VI.Community Comment
During "Community Comment," the Board/Commission will invite residents to share relevant issues
or concerns. Individuals must limit their comments to three minutes. The Chair may limit the
number of speakers on the same issue in the interest of time and topic. Generally speaking, items
that are elsewhere on tonight's agenda may not be addressed during Community Comment.
Individuals should not expect the Chair or Board/Commission Members to respond to their
comments tonight. Instead, the Board/Commission might refer the matter to sta% for
consideration at a future meeting.

I. Call To Order
Chair Westlund called the meeting to order at 4:35 p.m.
II. Roll Call
Answering roll call were Commissioners Amlaw, Curtin, Faeth, Fram, Scully, Zbaren; and Chair Westlund.
Staff Present: Parks and Recreation Director, Perry Vetter, Parks and Recreation Assistant Director, Tracy
Petersen, Economic Development Manager, Bill Neuendorf and Recreation Supervisor, Laura Fulton.
Commissioner Stemmler entered the meeting at 4:40 p.m.
III. Approval Of Meeting Agenda
Motion made by Fram to approve the December 14, 2023 meeting agenda, seconded by
Faeth. Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Amlaw to approve the October 26, 2023 meeting minutes, seconded by
Stemmler. Motion carried.
V. Special Recognition and Presentations
A. Murals and Wayfinding at 50th and France
• Economic Development Manager, Bill Neuendorf presented an opportunity for members
of the Arts and Culture Commission to participate in selection of mural artwork for six
sites at 50th and France.
• Commission members discussed the opportunity and expressed interest in assisting in
soliciting art options and working with Neuendorf on the project.
• ACC members working on the 2024 Workplan Initiative 1.1.3: Review Public Art
Opportunities for New City Facilities and Locations will work with Neuendorf on this
project.
VI. Reports/Recommendations
A. Update on Art Center Colocation with Hennepin County Library Southdale
• Assistant Director Tracy Petersen updated the Arts and Culture Commissioners on the
progress of new art center project planned for the Southdale Library location.
• HGA will represent the City of Edina as the architect consultant for the City on the
project. MSR is the architect firm working on the Southdale site for Hennepin County.
Webb Management has been brought on as a consultant to assist with business plan
development for the art center.

• The Commission discussed the project and expressed interest in assisting as the project
gains momentum. The Initiative group for 2024 Workplan Initiative 1.1.1.: Art Center will
work as the ACC contacts as the project moves forward.
B. 2023 ACC Workplan Updates
• Initiative 1.1.1: Grandview Public Art
i. Vetter updated the commission on the progress of the Grandview site. This
initiative will be rolled in to Initiative 1.1.3: Review Public Art Opportunities for
New City Facilities and Locations in 2024.
• Initiative 1.1.2: Street Art Policy and Practices
i. Commissioner Stemmler reported that the report has been submitted to City
Council as an advisory report and was well received. Going forward, the report
may be used to create synergy with future street art opportunities.
• Initiative 1.1.5: Utility Boxes
i. Staff member Fulton reported that two of the five Utility Box wraps are
complete. The remaining three will be wrapped in the spring, once the weather
warms up. Commission commented on the positive impact of the program.
• Initiative 1.1.7: MicroGrant Phase 2
i. Commissioner Faeth discussed initiative progress. Initiative group will begin
drafting application guidelines. Application acceptance will open on Feb. 1, 2024
and the BetterTogetherEdina site will receive applications for microgrant
proposals for six weeks. Initiative group has established a timeline for the first
round of the year one microgrant opportunity.
ii. Commission discussed the microgrant opportunity and are supportive of the
initiative group moving forward.
C. 2024 Work Plan
• Chair Westlund discussed that the workplan has been established for 2024.
Commissioners responded favorably and are excited to get going on the workplan in
2024.
VII. Chair And Member Comments • Chair Westlund thanked everyone for their hard work in 2023 and expressed
excitement for working together in the new year.
• Commissioner Amlaw discussed the importance of student commissioner involvement
on the Arts and Culture Commission. She encouraged both city staff and commissioners
to reach out to ensure they understand the importance of their role as a student
commissioner and the expectations we have for them.

• 2024 Meeting dates were presented.

Recognize Arts and Culture Commissioner Years of Service
Information / Background:
Commissioner Kathy Amlaw had her last official meeting with the Arts and Culture Commission on
December 14, 2023. Amlaw was appointed to the Arts and Culture Commission for a partial term,
beginning July 21, 2021. She was then appointed for a new term on March 1, 2023 and continued on as a
valued Commissioner thru the December 14, 2023 meeting, after which she vacated the position. Amlaw
was instrumental during her time with the commission through the following workplan items.
• Provided community perspective to the planning process of a new art center space
• Researched a microgrant process for community drive Arts & Culture
• Assisted with the Climate Change Public Art in the Parks, Poetry in the Parks project
• Researched and reviewed Street Art Policy and Practices and assisted in developing a report for
Council.
In addition to these workplan items, there are many other items and countless hours of dedication
contributed over the years to the City of Edina, Edina’s art program and Edina’s residents. For that we are
grateful for Amlaw’s service.

Join us for arty fun on Saturday mornings! Staff will be on hand to assist families with a variety of projects
designed to help young people explore art concepts and mediums. This no-cost program is possible thanks
in part to a Youth Activities grant from Hennepin County. Free
Canvas Fun: Pet Portrait Painting
Monday, Feb 5
6:30 – 8:30 pm
Dog, cat, hamster or horse - no matter your favorite animal, paint a portrait of your furry friend! Once you
sign up, email a photo. We will sketch it on canvas then walk you through the steps to creating your final
masterpiece on an 11x14 canvas! For kids 8+, with or without their adult (registration is per person).

Canvas Fun: Northern Lights

Spend an evening painting a magical winter night with a sky full of northern lights, mountains, and a polar
bear. Everyone will use acrylic paints including fluorescent colors to paint our winter landscape on an 11x14”
canvas. Supplies included. For kids, with or without their adult. (Registration is per person.) Instructor: Lisa

In this 3-week class, go deeper into the magical world of fluid acrylics. This class will show you different
techniques and tools than our one-day workshop. Learn how to create beautiful abstract canvases - no
experience required! Instead of paint brushes we will use a variety of tools to create our works of art

Beginning Drawing
Tuesdays, Feb 20 – March 26

Drawing can be intimidating, but learning a few basic techniques can improve your skills and make drawing
much more fun! This no-pressure group setting will present such techniques as portraits, still life,
perspective, shading and measuring. Supplies you will need are a sketchbook, and artist-quality pencils and

Who will save the day? Let your imagination run wild as we create heroes, sidekicks, villains and more! We
will learn to draw outfits, superpower effects and action poses to illustrate our characters' adventures.
