Regular minutes of June 18, 2009 Commissioner Bonneville moved to approve the minutes of June 18, 2009. The motion was seconded by Commissioner Schroeder. IV. Old Business None. V. New Business a. Counties Transit Improvement Board Presentation — Mr. Peter McLaughlin, Hennepin County Commissioner 4th District Commissioner McLaughlin said he was invited by Mayor Hovland to present the Counties Transit Improvement (Mayor Hovland is a member of the Grant Evaluation and Ranking Systems [GEARS] Committee that advises the Board). He said the region is in a period of redefinition in terms of transit funding with one line opened (Hiawatha) and others nearing completion (Northstar and Central Corridors), as well as new bus routes (Cedar Avenue & 35W Busways). Funding sources, he said, includes the new stimulus money for high speed and intercity rail; a 1/4 cent sales tax in the metro area; and the new federal authorization bill which is still pending. 1 Commissioner McLaughlin showed a map that included routes for mixed mode transportation covering Dakota, Washington, Ramsey, Anoka, and Hennepin Counties. He said, while seven counties were given authority, only the five listed agreed to participate and are members of the Counties Transit Improvement Board (CTIB). He said the role of the CTIB is to set criteria and award grants from the transit improvement sales tax revenue. He said in their 17 months of existence, they were able to approve the transit sales tax and eight months after, awarded their first grant for $85b. He said funding for new projects (LRT and Commuter Light Rail) will be 50% federal, 10% state, 30% transit sales tax, and 10% from the County Rail Authority. Additionally, he said the Legislators approved $47m in bonding ($26m for passenger rail and $21m for transit in the metro); the Metro Transit operating deficit was resolved without fare increase; and MnDOT was given authority to seek federal high speed funds. Commissioner McLaughlin said their status report includes the 5-year-old Hiawatha LRT with 12% ridership and a Minneapolis extension transit hub opening in late 2009, close to the new ball park; Northstar to open in late 2009; Cedar and 1-35 BRT (buses) to begin running in 2010; Central Corridor to begin construction in 2010 and open in 2014; a route will be selected for the Southwest LRT late 2009; Bottineau Transitway will run from downtown through north Minneapolis NW Suburbs in 2009; Northern Lights Express intercity passenger rail service from Duluth to Minneapolis is undergoing technical and environmental studies; 1-94 East from St. Paul to St. Croix River is exploring mode with feasibility to begin soon; Robert Street from downtown St. Paul to 494/110 interchange and on to Rosemount via TH 52 feasibility study completed; Red Rock 30-mile rail line from Hastings through St. Paul to downtown Minneapolis; Rush Line 80-mile corridor from Hinckley to downtown St. Paul under study; and a late addition to the stimulus bill is an $8b high speed rail to Chicago. Facility status report included a Minneapolis Transit Hub in 2009 and a station next to the new ball field served by multiple lines. Commissioner McLaughlin wrapped up his presentation with the next generation of issues for CTIB, their vision, definition of transitways, methods to achieving their vision, and an overview of their 2009 Grant Solicitation Process for 2010 Grants. b. 4820 W. 77th Street Transportation Review Mr. Sullivan explained that a restaurant is being proposed for 4820 W. 77th Street, the Walsh Title site. He said of the 18,000 sq. ft. building, 8,000 sq. ft. would become the restaurant which would seat 140, serving lunch and dinner. He said the square footage and seating capacity is comparable to what the Planning Commission uses and parking and trip generation were calculated using 140 seats. He said no other changes to the site are proposed. Mr. Sullivan explained that daily trips would increase by 582, with a.m. peak decreasing by 14 and p.m. peak increasing from 32 to 75. He said the overall level of service would remain within an acceptable measure of Level of Service D or better. He said staff's concerns with the proposal were: 1) serving breakfast in the future; and additional information were requested from the developer; 2) turning movements at the intersection of W. 77th Street at the traffic signal, which is shared by the Burgundy and the Pentagon Towers office building. Mr. Sullivan said the intersection is heavily used and staff wanted to be sure they did not accelerate the problems that were identified in two previous studies (AUAR and Edina Gateway Pentagon) by changing the site today; and 3) eastbound movement into the site indicated that the turn bay may need to be lengthen or change the timing of the traffic signal. He said staff has decided against changes at this time and instead will wait for future planned development in the area. He said the developer and traffic consultant were present to answer questions. 