HomeMy WebLinkAboutResolution No. 2025-34 Approve Revised Landscape Plan for 7200 & 7500 France Ave• RESOLU to NO. 2025-34 APPROVING A REVISED LANDSCAPE PLAN FOR PHASE I OF PUD-I6 AND SITE IMPROVEMENT PLAN AGREEMENT (SIPA) — 7200/7250 FRANCE AVENUE BE IT RESOLVED by the City Council of the City of Edina, Minnesota, as follows: Section I. BACKGROUND. 1.01 As part of the site grading for Phase I of the development of PUD-I6 (Ordinance 2024-05), trees were removed along the west lot line that were supposed to remain at 7200 France. Trees were also removed from the adjacent private properties located west of the 7200 France Site. Therefore, a revised landscape plan is required for the area where the trees were removed. 1.02 A Site Improvement Plan Agreement (SIPA) is also required to ensure the landscaping is replaced and the City of Edina has securities in place to ensure the healthy growth of the trees and landscaping. 1.03 The property is legally described as follows: Lot 44, Block I, Oscar Roberts 1st Addition, Hennepin County. The North 325 Feet of the East 520 Feet of the Southeast 1/4 of the Northeast 1/4 Except Road. (7200 & 7250 France. Section 2. FINDINGS 2.01 Approval is based on the following findings: I. The trees and brush that were removed were primarily deciduous trees. 2. The proposed revised landscaping includes evergreen trees for year-round screening in the future. 3. Replacement trees would be planted on a higher elevation in the area to provide better screening from the residential homes to the west, as they sit at a higher elevation than where the trees were removed. APPROVAL NOW THEREFORE, it is hereby resolved by the City Council of the City of Edina, grants approval of the revised landscape plan for Phase I of PUD-16 and the SIPA. Approval is subject to the following conditions: 1. The Final Landscape Plan must meet all minimum landscaping requirements per Chapter 36 of the Zoning Ordinance. A performance bond, letter-of-credit, or cash deposit must be submitted for one and one-half times the cost amount for completing the required landscaping, screening, or erosion control measures. 2. All plantings for Phase I, including the revised landscaping must be in place prior to issuance of a certificate of occupancy for the building at 7250 France.
