Edina Lieutenant Completes School of Police Staff and Command at Northwestern University
Edina, Minn., May 6, 2025 – Police Lt. Jacob Heckert has graduated from Northwestern University Center for Public Safety, completing a 22-week program through the School of Police Staff
and Command (SPSC).
“This is a very challenging and demanding course,” explained Chief Todd Milburn. “It provides excellent leadership development for Lieutenant Heckert.”
The Staff and Command program focuses on several major topics of study, including leadership, human resources, employee relations, organizational behavior, applied statistics, planning
and policy development, budgeting and resource allocation.
A student of SPSC Class 583, Heckert received upper-level college instruction alongside 21 other students. The program covered 27 core blocks of instruction and offered additional optional
blocks during each session.
“We are very proud of Lt. Heckert’s accomplishment with this program,” Milburn said.
Established in 1983, this program has successfully graduated over 21,000 national and international students. Many of these graduates have gone on to pursue various leadership positions
within their departments, bringing a new set of skills and knowledge along with them.
