Hovland, Mayor RESOLUTION NO. 2024-84 CALLING FOR ADDITIONAL STUDY AND PURSUIT OF FUNDING FOR FRANCE AVENUE PEDESTRIAN CROSSING WHERAS, properties at 7200, 7250 and 7235 France Avenue have been rezoned and received site plan approvals to allow for transformational redevelopment that aligns with the site planning principles of the Greater Southdale Area Plan and Edina's Comprehensive Plan; and WHERAS, the anticipated redevelopment of these properties creates a unique opportunity for the City to make a transformative improvement in the circulation routes for pedestrians and bicyclists in two of the most populous census tracts in Edina; and WHEREAS, the 2007 Edina Promenade Urban Design Plan recommended a grade-separated pedestrian route in the 7200 block of France Avenue to better connect the neighborhoods on the west and east sides of County Road 17 / France Avenue; and WHEREAS, the Edina Housing and Redevelopment Authority has commissioned and received a Feasibility Report dated November 7, 2024 from LH B Inc. that evaluated and affirmed the general feasibility of constructing a grade-separated pedestrian crossing in this general location; and WHEREAS, two Tax Increment Financing Districts have been established in this area, both of which could be used to fund portions of this public infrastructure improvement; and WHEREAS, the Feasibility Report determined that the project appears to feasible and can be designed to meet stated goals and engineering standards; and, WHEREAS, the Feasibility Report provided a high level overview to adjust the existing elevations and grades of France Avenue between Gallagher Drive and 72" Street to allow the construction of two vehicle bridges on France Avenue in order to create a safe and comfortable non-motorized crossing underneath France Avenue; and, WHEREAS, the Feasibility Report provided a high level cost estimate and identified a variety of possible funding sources which could be pursued to reduce reliance on the Tax Increment Financing Districts to fund these public improvements.