2 Mr. Sullivan said staff's recommendation was "If so desired by the Transportation Commission, adopt a motion recommending that the Transportation Study for 4820 W. 77th Street does not adversely affect the adjacent transportation system." Commissioner Bonneville began the discussion by stating his opposition to the development based on the following reasons: the counts were under estimated; there is not enough parking for restaurant patrons and employees; handicap parking requires more space; 400 trips per day seems low; and traffic could be backed-up onto the roadway. Mr. Sullivan explained that internal circulation is within the purview of the Planning Commission and the restaurant being planned has a similar sized one in St. Paul that functions efficiently. The developer, Chris Hickok of Wayzata Properties, said the restaurant, Little Schezuan, will have 16 fulltime employees. He said the restaurant is larger than the average size with a larger kitchen. He also said there are 80 parking spaces, including handicap. Mr. Hickok was asked if there will be take-out service and what impact this would have on traffic. He said there will be take-out but it was not factored in separately from dining-in patrons. Chair Workinger said he does not feel that the study can be approved without knowing the impact of take-outs. Mr. Sullivan said the ITE trip generation used is for high turnover sit down restaurants and take-out trip generation is included. He said it could be pursued further but he is not sure the numbers can be separated based on the research method used. Traffic consultant, JoNette Kuhnau, of Kimley-Horn explained that the analysis used in the traffic study is based on typical high turn- over restaurants such as Apple Bee's. Commissioner Janovy asked about pedestrian movements in and around the site. Mr. Hickok said there are no plans at this time for sidewalks. He said as the Gateway development proceeds sidewalk will be added (the first phase is planned for 2013). Commissioner Janovy said she is familiar with a location where traffic spills out into the street because of limited parking and not knowing if the Planning Commission will make changes that will impact traffic makes it difficult for the ETC. Commissioner Schroeder said the challenge for him is what is happening on the site and as a Planning Commissioner he will be looking at the site plan fairly soon. He said is not so concerned with the traffic numbers. Commissioner Bonneville made a motion to table the 4820 W. 77th Street Transportation Review until the developer can present supporting data. The motion was seconded by Commissioner Plante. Commissioner Bonneville said supporting data would include turnover of parking; arrangement made by developer and adjacent property for reciprocal easement agreement for additional parking; and proof that there will not be lots of back-ups onto the roadway. Chair Workinger said this is may not be within the purview of the ETC. Commissioner Bonneville said he does not believe there is enough parking and, therefore, the cars will not be able to get in and out adequately. 3 Commissioner Janovy said this may not need to come back to the ETC because the Planning Commission and Council will have the ETC's minutes to review. Chair Workinger called for a roll call vote as follow: Commissioner Bonneville: Aye Commissioner Janovy: Aye Commissioner Plante: Aye Commissioner Workinger: Nay Commissioner Schroeder: Nay Commissioner White: Absent Commissioner Abramvotiz: Absent Commissioner Usem: Absent Commissioner Sierks: Absent (non-voting) Motion passed 3 to 2. c. 8050 W. 78th Street Transportation Review Mr. Sullivan said this property is located at the northeast corner of TH-169 and TH-494. He said the developer is proposing a 42,000 sq. ft. law office with 140 employees. The traffic study was reviewed by the city's traffic consultant, Chuck Rickart and also MnDOT because of existing plans to redevelop TH-169 which placed constraints on the site due to the highway redevelopment. Mr. Sullivan said staff's concerns are: 1) development is close to the slip ramp which will be eliminated when the highway is redeveloped; and 2) interaction of the neighboring property entrance with the new entrance. He said staff has requested that the entrance be a right-in/right-out only because of the slip ramp. The slip ramp will be eliminated when the highway is redeveloped and the developer would like to open the entrance to full access and staff is recommending evaluating this at that time. Other mitigation measures are to move the median closer to the entrance to facilitate the right-in/right-out only and provide proper signage for such. Mr. Sullivan said staff's recommendation was "If so desired by the Transportation Commission, adopt a motion recommending that the transportation Study for 8050 W. 78' Street does not adversely affect the adjacent transportation system and that all necessary improvements to 78th Street shall be approved by the City; design and construction of the improvements shall be the responsibility of the Developer." Mr. Sullivan said the developer, Dean Dovolis of DJR, and traffic consultant, Nicholas J. Erpelding was available to answer questions. Commissioner Bonneville asked if the developer considered a second entrance on the west side of the property. Mr. Sullivan said the site is challenged by the wetland parameters and MnDOT will need 30 ft. to redevelop TH-169. Mr. Dovolis said they studied different entrance options and this is the only one that will work. Commissioner Bonneville asked if it is possible to have a two-lane roadway and Mr. Sullivan said yes. Commissioner Bonneville then asked if this could be done through cost participation. Mr. Sullivan said this may not be a reasonable request considering that the roadway is scheduled for redevelopment in the near future. 