If you wish to speak on the topic, you are welcome to do so as long as your comments are relevant to the discussion. To ensure fairness to all speakers and to allow the efficient conduct of a public hearing, speakers must observe the following guidelines: Individuals must limit their presentations to three minutes or less. The Chair will modify presentation times, as deemed necessary. Try not to repeat remarks or points of view made by prior speakers and limit comments to the matter under consideration. In order to maintain a comfortable environment for all those in attendance, the use of signs, clapping, cheering or booing or any other form of verbal or nonverbal communication is not allowed. Edina Transportation Commission REGULAR TRANSPORTATION COMMISSION MEETING REPORT/RECOMMENDATION To: Transportation Commission Agenda Item Na: IV.B From: Jack Sullivan, PE ACTION: Assistant City Enginee Recommendation/Motion Date: December 17, 2009 Discussion Subject: Complete Streets Information Resolution Recommendation: If so desired by the Transportation Commission, recommend that the City Council adopt the attached Complete Streets Policy resolution supporting a statewide Complete Streets law. Info/Background: MnDOT has completed the draft Complete Streets Report dated October 2009. The report was available for comment by the public thru November 9, 2009. In early to mid-December MnDOT Complete Streets Policy Review Commissioner Sorel will present the report to the State Legislature. There is a movement by various agencies to pass a statewide Complete Streets law in 2010 which would direct the Minnesota Department of Transportation to adopt and implement a complete streets policy on all transportation projects to provide a full menu of transportation options to meet the needs of everyone using the roads. The City of Edina Engineering Staff has reviewed the Complete Streets Report and found that we practice many of the recommendations discussed in the report such as Context Sensitive Solutions. Recent updates to the 2008 Comprehensive Plan including Character Streets (Chapter 4, Land Use and Community Design), enhancements to the Transportation Chapter (Chapter 7) and the Comprehensive Bicycle Transportation Plan (Chapter 7) all are consistent with the philosophy of Complete Streets. Edina Transportation Commission From the October 15, 2009 ETC Update "Complete streets" are designed and operated to enable safe access for all users. Pedestrians, bicyclists, motorists and transit riders of all ages and abilities are able to safely move along and across a complete street. Communities across the country, including Hennepin County, have created complete street resolutions and policies. These resolutions and policies are varied in complexity and legal ramifications. The Minnesota Department of Transportation (MnDOT) at the direction of the Minnesota State Legislature has convened a Complete Streets Study Committee and Technical Advisory Panel to gather information and feedback about what a Complete Streets Policy would mean for Minnesota. The study will focus on identifying the benefits, costs and feasibility of adopting a "complete streets" policy in Minnesota. Engineering and Public Works staff continually apply "Complete Street" concepts in Edina street reconstruction projects. MnDOT will present the final report to the Legislature in December 2009. Engineering staff will be attending a Public Works conference in mid November where a status update will be provided. An update to the Edina Transportation Commission will be given at the November meeting. Staff recommends waiting until the MnDOT report is completed and comments have been made by the State Legislature. It seems premature to create a City policy without knowing the breadth and depth of the State's recommendation and potential mandates. We expect to revisit and evaluate the MnDOT report and make a staff recommendation at that time. Chief Siitari from the Edina Police Department appointed Sergeant Larsen as the contact person for the Bike Edina Task Force (BETF). Kirk Johnson (BETF Chair) and Sgt. Larsen met to discuss various ways to partner on the shared objectives of enforcement and education for bicycle users in Edina. Highlights are below. 2. The BETF values partnership with the Edina Police Department; from page 81 of the City of Edina Comprehensive Bicycle Transportation Plan: "The Edina Police Department can play an important role in improving safety for cyclists.., for helping educate members of the 12/11/2009 gAti Page 2 of 4 public about the rights and responsibilities of cyclists on the road.. .Additionally, members of the police can help encourage young people's cycling activities by attending and participating in rider safety trainings and other programs recommended in elsewhere in this chapter." 3. The Edina Police Department has 51 officers, 6-7 of them trained as "Bike Officers" through a one-week training course with the International Police Mountain Bike Association (IPMBA). Edina Police Department owns 2 bicycles rigged for officer patrolling, typically high-density events such as the Edina Art Fair. 4. Sergeant Phil Larsen (Edina Police Department) and Kirk Johnson met November 4th to discuss enforcement and education partnership opportunities. Sgt. Larsen agreed to be the Police Department liaison, working with the BETF Chair on specific opportunities in 2010 such as: 1. Public Service Messages: One example is preparing jointly an About Town article with a focus on safety and enforcement; Carl Follstad offered to draft something for review and work with Sgt. Larsen via BETF Chair 2. Safe Routes to Schools activities: BETF will work with Sgt. Larsen to inform of upcoming events such as Bike Rodeos so that some of the Bike Officers can attend. 