the same issue in the interest of time and topic. Individuals should not expect the Chair or

1. Call to Order
Chair Lewis called the meeting to order at 6:00 p.m.
2. Roll Call
Answering roll call: Commissioners Bildsten, Brown, Olson, Rubenstein, Trueger, White, Wright, Lewis
Late: Commissioner Rosen
Absent: Commissioner Lassig
Staff present: Transportation Planner Andrew Scipioni
A. Welcome Commissioners Trueger and White
The Commissioned welcomed Noah Trueger and Joan White, who have been appointed to serve
through March 1, 1028.
Commissioner Rosen arrived at 6:02.
3. Approval of Meeting Agenda
Motion was made by Commissioner Brown and seconded by Commissioner Rubenstein to approve the
agenda. All voted aye. Motion carried.
4. Approval of Meeting Minutes
Motion was made by Commissioner Rubenstein and seconded by Commissioner Brown to approve the
February 20, 2025 meeting minutes. All voted aye. Motion carried.
5. Community Comment
None.
6. Reports/Recommendations
6.1. Traffic Safety Report of February 25, 2025
The Commissioner reviewed and commented on the report.
6.2. 2025 Work Plan Updates
1. Safe and Equitable Mobility Action Plan Participation – Kick-off meeting held 3/11. Staff and
consultants are working on safety analysis and public participation plan.
2. Commission-Led Events – Committee met with Communications to discuss upcoming City events.
3. Review of City Policies/Ordinances – Committee will provide update at next meeting.
4. City Code Update – Staff will bring suggested changes to future meeting.

7. Staff Comments – Received.
7.1. Metro Transit Adopt-a-Stop Program
The Commission discussed potential participation in Metro Transit’s Adopt-a-Stop program.
7.2. Transportation Projects Update
Staff provided an update on current and upcoming transportation projects in and around Edina.
7.3. 2025 Meeting Dates
The Commission’s next regular meeting is Thursday, April 17.

Traffic Safety Report of March 25, 2025
Staff Recommendation:
Review and comment on the staff recommendations.
Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on March 25. The Traffic
Safety Coordinator, Transportation Planner, Engineering Director, Assistant City Planner and Traffic Safety
Specialist and were in attendance for this meeting.
On each of the items, persons involved have been contacted and the staff recommendation has been
discussed with them. They were informed that if they disagree with the recommendation or have additional
facts to present, they can submit correspondence to the Transportation Commission and/or to City Council
prior to the May 6 regular meeting.
Section A: Items on which the Traffic Safety Committee recommends action
A1. Request for crosswalk over Hansen Rd at W 56th St / Canadian Pacific Rail crossing.
Staff recommends a crosswalk with in-street markings and road-side signs connecting the two
pedestrian ramps south of Hansen Road.
Description Following 2021 street reconstruction with added
sidewalk on south side of W 56th St, residents
requesting crosswalk to connect to Yancy Park.

A2. Request for crosswalk over W 66th St at Brittany Rd or Southcrest Dr
Staff recommends adding pedestrian curb ramps as part of future 66th St sidewalk project.
Section C: Items on which the Traffic Safety Committee recommends further study
C1. Parking concerns along Creek Valley Rd, east of Edina High School.
Staff recommends reviewing feedback from impacted residents and further discussion.
Section D: Other traffic safety items handled
D1. A resident requested the removal of a deaf child sign in the Dewey Hill neighborhood. The
neighborhood was contacted and confirmed there is no longer a need for the sign and it was removed.
D2. An online submission was made about excessive speeds on W 78th St, west of Bush Lake Rd. The speed
trailer was utilized and the Police Department will use collected data for targeted enforcement efforts.
D3. A realtor requested temporary one-sided parking restrictions for a home during the Parade of Homes
near Brittany Rd and W 69th St. Temporary signs were placed by the Police Department.
D4. Two complaints regarding signal timing at Vernon Ave and Tracy Ave. The issues were dispatched to
Hennepin County staff and the issues were fixed.
D5. A crosswalk was requested over Blake Rd at Waterman Ave. A video study found 5 total crosses.
Warrants were not met.
D6. A parent noted signal timing issues at W 70th St and Metro Blvd. Staff inspected the signal and verified all
directions are working properly.

Section E: Items recommended for police enforcement
E1. Two complaints regarding drivers improperly traveling thru Benton Ave and Tracy Ave. The EPD was
requested to increase patrol in the area.
E2. A submission regarding vehicle speeds requesting a dynamic speed display sign and increase speed
enforcement near Creek Valley Elementary. The EPD was requested to increase patrol and the location will
be considered for a speed display sign as a policy is developed.
E3. Speed complaints submitted on W 78th St. The EPD was requested to increase patrol in the area.
E4. Metro Transit E-line construction closure at France and W 62nd St led to enforcement requests along
the detour route in the Chowen Park neighborhood. The EPD increased patrol during the closure.