4 Commissioner Schroeder made a motion to accept staff's recommendation as follow: "If so desired by the Transportation Commission, adopt a motion recommending that the transportation Study for 8050 W. 78th Street does not adversely affect the adjacent transportation system and that all necessary improvements to 78th Street shall be approved by the City; design and construction of the improvements shall be the responsibility of the Developer." The motion was seconded by Commissioner Jano All voted aye. Motion passed. d. Safe Routes to School Study Mr. Sullivan said Safe Routes to School Study was funded by a grant from Mn/D91 to help facilitate safe walking and biking to school. He said starting this school year, a_1)1 schools, including private schools will be marked either 15 or 20 mph when children are present, plus additional signage and/or striping. A mailing went out to 5,300 household notifying them of the changes. VI. Planning Commission Update (Commissioner Schroeder) Commissioner Schroeder said they are continuing to update the zoning ordinance with input from the community and board members and expects a meeting in November. VII. Bike Edina Task Force Update (Commissioner Janovy) a. Bike meeting minutes (July 2009) Commissioner Janovy said several bike rides are scheduled as follow: o August 24, 5:30 p.m. Ride with the Mayor o August 25, 6:30 p.m. Edina Fun Ride (slow pace) o September 26, 8:30 a.m. Edina Fall Color Ride (registration through Community Education) VIII. Staff Comments a. 2010/2011 Neighborhood Reconstruction Projects Mr. Sullivan reviewed the 2010/2011 neighborhoods that are scheduled for reconstruction and asked the Commissioners to forward concerns that they may hear about to staff. b. Promenade Improvements Mr. Sullivan said the first bridge has been installed and scheduled completion is November 2009. c. Public Works Accomplishment Report Mr. Sullivan explained that an accomplishment report is prepared annually by Engineering for the Council. d. Info/Background: At the August 20, 2009 ETC meeting a motion was approved to table the 4820 W. 77th Street Transportation Review until the developer can present supporting data. The concern of the ETC was the anticipated lack of on site parking would create a situation where traffic congestion would spill over onto the City street network. Concerns were raised by Commission members regarding on-site parking for the proposed redevelopment/reuse of the Walsh Title building at 4820 W 77th Street in Edina. There are currently 80 parking spaces on the site. Attached is the parking study that was completed for the site and submitted to the City on August 12, 2009 (see Exhibit A). City of Edina Planning Department staff reviewed the study relative to the City Code requirements for parking on this site, and a Proof of Parking Plan was developed (see Exhibit B). The parking study shows that the current number of parking spaces is expected to be adequate for the projected parking demand of the office and restaurant uses. However, if the existing on-site parking proved to be inadequate in the future, the Proof of Parking Plan would be used to add additional parking stalls to the site, in order to meet the number of spaces required by City Code. Based on the parking study and the Proof of Parking Plan, the Edina Planning Commission approved the final site plan for 4820 W 77th Street on September 2, 2009. The existing Walsh Title site consists of an 18,400 square foot (s.f.) building and is zoned Mixed Development District-6 (MDD-6). Based on Edina City Code, 92 spaces' would be required. The Institute of Transportation Engineers (ITE) Parking Generation2 provides an accepted method to compute parking demand based on actual observed parking counts at urban and suburban sites throughout the United States. Table 1 summarizes the analysis of parking demand for the proposed uses on the Walsh Title site. As shown, the peak parking demand for the two uses overlap in the 11 AM to 12 PM hour; therefore the peak parking demand must be provided for each use. Recommends Action Recommendation: Staff recommends forwarding the petition to Metro Transit without additional action by Council. Info/Background: Metro Transit is planning to change the bus service of Route 6 starting September 12, 2009. The modifications to the route will be to include Edinbourough Way and Parklawn Avenue while removing service to 76th Street west of France Avenue. Metro Transit notified residents via mail of the modifications in early summer along with a graphic of the new route. Metro Transit has responded to the petitioner with the attached email. We counted 56 names on the petition, and noted that all live in the Coventry Lane neighborhood. I have saved the document in our Service Planning External Communications File. The points raised in the petition letter have been reviewed carefully by our Metro Transit Service Development staff. Here is our response: 1. Metro Transit buses are being re-routed to Edinborough Way and Parklawn Ave. to make our local transit service more effective and a better value to all of the residents and businesses between York and France avenues. Transit riders start as pedestrians. The environment on the city streets in the area is more pedestrian friendly than it is on France Avenue. 