Chair Lewis called the meeting to order at 6:04 p.m.

Motion was made by Commissioner Rubenstein and seconded by Commissioner Plumb-Smith to
approve the agenda. All voted aye. Motion carried.

Motion was made by Commissioner Plumb-Smith and seconded by Commissioner Bildsten to approve
the January 16, 2025 meeting minutes. All voted aye. Motion carried.

6. Special Recognitions/Presentation
6.1. Commissioner Plumb-Smith
Commissioners and staff thanked Commissioner Plumb-Smith for her six years of service on the
Commission.
6.2. 2024 Traffic Safety Summary Report
Traffic Safety Coordinator Nick Bauler presented the annual report for review and comment. Comments
from Commissioners included:
Commissioners requested examples of traffic safety requests that were categorized as “other.”
Commissioners suggested that the City host an open forum event to create a better dialogue
between staff and residents about traffic safety concerns.
Commissioners suggested including a “fast facts” section on the City website to address the more
frequent requests.
Commissioners suggested that the chatbot on the City’s website could be used to answer quick
questions about traffic safety requests.
Commissioners inquired about the Police Department’s capacity for traffic enforcement.
Commissioners noted that a high proportion of D items are Pedestrian Safety requests.

The Commissioner reviewed and commented on the report.
7.2. City Code Review
The Commission reviewed and commented on the current City Code language establishing the purpose
and duties of the Transportation Commission.
7.3. 2025 Work Plan Updates
1. Safe and Equitable Mobility Action Plan Participation – Alliant Engineering was selected as the
consultant. Staff will set up a kick-off meeting in the next few weeks.
2. Commission-Led Events – Talked to Communications about possible events the Commission
could participate in.
3. Review of City Policies/Ordinances – Committee trying to coordinate a meeting.
4. City Code Update – Commission reviewed existing code language.
8. Annual Elections
Commissioner Lewis nominated Commissioner Brown as Vice Chair. Motion was seconded by
Commissioner Rosen. All voted aye. Motion carried.
Commissioner Plumb-Smith nominated Commissioner Lewis as Chair. Motion was seconded by
Commissioner Rubenstein. All voted aye. Motion carried.

Traffic Safety Report of February 25, 2025
Staff Recommendation:
Review and comment on the staff recommendations.
Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on February 25. The Traffic
Safety Coordinator, Transportation Planner, Engineering Director, Assistant City Planner, Public Works
Director, Traffic Safety Specialist and Police Sargeant were in attendance for this meeting.
On each of the items, persons involved have been contacted and the staff recommendation has been
discussed with them. They were informed that if they disagree with the recommendation or have additional
facts to present, they can submit correspondence to the Transportation Commission and/or to City Council
prior to the April 16 regular meeting.
Section A: Items on which the Traffic Safety Committee recommends action
A1. Safety concerns along Olinger Blvd.
Staff recommends increased speed enforcement
and to consider Olinger for a dynamic speed display
sign once a policy is drafted.
Description Complaints of speeding vehicles and pedestrian
safety issues along Olinger.

B3. Request for stop signs along W 59th St at Abbott Ave and Zenith Ave.
Staff recommends no changes.
Section D: Other traffic safety items handled
D1. Two requests made for a crosswalk over Valley Ln at Ridgeview Dr. The intersection did not meet
warrants, but will be reviewed prior to future street projects. This was a C item approved by City Council
in May 2023 for further staff discussion.
D2. A resident had concerns with visibility of traffic signs on Eden Ave. All signs were reviewed and have
adequate visibility.
D3. A request made for stop signs due to vehicle speeds on Abercrombie Dr at Everett Pl. With no crashes,
adequate sight lines and low vehicle volumes, stop controls are not warranted.
D4. A request for a dynamic speed display sign (DSDS) on W 66th St between HWY 100 and Lake Cornelia.
A policy is being developed and this location will be considered.
D5. A resident requested parking restrictions to prevent parents parking on Richmond Dr picking up
students from Our Lady Grace school. The resident was provided a petition form to include impacted
neighbors for the request.
Section E: Items recommended for police enforcement
E1. Complaints regarding delivery vehicles parking illegally on Market St. Signage was reviewed and is
adequate for enforcement The requestor was informed to contact non-emergency dispatch for
enforcement.
E2. Complaint of parents not following stop signs and speed limits near Morningside Ave and Grimes Ave
near school start and end hours. The PD was notified of the concern.