3. Other Enforcement/Education: There may be some opportunities for BETF to offer citizen-based traffic education for offenders at key locations -- this is to promote awareness for statute compliance per Minnesota Statutes 169.222 and 169.18. Jennifer Janovy stated that if a person riding on a bicycle and receives a citation, it can go on the person's driving record. 4. Other topics can be explored beginning in 2010. 5. For future partnership activities, the BETF Chair will coordinate with Sgt. Larsen. BETF members stating interest in supporting the above activities specifically included Carl Follstad, Carl Gulbronson, Alice Hulbert, Rob Erickson (SRTS), and Bob Fried. 2. SRTS work group (Rob) 1. What are Safe Routes to Schools (SRTS)? "Safe Routes to School programs enable community leaders, schools and parents across the United States to improve safety and encourage more children to safely walk and bicycle to school. In the process, programs are working to reduce traffic congestion and improve health and the environment, making communities more livable for everyone," National Center for Safe Routes to Schools website. 2. Robyn Wiesman, MA from the SHIP Community Liaison of Bloomington Public Health attended. She is working with Edina, Richfield, and Bloomington on a number of efforts including Safe Routes to Schools (contact info includes phone: 952-563-8917; email nviesmanci.bloomington.mn.us). 3. Robyn mentioned the statewide health improvement program that Bloomington, Edina and Richfield will focus on. This is a $1.6 million funded project to prevent risk factors that lead to chronic disease. Bloomington has also received $175,000 grant for infrastructure which could include funding for safe routes. There is $5000 available to spend on bike racks in Edina. A mini-grant was submitted by Rob. See www.health.state.mn.us/healthreform/ship for more information. 4. Rob Erickson/Larry Olson recapped an assessment of the schools in Edina that was prepared mainly by Alex Dirr, the BETF high school representative member. 1. Rob reports that there is a need for sidewalks, crosswalks and repair to paths. Specific examples covered in the discussion. 12/11/2009 Page 3 of 4 2. Discussion included getting connected to the local Rotary clubs. 3. Discussion of prioritization of some possible projects. 4. Jennifer Janovery reported that Edina residents are assessed for sidewalks and that residents would need to petition for a sidewalk. Someone would need to contact a resident and take a petition around to the neighbors. 5. Discussion of whether a Complete Streets policy would be helpful in the Safe Routes to School plan. 6. Discussion of how to get signage on streets and which streets are county streets vs. city streets and whether fog lanes are safe to use instead of bike lanes. 7. Kirk Johnson suggested adding information to the assessment document on why a Safe Routes to Schools plan would be good for the community. 8. Alex Dirr or Rob Erickson will make the report available when ready. 5. 2010 Bike Rodeo: A Bike Rodeo is an event organized to educate bikers, particularly young bikers, on bicycle law, safety, and skills. Rob met with Robyn and selected April 17 as the date for the 2010 Edina Bike Rodeo. 3 Regional Trail News 1. Nine Mile Creek 1. Alice Hulbert reported via email that the neighborhood segment meetings will begin soon. The first is scheduled for December 3rd at Grandview Square in Edina (contact Alice for details). Both Joseph Hulbert and Alice Hulbert are invited, along with residents from along the Creek. 2. The environmental assessment is in progress by Three Rivers Park District. 3. BETF Leads: Alice Hulbert and Joseph Hulbert 2. CP Rail Line: No news (BETF lead: Todd Brewer) 4. Edina Transportation Commission News: 1. Discussion of mass transit stops in nearby communities. The recent meeting discussed mass transit south of Southdale. 2. Jennifer asked for ideas that could be presented to the Commission. 3. Noted: The ETC minutes are online under Watch A Meeting on the Edina web site. 4. Applications are likely to be open soon. Meetings are on the 3rd Thursday at 6 pm. Neal Blanchett expressed interest. 5. BETF Lead: Jennifer Jannovy. 5. Bylaws 1. Bylaws have been completed. Carl Follstad will send out an electronic copy to Task Force. Agreement to vote on them at the next meeting. 2. Gordon Hughes has agreed to review/share the Bylaws with staff when finalized. 6. Stakeholder list / Bike Edina "members" This would be a cooperative mailing list on bicycle--related topics to be discussed. Carl Follstad will be discussing options and process ideas with Edina Communications Director Jennifer Bennerotte next week. 7. Rules of the Road quiz update 1. The quiz now has a new question about sidewalk riding as recommended by John Keprios. 2. Kirk Johnson informed that he had an error -- according to state statute, there is no rear light required (the 12/11/2009 9/ Page 4 of 4 law requires a white light in front, and reflectors in back). 3. The updated quiz (link) is located in the online areas as these notes. 8. League of American Bicycle certification: Bob Fried and Kirk Johnson attended 9 hours of training in October and gave an update on experience with first class, next steps. Both Bob and Kirk found this education to be helpful. To be a certified instructor, there are about 20 hours of additional instruction, and both aim to complete this in 2010. Benefits include additional knowledge and certification, ideal for participating at community education events. 9. 2010 City leadership & BETF workshop 1. The purpose of this meeting is to exchange information about needs and plans for 2010, get feedback and direction, and cross-education so that we can partner effectively. 2. After reviewing 5 dates from January through March with BETF members, February 16th seems to be the best (only one conflict). March 2nd could be a second option. 3. Kirk Johnson to follow-up specifically with Gordon Hughes to see if this can be arranged. 10. Phase I Update - No update available at this time. Kirk Johnson offered to follow-up with Wayne House, Engineering Director regarding the topics Dwaine had raised. 