2. The city staff granted concurrence for Metro Transit bus operations on the city street segments of Edinborough Way and Parklawn Ave. As of September 12 2009, there will be 86 weekday, 76 Saturday, and 67 Sunday one-way bus trips on these streets. Buses will run about 1/2 hour apart in each direction for most of the service day. 3. Metro Transit staff understands the residents' concerns, especially the point about the approach to the intersectiol, Parklawn Ave. with Coventry Lane, and will be sure that our driver trainers are aware of it. There will be no bus stops at this intersection, so buses will not block the line of sight for anyone driving out of Coventry Lane onto Parklawn Ave. 4. The planned change in bus route 6 is firm for a start date of September 12, 2009. We can see no compelling reason to change our plans. 5. Metro Transit Street Operations staff will patrol the new route routinely to be sure that there are no operational problems. This is our normal procedure when bus routes are changed. We are requesting that the route not be extended or modified to include : 1. Parklawn between Edinborough and France Ave. 2. Edinborough Way north of 76th Petition Support: • The Petition has 56 Signatures • We were able to contact home owners in 45 of the 96 homes • The Petition ( to not implement some of the proposed changes) was signed by homeowners representing 43 of the 96 Homes in the Coventry area ( map included in Attachments) • 2 Homeowners in the area were not against the bus routes being changed • Only 1 owner had any interest in using the bus but they also stated they would use it infrequently Background: • The Edina Long Range Plan for the City was submitted to the Metro Transit Organization — no request was submitted by Edina residents to make a route change • The plan included basic requests to facilitate passenger circulation in general and. specifically on North / South routes • No specific requests or specific route changes that included the above changes -rmilirronv were requested by the city of Edina • The Metro Transit responded to the city of Edina with specific route changes and presented them to the city. • The city approved the overall changes • The Metro Transit then mailed just over 300 letters ( I believe all 96 townhomes in Coventry received one) notifying residents of the upcoming change to the route • The Metro transit had not received any concerns or issues about the changes until we contacted them Basics Facts: • The buses will have a north and south route • The buses will run from approximately 5:30 am in the morning until 11:30 or 11:45 pm at night • If the buses make the same number trips that they currently make there will be over 100 additional buses running on Parklawn between France and Xerxes o 55 Trips for Southbound o 53 Trips for Northbound ( not sure if this route will use Parklawn between France and Xerxes / York) Ridership: • Based on the participants signing the petition there is limited / no interest in riding the bus or utilizing the bus services by the residents in the Petition area Other Facts and information • There were 3 accidents at the intersection of Parklawn and Coventry last winter. Additional bus traffic is a safety concern. With the realignment, Route 6 will provide more convenient access to residents and workers south of Southdale and north of 1-494 by traveling on city streets more than on France Avenue. Buses will serve new stops on Edinborough Way and on Parklawn Avenue. There are residents both to the east and west of France, but Route 6 currently favors those living west of France Avenue. In its most recent transportation plan, the City of Edina suggested the addition of service between Fairview Southdale Hospital and surrounding complex and the Centennial Lakes neighborhood. This route adjustment meets that need. Without adding to the operating costs, realigning Route 6 service will make the bus more convenient to residents living between France and York avenues. See the accompanying maps for a comparison of existing service and planned improvements. Currently, there are no complete sidewalks on the east side of France Avenue between Southdale and 1-494. The routing change will provide a safe, more pleasant environment for customers as they wait for the bus on streets with sidewalks. Route 6 will serve Edina Industrial Park, Centennial Lakes Park, Southdale Shopping Center, Fairview Southdale Hospital and Clinics, 50th & France, Linden Hills, Uptown Minneapolis, Downtown Minneapolis, Riverplace, St. Anthony Main and the University of Minnesota. Note: Northbound Route 6 service on Parklawn Avenue west of Gallagher will be eliminated. Customers in that area can board Route 587 express buses or board Route 6E or 6F buses on Gallagher at Parklawn Avenue. Route 6 service operates daily from 5:30 a.m. to midnight. Kirk Johnson participated in a conference call with the LAB. Thank you for reviewers/supports City Manager Gordon Hughes and Mayor James Hovland. b) Next steps: Prepare application for the second round. This will be due February or March of 2010. c) Background: i) Pursuing this designation aligns with the Bike Plan regarding the education and promotion aspects. Additionally, earning the designation provides Edina with additional support services for bicycle matters at no additional cost. The program is sponsored by the