Edina Finance Department Receives Outstanding Achievement in Popular Annual Financial Reporting
Edina, Minn., April 29, 2025– The City of Edina’s Finance Department has been nationally recognized for Outstanding Achievement in Popular Annual Financial Reporting (PAFR) for the
fiscal year ending December 31, 2023 by the Government Finance Officers Association (GFOA).
The GFOA offers a number of award programs that recognize excellence in government finance. In June 2022, Edina’s Finance Department received the Distinguished Budget Presentation Award
for its 2022-2023 biennial budget. The City earned the award again in April 2024 for its 2024-2025 biennial budget. In December 2024, the department received the Certificate of Achievement
for Excellence in Financial Reporting for its 2023 annual comprehensive financial report. Most recently, in April 2025, the department was honored with the PAFR Award for its 2023 report.
The GFOA established the PAFR Program in 1991 to assist state and local governments to extract information from their annual comprehensive financial report to produce high-quality popular
annual financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without a background in public finance.
Edina has produced its PAFR as part of the July issue of the newsletter Edition: Edina for several years.
In order to be eligible for the PAFR Award, a government must also submit its annual comprehensive financial report to GFOA’s Certificate of Achievement for Excellence in Financial Reporting
Program and receive the Certificate for the current fiscal year. Each eligible report is reviewed by judges who evaluate the report based on reader appeal, understandability, distribution
methods, creativity and other elements.

Pa Thao. “Receiving this award not only validates our efforts but also inspires us to innovate and enhance our financial communication, making us proud of this achievement and eager
to build on this success in the years to come.”