11. Mosaic Bicycle Art Community Project: Sarah Jakobsen brought the art to the Edina Art Center and now volunteers are needed to finish them. The Edina Public Art Committee will work on a placement plan. Richard Griffith is still interested to be the BETF lead, but is still in the decision process. Kirk Johnson will send Richard the name of the tile specialist (Adama Sow) at the Edina Art Center. 12. Open Topics Discussion- 1. Carl Gulbronson reported that he saw a trail crossing sign in Hopkins lined with LED lights that he thought was effective. 2. League of American Bicyclists: Kirk Johnson reported that his employer (Capella University) earned the Bronze Award as a Bicycle Friendly Company. The Edina application is now in "phase II" for a Bicycle Friendly Community, and the next step is early in 2010 for Edina's application process. 3. The meetings of these advisory boards and commissions are open to the public. The present boards, commissions and committees and their regular meeting times are: Board of Appeal & Equalization,. Meets two times per year in April. Each of the five members serves a one-year term. Members provide a fair and objective forum for property owners to appeal their property valuation or classification. The Board may decrease, sustain or increase the market value of a property. Community Health Committee, 6:30 p.m. Meets four times per year. Each of the seven members serves a three- year term. Construction Board of Appeals, on call. The Board considers appeals of decisions made by the Chief Building Official, Public Health Sanitarian or the Fire Prevention Bureau in the application of City ordinances regulating building construction. The Board is made up of five members and the Chief Building Official, plus an alternate. Each volunteer serves a three-year term. Edina Art Center Board, 4 p.m., fourth Thursday of the month. The Board develops and reviews plans for the development of the Edina Art Center and makes recommendations to the City Council concerning art activities and programs. Energy & Environment Commission, 7 p.m., third Wednesday of the month. The nine-member Commission helps the City stay on the forefront of issues of sustainability. Heritage Preservation Board, 7 p.m., second Tuesday of the month. The seven-member Board advises the Council on matters concerning identification and preservation of buildings, land or areas of particular historical, architectural, cultural or educational significance. Each Board member serves a two-year term. One member of the Board represents the Edina Historical Society. Human Rights and Relations Commission, 7 p.m., fourth Tuesday of the month. Made up of six City and six Board of Education appointees, the Commission seeks to secure for all residents freedom from discrimination and addresses issues relating to a variety of human needs, rights and services. Each Commission member serves a three-year term. Park Board, 7 p.m., second Tuesday of the month. The 11-member Board develops and reviews plans for the acquisition and development of parks and recreational facilities, develops recreation programs, reviews parkland dedications for new subdivisions and makes recommendations to the Council. The nine-member Commission reviews development plans and advises the Council on all development, including amendments to the comprehensive plan, zoning, platting, changes in streets and other matters of a general planning nature. Each Commission member serves a three-year term. Transportation Commission, 6 p.m., third Thursday of the month. The nine-member Commission advises the Council on matters relating to the operation of the local street system with respect to traffic volumes, congestion, and functional classification, but not maintenance activities, of the City. The Commission reviews and comments on plans to enhance mass transit opportunities in the City and reviews the findings of the Local Traffic Task Force and offers recommendations for implementation. In addition, the Commission evaluates methods for traffic calming and other speed and volume mitigation measures and recommend their implementation where appropriate. Zoning Board of Appeals & Adjustments, 5:30 p.m., first and third Thursdays of the month. The six-member Board hears and acts upon requests for variances to zoning regulations. Member terms last three years. City of Edina General Code Provisions and Administration 180.04 Section 180 - Removal of Members of Boards, Commissions and Committees 180.01 Purpose. The purpose of this Section is to provide for the removal from office of those members of various governmental boards, commissions and committees who have repeated absence from the regularly scheduled meetings of the board, commission or committee of which they are member. 180.02 Removal. Any member of a board, commission or committee established by the City Code who fails to attend three consecutive meetings, whether regular or special, or who fails to attend at least 75% of the scheduled meetings in any calendar year, whether regular or special, shall be deemed to have resigned as a member of the board, commission or committee. The requirement of this subsection shall not apply to attendance at meetings of committees or subcommittees including committees of the whole, established by a board, commission or committee. 180.03 Vacancies. Any member of a board, commission or committee who has been removed pursuant to Subsection 180.02 shall be replaced by the appointment of a new member who shall serve for the remainder of the term of the member removed. The appointment shall be made in the same manner as original appointments to the board, commission or committee are made. 180.04 Exceptions. The removal provisions of Subsection 180.02 shall not apply to members of the Housing and Redevelopment Authority of Edina, the Edina Foundation, the East Edina Housing Foundation or the Council.