League of American Bicyclists (LAB). The application is a multiple round submission and approval process. This designation is important to communities because "Bicyclists are an indicator of a healthy, vibrant community. Bicycle-friendly towns, like those with good schools and enjoyable downtowns, are communities that offer improved quality of life for families, which can lead to higher property values, business growth and increased tourism. Many communities today struggle with traffic congestion, environmental degradation, declining public health and skyrocketing transportation costs. Peter Bruce, Consultant Since 1991 Pedestrian Activity Study of Edina Promenade Vicinity For Hennepin County and City of Edina in Spring/Summer 2009 Executive Summary The Pedestrian Activity Audit analyzed pedestrian use of the new Promenade walking/biking trail and 70th Street roundabouts. Intercept surveys, counts of Promenade users, and observations of physical factors affecting use of the walking route were conducted. Observations and counts of illegal pedestrian crossings of York Avenue outside of the Hazelton Road crosswalks were also conducted. Strategies to improve the pedestrian experience at these locations are recommended. Map 1 shows these study areas and lists actions to improve their appeal to pedestrians. A fair amount of pedestrian crossings of 70th Street at the new roundabouts are done outside of the one legal crosswalk at each roundabout. New signage should be installed to redirect pedestrians and caution car drivers about the pedestrian crosswalks at each roundabout and about the unmarked crosswalk which crosses the Target Store driveway to/from 70th Street. The Promenade biking and walking trail does encourage people to walk more in the vicinity of the Promenade and traffic volumes are fair in this opening season. Installation of additional signs and paved walking connections to/from retail uses adjacent to the trail are recommended. A campaign to encourage retail customers to walk and bike the Promenade is also recommended. The campaign should involve retail managers to help in promoting the area as a "walkable district." Conducting a larger survey of Promenade users is advised to get a full understanding of why they are there and how they use the walking/biking facility, and what opinions they have of the biking/walking facility. Jaywalking on York Avenue south of Hazelton, based on a small study of pedestrian behavior there, regularly occurs and places pedestrians in unsafe situations. The street is wide and carries traffic at higher speeds from the south due to an absence of traffic controls in that direction. Cooperative activity by Target Store and city is recommended to reduce jaywalking through the store lot. Pedestrian Activity at 70th Street Roundabouts Findings Pedestrian traffic at two roundabouts on 70th Street near the Promenade and Target Store was observed and measured. Volumes at the roundabouts were very low compared to the volume on the Promenade. The hourly volume at the roundabout by the Target Store was approximately 16 on both a weekday evening rush hour and Saturday. The hourly volume was 11 at the roundabout at the Promenade. Limited observations show the sidewalks along the south side of 70th Street at this location generally carried the most sidewalk traffic. A Saturday evening obvservation revealed that the north sidewalk was busiest due to traffic to/from the Walgreen's located on north side of 70th at York. Pedestrian crosswalks are provided only on the west side of each roundabout. Most of the pedestrians crossing 70th Street at the roundabouts use the marked and signed crosswalks even if the crosswalk use requires a detour of 100 feet away from the most direct path to their destination. The number of pedestrians illegally crossing (outside of the crosswalk) 70th Street were essentially the same at each of the roundabouts. The proportion of pedestrians not using the crosswalk was approximately 20 percent of the number of all pedestrians crossing the street at this location. Sample pedestrian counts of traffic at the roundabouts show that 2-5_pedestrians per hour cross 70th Street on the side of the roundabout without a crosswalk. This compares to counts of pedestrians in the crosswalks of 16 per hour. Westin Hotel patrons, Galleria Center customers, and Target Store customers crossed 70th Street outside of the marked crosswalk by the roundabout in going to/from Target Store. There is no sign warning them not to cross 70th Street outside of the crosswalk. Crossings by hotel patrons were more evident at night. Most of the foot traffic at the Promenade junction (west) roundabout was going to/from the Promenade walking trail. Target customers comprised most of the traffic at the east roundabout by Target Store entrance. The 70th Street south sidewalk is shaped in such a way that pedestrian traffic is required to cross the Target store parking lot driveway on a path that is only marked by curb cuts on the driveway edges. Many drivers did not slow down to allow pedestrians to cross their driving path as they were driving out of the lot. The drivers were probably not aware of the crosswalk location because there is no sign or pavement marking to identify the crosswalk. Recommendations Inform drivers about crosswalk located on the far side of roundabout. Install signs directing