VI.Community Comment
During "Community Comment," the Board/Commission will invite residents to share relevant issues
or concerns. Individuals must limit their comments to three minutes. The Chair may limit the
number of speakers on the same issue in the interest of time and topic. Generally speaking, items
that are elsewhere on tonight's agenda may not be addressed during Community Comment.
Individuals should not expect the Chair or Board/Commission Members to respond to their
comments tonight. Instead, the Board/Commission might refer the matter to sta% for
consideration at a future meeting.

I.Call To Order
Chair Lukens called the meeting to order at 7:10 pm
II.Roll Call
Answering roll call: Chair Lukens, Vice Chair Haugen, Commissioners
Schima, Weber and student Commissioner Pugh.
Absent: Commissioners Martinez Salgado, Tessman, Bartholomew, Lanzas,
and student Commissioner Langsweirdt.
Commissioner Dakane arrived at 7:13 pm.
III.Approval Of Meeting Agenda
Motion by John Haugen to Approve May 9, 2024 Meeting Agenda.
Seconded by Ukasha Dakane. Motion Carried.
IV.Approval Of Meeting Minutes
A.Minutes: Energy & Environment Commission, Apr 11, 2024
Motion by Stephen Schima to Approve April 11, 2024 Meeting Minutes.
Seconded by John Haugen. Motion Carried.
V.Special Recognitions And Presentations
A.Presentation: Climate Action Plan and 2023 CAS Fund Update
Commissioners received a presentation on the progress toward achieving
Edina's Climate Action Plan goals and how dollars were used in the
Conservation and Sustainability (CAS) Fund.
City Manager Scott Neal, Engineering Director Chad Millner, and
Sustainability Manager Marisa Bayer answered questions.
Commissioners agreed that guidance from staff on the most impactful
strategies would be valuable to have as part of the 2025 Commission Work
Plan process.
VI.Community Comment
Students from the Blake School introduced themselves noting they attended
to observe the meeting as part of their coursework.

VII.Reports/Recommendations
VIII.Chair And Member Comments
Commissioner Weber met with the PARC lead for the "study paved areas"
work plan item. Student Commissioner Pugh requested to join the working
group.
Vice Chair Haugen is working with City Forester Luther Overholt to align
the EEC's workplan item "host a buckthorn event" with an existing event
planned for July 13. Vice Chair Haugen will share more with the EEC on
how to get involved.
Vice Chair Haugen discussed his participation in the May 7 City Council
work session on the tree protection ordinance.
IX.Staff Comments
The Carry Out Bag Fee ordinance goes into effect July 1. Staff are working
on marketing and outreach campaign to inform businesses, residents and
visitors.
Staff have received the EEC's Time of Sale Energy Disclosure report and
will be drafting the Staff Report on this item at a later date.
May Edition Edina included an article about the Climate Action Fund
(CAF), which has spurred an increase in applications. We have received 34
requests so far this year, compared to 39 for the entirety of 2023.
