition occurred, access from our cross streets onto 70th would be much more difficult than now due to lack of roundabout gaping and the median. Yet SRF told us a traffic flow modeling to assess such gaping and their assumed traffic diversion was such an "beyond the scope" of their limited analysis. 2. The design needlessly widens the existing 40 foot curb width of W. 70th Street because of unnecessarily wide traffic lanes, the proposed continuous center median and possible parking cut-ins. Regardless of whether public or private right of way, staying within the existing curb width was initially and remains a MAJOR design goal of our association. Such expansion would negatively impact many of our members, increase the chance of future conversion to four lanes; and delay implementation of improvement due to its higher cost. 3. The median wastes roadway space and further divides the neighborhood, north and south. Our Parkway concept instead uses the 40 feet width as follows: 1. Narrow road lanes to slow traffic (10-11 feet wide — painted 10 either way) and elimination of turn lanes. Narrow lanes slow traffic. 2. Bi-directional bike lanes (4-5 feet wide). 3. Parallel parking spaces on one side of the street (7-8 feet wide), between the curb and bike lane. 4. A roadway centerline vibration strip from 1-3 feet wide is acceptable if 10 foot lanes are used to separate the lanes. This would also limit bike and parking lane encroachment during delayed left turns. 5. Emergency vehicle width would be preserved through encroachment on the bike lane when needed. Major Intersections: We believe roundabouts at Cornelia and West Shore would pose a significant challenge for people trying to enter and exit their driveways at peak times and would create additional cut-thru traffic for the neighborhood. Therefore we believe an additional traffic light at West Shore Drive is a better option for the narrowed road. We also understand that with the bike lanes and on street parking, left turns would be difficult when traffic volume is high. Therefore the West Shore light and the light at Cornelia would need to include an extended left turn arrow and careful timing and synchronization. In addition, key features that your proposals left out of the our vision are: 1. Additional crosswalks fronting both parks and the school entry - not just at street intersections 2. Boulevard trees from France to 100 3. Quiet (rubberized) asphalt 4. Additional signage to direct traffic to appropriate routes such as 62, 494, 77th/Industrial Blvd., and Valley View Road. Comments on the other SRF Road Alternatives: Alternatives#2 and #3– 3 Lane or 2 Lane with Signals – both with wide lanes and not 40 feet wide if bike lanes are included. These proposals are status quo and therefore unacceptable to the neighborhood. They will not significantly slow traffic. The road has been a dangerous and loud commercial raceway for over 30 years. The reason the Cornelia constituency is involved is to restore residential integrity to the street in accordance with the first goal listed in the Vision 20/20 Statement. Alternative #4– Combined Signal/Roundabout This solution seems the least well thought out of all the alternatives as a "hybrid" solution and fails to deliver a consistent solution for this corridor. What we really need a visionary plan that puts the neighborhood first. We want to remind you of what's at stake here—the safety of our children, and the future of a residential corridor that we have to live with, day in and day out, for the next 50 years. We still want to work with you and hope it is not too late. Our vision is relatively simple and less costly to implement and will slow traffic. We hope you will seize this opportunity to join with us in developing not just "a plan" for 19,300 cars per day in 2020, but the best plan for West 70th—one that encourages the use of surrounding major roads, instead of just ours, to ease Southdale access. By Mary Jane Smetanka, Star Tribune Last update: November 30, 2007 — 8:23 PM For Edina residents who live on W. 70th Street between France Avenue and Hwy. 100, the road might as well be a raceway. It's nearly impossible to back out of their driveways during busy parts of the day, let alone walk with children across the street to parks or to Cornelia Elementary School. Though the speed limit is 30 miles per hour, many drivers who take 70th because it is an easy route to Southdale shopping center and the Galleria drive 40 or even 45 mph, residents say. A city advisory committee and a consultant have studied the issue for a year. This week, residents got their first look at ideas to calm traffic, including adding roundabouts and traffic signals. While some residents say almost anything to slow traffic would be welcome, others are not so easily placated. Joshua Sprague, chairman of the Greater West 70th Street Homeowners Association, was not happy with what he saw. His group of about 160 people wants the street turned into a people-friendly parkway, with a speed limit of 25 mph, bike lanes and plenty of crosswalks. "It was a joke," he said of the committee's ideas. "They bastardized our concept. They are fixated on this idea of roundabouts. ... They are not listening to us." Les Wanninger, chairman of the Edina Transportation Commission and leader of the study group, said the goal of this week's meeting was to present ideas and make clear the pros and cons of different methods to make the street safer. Actual proposals probably won't be made until February, he said. "We're a long way from decisions on this," he said. "We called these 'concepts' on purpose." The problem with 70th is that the street existed long before big developments like the shopping centers to the east were built. Much of 70th between France and Hwy. 100 is residential, with driveways feeding directly into the road. Cornelia Elementary and an adjacent park flank 70th, as does Arneson Acres Park. In a neighborhood of curving roads and cul-de-sacs, 70th offers an arrow-straight