pedestrians to "use crosswalk only." Include a pointing arrow on each sign directing pedestrians to the crosswalk. Mark and sign the pedestrian crossing of the Target driveway Survey and Counts of Promenade Users Findings Pedestrian and bike counts conducted by the consultant during short periods over many days showed hourly volumes of 77 pedestrians and 6 bikes on weekdays and 36 pedestrians and 4 bikes on a Saturday. This indicates a fair amount of traffic is established on the trail in this first season of its opening. The intercept survey (see appendix data) of a small number of trail users (40) included questions about: • origin of their walking trip (work, residence, restaurant, etc.) • walking times, frequency and trail segments used • opinions about trail amenities and conveniences • suggestions for trail improvements • how the trail affected their desire to walk Users were not asked about the purpose of their trip. Based on their answer to the question of "(Where) did you walk to the trail from," the following sources of trail traffic were determined: • residents — 55 percent • retail customers — 28 percent. • workers nearby — 13 percent • visitors parking in nearby lots -- 10 percent Some respondents qualified for more than one category All of the respondents said the trail has encouraged them to walk in the area more frequently. Saturday volumes of traffic on the trail were one-half of the volume on weekdays. Short conversations with trails users on Saturday indicated they were on the trail primarily for recreational walking. Trail users walking the trail at least weekly comprised 75 percent of the traffic. First-time walkers comprised 14 percent, which indicates the trail is still being discovered by people. The experience of Promenade walking was pleasant according to the people interviewed. Music, seating, paved connections to stores, and public art were given good marks by the respondents. The evening traffic included several people looking closely at the public art. Trail use was heaviest in the mid-morning and evening. Some trail users expressed a disappointment in not being able to use the trail spur under York Avenue to access amenities east of York Avenue. (All interviews occurred during the summer-long closure of the trail under York Avenue for reconstruction of York Avenue). Many residents along the trail reported that they would like to see walking connections from their apartment complexes to the Promenade. Recommendations Include a question about purpose of Promenade use on future surveys. Survey more walkers and bikers at more times on the Promenade to provide a good cross-section of user types and determine differences in behavior and types of users during different times of the day. See next section for additional recommendations pertaining to visual connections. Improving the Visual Connections Between Promenade and Retail Centers Findings Promenade users reported the aesthetics of the trail were good and the image of safety was good. Most of them were not walking to a store or retail center but knew about them. Some residents reported walking to Byerly's Grocery (500 feet from trail) over a small field of grass on an informal path. Except for the Galleria stores and the Target Store, no store signage is prominent from the trail. Only the Yorktown Center offered a paved walking connection, other than the nearby sidewalk, to the Promenade. The Galleria Center management was friendly to the idea of exploring how the center could be perceived as more welcoming of trail users that may want to visit the center and/or walk through/under the center to Southdale Center (see Map 1) The Galleria Center manager made the following comments about the Promenade and the 70th Street roundabout by it: • the trail looks friendly and safe. • the Promenade is a great improvement from the former pedestrian trail in the corridor. • people walking across 70th St. in crosswalk by roundabouts now are more visible to car drivers. The Galleria Center manager indicated she would welcome seeing concepts for visually encouraging Promenade users to come in the 70th Street entrance. Recommendations Install signs and paved paths to the Promenade from adjacent stores/centers Install signs in private parking lots allowing Promenade user parking at certain times, (i.e. evenings) Promote the Promenade on literature/ map within the Westin Hotel and Galleria in cooperation with these businesses. Promote the Promenade vicinity as a "walkable district." Discussions with store/center managers about welcoming Promenade users with small signs may trigger new thinking by the managers on how to relate their business to the Promenade users. Install larger signs at the exterior entrance to the Galleria and other large retail buildings, inviting Promenade users to shop and dine inside the buildings. Improving Safe Pedestrian Crossing of York Avenue by Hazelton Findings The average volume of pedestrian crossings of York Avenue outside of the legal crosswalk at Hazelton was 9-14 per hour. No crosswalk counts were conducted here. The jaywalkers cross near the entrance to Yorktown Continental Apartments and also farther south near the bus shelter in front of the Durham Apartments. Their destinations are the Target Store Block, Yorktown Mall and the area south of the Yorktown Mall. On the east side of York, the two apartment buildings are