METRO TRANSIT ADOPT-A-STOP
PROGRAM AGREEMENT
For a period of one year from the date of this agreement, the adopting organization or individual named
below agrees to adopt one or more Metro Transit public bus or train stop(s). Any active, public Metro Transit
stop can be adopted, including stops with or without shelters, and bus rapid transit, light rail, and commuter
rail stations.
THE ADOPTER AGREES TO:
• Regularly pick up trash in and near the adopted shelter a minimum of once a week – and more frequently if needed to prevent snow, litter, and other debris from accumulating and becoming a nuisance.
• Contact Customer Relations for pickup of any larger, heavy items, or hazardous materials such as needles, feces, vomit.
• Report graffiti or damage to Customer Relations as soon as possible.
• Monitor and report to Customer Relations any sidewalk and street snow clearance problems at the adopted shelter during winter. Shovel the sidewalk if the Adopter is the adjacent property owner and required to do so by city ordinance.
• Sign the Volunteer Waiver form and have every other volunteer sign individual Volunteer Waiver form, and submit the signed form(s) to Metro Transit Customer Relations.

METRO TRANSIT AGREES TO:
• Maintain and perform scheduled cleaning of the shelter or platform structure. Bus stops without a shelter/structure
are not maintained by Metro Transit.
• Provide trash bags, gloves, and safety instructions.
• Arrange for pickup and disposal of bags of collected debris from the adopted shelter in a timely manner.
• Respond within two days to all calls for assistance of heavy item pickup, graffiti abatement, hazardous materials, and
snow clearance.
• Place an Adopt-A-Stop sign featuring the Adopter’s name(s) on the adopted stop in recognition of the Adopter’s
efforts and provide a monthly pre-loaded Go-To Card with a 10-Ride Pass on it.
• Coordinate publicity efforts with the Adopter to solicit local media coverage, as requested.

transportation ridership, reduce pollution, and keep our community beautiful for years to come! Your contribution will help
keep Metro Transit’s bus or train stops safer and cleaner for everyone. Listed below are some simple cleanup guidelines.
Please read them carefully before every trip to your shelter.
WHAT TO BRING
•Brooms/rakes/shovels
•Dust pans
• Trash bags (provided by Metro Transit upon request)
• A cell phone in case of emergencies
• Stay hydrated – bring lots of fluids
WHAT TO WEAR
•Gloves (provided by Metro Transit upon request)
• Safety vest (provided by Metro Transit upon request)
• Closed-toe shoes
• Appropriate clothing
WHAT TO DO
•Review these safety guidelines before every pickup
•Obey all traffic rules
• Minimize number of vehicles at the cleanup site by taking transit, biking, or walking to the stop
•Stay alert
• Recycle any plastic, paper, or metal that you choose by keeping recyclables separate from other litter
• Always wear gloves

• Use a tool, such as a rake or a stick, to identify items before picking them up
• Notify Metro Transit if there are large items, dangerous items, or hazardous materials; do not clean them up yourself
• Pair up in teams if you adopted more than one shelter. Working in pairs allows volunteers to look out for one another
and be more alert of any changes in their immediate environment
• Take rest breaks and drink plenty of fluids
WHAT TO AVOID
• Do not pick up any litter in the road, close to the edge of the road or on the shoulder of the roadway, or train tracks
• Do not pick up any larger or hazardous litter, including objects containing corrosive chemicals (such as car batteries),
or objects that may carry harmful bacteria or disease (needles, dead animals, items with bodily fluid). Contact Metro
Transit to clean up or remove
• Stay away from any broken glass, razor blades, or other objects that might cause a cut or injury to your hands
• Do not work in the dark or during inclement weather
• Do not try to pick up or move heavy tree limbs or objects
• Do not wear headsets while cleaning the shelter
• Do not overstuff trash bags or compact them
• Do not put your hands in any bagged or collected trash or recycling. Hold all bagged waste away from body to
avoid possible injury (needle punctures, cuts, etc.)
HAZARDOUS MATERIALS
Volunteers must NOT pick up any objects containing harmful and/or corrosive chemicals or that may contain bacteria or
disease. Please call Metro Transit Customer Relations for proper disposal.
