HomeMy WebLinkAboutResolution No. 2025-53 Affirming the City's Committment to a Goal of Zero Traffic Deaths and Serious InjuriesRESOLUTION NO. 2025-53 AFFIRMING THE CITY’S COMMITMENT TO A GOAL OF ZERO TRAFFIC DEATHS AND SERIOUS INJURIES AND RELATED SAFETY ACTION PLAN REQUIREMENTS WHEREAS, the Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over 5 years. The SS4A program funds regional, local, and tribal initiatives through grants to prevent roadway deaths and serious injuries. To be an eligible applicant for this safety funding, a city must have an eligible Safety Action Plan in place; and WHEREAS, the City of Edina is preparing the Safe and Equitable Mobility Action Plan (SEMAP) as their Safety Action Plan intended to reduce fatal and serious crashes for all roadway users and also address the federal requirements to participate in future SS4A grant opportunities; and WHEREAS, the SEMAP requires an official public commitment from the local governing body establishing an eventual goal of zero roadway fatalities and serious injuries on its roadways; and WHEREAS, in the last ten years (2015-2024), 53 serious injury crashes and 4 fatal crashes occurred on roadways within the city limits and this will serve as a baseline for the City’s interim and final crash reduction goals; and WHEREAS, subject to a funding award for an identified project in the plan, the City Council would be asked to consider authorization to execute a federal grant agreement at a future meeting: NOW, THEREFORE, BE IT RESOLVED, that the City Council commits to a goal of zero traffic deaths and serious injuries on all roadways in the City of Edina by 2050, and with an interim goal of 50 percent reduction in fatal and serious injury crashes by 2035; and be it further RESOLVED, that the City Engineer or designee will establish a task force comprised of various area leaders charged with the oversight of the SEMAP development, implementation, and monitoring; and be it further RESOLVED, that the City of Edina commits to annual monitoring of progress toward its roadway fatality and serious injury reduction goals, and to annual reporting of progress through a public and accessible communication medium.