destinations. Jaywalkers also use the east sidewalk to continue to the north and south. Observers noted that even slower moving pedestrians with a 'walker' (a stand on wheels for helping them balance) risk their safety by crossing here mid-block. During the afternoon the average age of jaywalkers was older — many appeared to be older than 65 and more of the pedestrian trips involved Yorktown Continental Apartments. The number of jaywalkers increased by 55 percent in the early evening over early afternoon. One pedestrian remarked that during the winter, piles of snow blocked crossing midblock and forced use of the crosswalk at Hazelton. Recommendations Install a permanent barrier on the York Avenue median south of Hazelton such as a fence or plantings which would direct traffic to the crosswalk. Install signs in building lobbies to caution people to use the crosswalks instead of jaywalking across the median. Install pedestrian directional signs to the Promenade (via legal crosswalks) on York Avenue sidewalks. Install signs with large type which would tell drivers and transit users of the walking connection from sidewalk to Promenade. Install wayfinding information on the sidewalks signs to direct York Avenue sidewalk users to the walking path on the Promenade. Improve the physical connections between retail centers/stores and apartment buildings to the Promenade. There is a good example of a sidewalk connection from Yorktown Mall west side to the Promenade. This connection is convenient and used frequently. Reshape the informal jaywalking route (see map) from the east side of 70th Street south of Hazelton to the Target parking lot and store doors. The Promenade extension is situated within 200 feet of many of the retail centers and the newly rebuilt (2008) Target Store. The centers and Target Store are described below. Center sizes and store size are based on information from the Minnesota Shopping Center Association 2008 State of Retail Report: Galleria —445,000 square ft. regional center with interior mall and underground parking which allows a potential walking connection (between 69th and 70th Streets) to Southdale Regional Center at 69th Street. Ground floor entry is 150 feet from north terminus of Promenade and require use of a crosswalk adjacent to a newly opened roundabout on 70th Street. My interview with Manager of Galleria revealed that they are not opposed to outdoor signage on their property directing Promenade users to first level of center. Developing parallel walkway under Galleria involves more issues and would be considered more if Southdale were involved. Target Store —reopened in 2008 with superrmarket with 125,000 square feet backs up to Promenade. 300 foot walking distance from Target front wall to Promenade via 70ths Street sidewalk. Yorktown neighborhood retail center — 100,000 square ft. Front wall along west end of center is within 100 feet of Promenade. A paved walking connection to Promenade is provided Brandon Square neighborhood center 48,000 sq. ft. Front wall along east wing of center is within 100 feet of Promenade. A direct walking connection to Promenade is not provided from this center. Leisure Lane Shops! Ethan Allen Store — 53,000 square feet. The center's closest entrance is 500 feet from Promenade which is far enough to change the pedestrian's perception of a convenient walking connection. Byerly's Supermarket — large grocery store front wall is 500 feet from Promenade and access via an informal path on grass and parking lot or sidewalks along 70th Street Container Store and restaurants in "The District" new development at west side of south terminus of Promenade. Staff present included the City Engineer, Assistant City Engineer, Traffic Safety Coordinator, Police Traffic Sergeant and Chief of Police. From that review, the recommendations below are provided. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were also informed that if they disagree with the recommendation or have additional facts to present, they can be included on the September 15, 2009, Council Agenda. SECTION A: Request on which staff recommends approval: 1. Request for a painted center line on Highwood Drive West where it curves into Highwood Drive. This request comes from a resident on Highwood Drive whose child, while riding his bike, was struck by a vehicle coming around the curve of Highwood Drive West onto Highwood Drive. The vehicle, while making this turn, veered into the oncoming lane and struck the bicycle. The requestor states that many cars often cut across the lanes when negotiating this curve. Requestor states that this accident would have been prevented if the driver had stayed in her own lane. Highwood Drive West is a 28-foot wide city street with curb, gutter and no sidewalks. Parking is allowed on both sides of the street. South bound Highwood Drive West has a slight downward grade just prior to the curve onto Highwood Drive. There has been one other accident at this curve in the past five years (car hit a utility pole). Staff feels that a dashed yellow center line on this curve would better define the driving lanes. Staff recommends the approval of the request for a dashed yellow center line around the curve where Highwood Drive West meets Highwood Drive. He states that many cars come around this curve and swerve into the oncoming lane of traffic. Schaefer Road is a 28-foot wide city street with no curb, gutter or sidewalks. Schaefer Road curves southbound from View Lane to Vernon Avenue. No accidents have been reported on this block in the past five years. A recent traffic study conducted on this block shows a Mon.