route from Hwy. 100 to the Galleria and Southdale. The traffic was a shock. • 'When I realized the difficulty of getting my son across the street to the park, I thought this is ridiculous," he said. He said the traffic is a barrier between the north and south halves of the neighborhood, with people detouring to avoid making a left turn onto 70th. Redesign alternatives for the street included creating: • "Arneson Parkway," a two-lane road with roundabouts added at the intersections with West Shore Drive and Cornelia Drive. A center median would bar left turns except at the roundabouts. • A three-lane road with an added traffic signal at West Shore Drive. • A two-lane road with an added traffic signal at West Shore Drive. • A two-lane road with a roundabout at West Shore Drive. Ron Rich, an engineer who lives two houses from 70th, said any reduction in traffic would be appealing. But he questioned whether roundabouts would help with getting onto 70th at the busiest times of the day. "They look good and they slow traffic, but ... do we have access to 70th Street during rush hour? How do we get in?" he asked. Wanninger said there will be trade-offs no matter what is done with the street. Construction of roundabouts probably would mean cutting into rights of way that are now part of someone's front yard. With a median, there might not be room for bikeways. On- street parking also could eliminate bikeways. And fire engines need space to pull over in an emergency. Wanninger said he hopes the issue is solved by next summer. More than 20 years ago, according to Rich, the city took a run at trying to fix 70th, but that effort faded in the face of resident opposition. Since then, Wanninger said, "traffic is pretty much the same, but drivers' behavior is worse" due to speeding. "I give it a D for traffic now. I hope we get it to the low B range." PAUL, MINNESOTA For cyclists, mean streets of Edina may soon change A city task force has offered recommendations to smooth the way to more bike-friendly roadways and policies. By Mary Jane Smetanka, Star Tribune Last update: November 21, 2007 — 4:50 PM As a city that developed largely during the age of America's romance with the car, Edina has no signed or striped bike routes. That's an amazing fact when biking is booming in the Twin Cities and Minneapolis is ranked second in the country in the proportion of people who bike to work. A new report from Edina's bike task force has an aggressive plan to change that. If its recommendations become reality, Edina will be crisscrossed with streets that have marked bike lanes, Southdale mall will have bike storage space, and the city will have at least a part-time "bicycle coordinator" to smooth the way for bike-friendly policies. Two major bike trails, one along a railroad line and the other along Nine Mile Creek, would provide north-south and east-west passages across the city and links to regional bike trails. Heavy reliance on cars "affects the quality of life and livability of the city, not to mention the environment," said Kirk Johnson, a task force member. Bicycling, he said, "is a good way to get active and get fit. And it brings people out of their automobiles." The 121-page report looks to Portland, Ore., and Minneapolis for examples of good biking policies. It suggests that Edina could copy Portland by adding sensors that allow bicyclists to trip traffic lights at intersections, just as cars do. And it recommends painting "blue lanes" that alert drivers to yield to bicyclists when they're turning across bike lanes. But most of the report's suggestions to make Edina more bike-friendly involve simple measures that work with existing streets, such as adding striped bike lanes to road shoulders. Sections of Vernon Avenue, Interlachen Boulevard, Wooddale Avenue, France Avenue, 70th Street and Dewey Hill Road, among others, are recommended as primary bike routes. The report suggests the city adopt a "complete streets policy" so that when engineers design or redo streets, they consider the needs of everyone who uses them, from pedestrians and people pushing strollers to drivers and bicyclists. On some roads, particularly busy streets such as Vernon Avenue, traffic may need to be slowed if it is to become more hospitable for bicyclists, Johnson said. Young and old need safe lanes The report urges that safe biking connections be made to shopping and commercial areas, schools, parks, civic and recreation areas. The report notes that in Holland, about half of all the trips taken by seniors are on bikes. In the United States, that figure is 0.2 percent. Less than 1 percent of Edina residents bike to work, the report estimates. Among them is Johnson, who two years ago sold his car and began biking the 18 miles back and forth to his job as a software projects manager in downtown Minneapolis. He did it for environmental, money and health reasons, and he said he hasn't been sorry. Rain or snow or stifling heat, he rides to work. In two years he has lost 25 pounds, and the 43-year-old said his doctor reports that his blood pressure is that of a high-school athlete. "It's fun," Johnson said. "I didn't know I would like it more every day." Dangerous sidewalks Most of his scary moments have been on Vernon, where people drive fast, and Johnson said he has been honked at a few times or told to get on the sidewalk (according to the report, biking on a sidewalk is five times more dangerous for cyclists than riding on the street). While state law gives bicyclists the same legal right to a street as drivers have, striping a street such as Vernon for bikes would greatly increase safety, Johnson said. The report now goes to several city commissions. Parts of it could end up becoming part of the city's new comprehensive plan. If surveys are any indication, the report should get a warm reception from residents. In a 2006 survey of what Edina residents wanted in parks and recreation services, 86 percent of the respondents said the city needed more walking and biking trails.