-Fri. average daily traffic count of 889 vehicles with an 85th-percentile speed of 32.8 mph. There is an all-way stop to the north at View Lane. Staff feels that a dashed yellow line running from 5705 to 5713 Schaefer Road would better define the driving lanes. Staff recommends the approval of the request for a dashed yellow center line on Schaefer Road running from 5705 Schaefer Road, south bound to 5713 Schaefer Road. SECTION B: Requests on which staff recommends denial of request. 1. Request for a sign located on Valley View Road at the entrance of Creek Valley Road, with arrows pointing to the south, that states, "To Valley View Middle School, Edina High School and the Edina Center for the Performing Arts". This request comes from a resident of Creek Valley Road who is frustrated that a few high school students park at the west end of the cul-de-sac during the school day. She also states that many cars come down Creek Valley Road thinking they can access the school only to have to turn around and drive back out. Creek Valley Road is clearly marked with a "No Outlet" sign at its entrance off of Valley View Road. Staff feels that very few drivers enter Creek Valley Road thinking they will have access to the school. The requestor has been advised to call police if any violations occur. Staff feels that an advisory sign of this type is unnecessary. It would cause sign clutter and provide too much information that would actually distract motorists. Staff recommends denial of the request for an advisory sign with arrows stating "To Valley View Middle School, Edina High School and the Edina Center for the Performing Arts located at Valley View Road and Creek Valley Road. 2. Request for a stop sign for north/south traffic on Blake Road at the intersection of Pine Grove Road. This request comes from a resident on Evanswood Lane, which is one block north of Pine Grove Road, who is concerned for the safety of pedestrians in the area as well as the safety of drivers. There is a slight downward grade for north bound Blake Road traffic at Evanswood Lane. Blake Road is a 32-foot wide "Collector" street with curb, gutter and a side walk on the east side. There has been one possible injury accident at Blake Road and Evanswood Lane and one property damage accident at Blake Road and Pine Grove Road reported within the past five years. As a result of this request, a traffic study was conducted from July 30 to August 7, 2009. The average Mon.-Fri. daily traffic count is 2,315 with an 85th-percentile speed of 36.0 mph. There are no stop signs for Blake Road traffic between Vernon Avenue and Interlachen Boulevard. Blake Road is a state aid street that was resurfaced this summer. Edina Police have placed Blake Road on their radar enforcement list. Warrants are not met for an all-way stop at Blake Road and Pine Grove Road. Staff recommends the denial of the request for a north/south stop sign (making this intersection an all-way stop) at Blake Road and Pine Grove Road for lack of warrants. 3. Request for a "Road Narrows" sign to be placed on McCauley Trail South in the area of Courtney Fields where the road narrows from 36-feet to 30- feet. This stretch of McCauley Trail South is a "Collector" street with curb, gutter and no sidewalks. The Mon.-Fri. average daily traffic count is 3,556 with an 85th-percentile speed of 29.1 mph. There have been no reported accidents in the past five years. Advisory signs are not enforceable and do little to improve driving habits. Staff feels that striping both sides of McCauley Trail South (the 30-foot section), similar to that on Interlachen Boulevard, would be more effective than an advisory sign. This would allow joggers and bicycle riders to have their own area of the roadway while leaving the street wide enough to accommodate traffic. Staff recommends the denial of the request for a "Road Narrows" sign and recommends the approval of striping both sides of this section of McCauley Trail South (width of lanes to be determined). 4. Request for a sign that reads "Cross Traffic Does Not Stop" to be added to the current stop sign at west bound West 66th Street at Valley View Road. This request comes from a resident on West 66' Street who is concerned for driver safety at this intersection. West 66th Street at Valley View Road is currently controlled by a stop sign for west bound West 66tn Street traffic. No traffic data is available for this section of West 66th Street. There has been one reported property damage accident at this intersection in the past five years. Valley View Road is a "B Minor Arterial" roadway with an average daily traffic count of 6,679 vehicles and an 85th-percentile speed of 36.8 mph. The intersection has no clear view issues and traffic can be seen at a good distance from both directions. The right-of-way is clearly defined by the stop sign on West 66th Street. There are no exigent circumstances present that would warrant the addition of a "Cross Traffic Does Not Stop" sign at this location. Staff recommends the denial of the request for a "Cross Traffic Does Not Stop" sign at West 66th Street and Valley View Road for lack of warrants.
