Information/Background:
The City Council establishes boards and commissions to increase resident engagement by providing
opportunities for residents to serve the community, to advise City Council on important topics and
participate in meaningful work. In the past, commissions developed work plans on an annual basis. In
November 2024, Council approved a new work plan process to establish a two-year work plan cycle for
commissions.
The updated process above looks the same as previous years with commissions developing their work plans
in the summer months. Besides moving to a two-year work plan, the joint work session has been
repurposed.
Purpose of work session:
This joint work session is a key step in launching the two-year work plan process. It provides an opportunity
for Council and each commission to align priorities, receive feedback and clarify directions before
commissions begin developing their formal work plans for 2026–2027. There will be no formal commission
presentation. Instead, the focus is on a forward-looking discussion to understand City Council priorities for
each commission’s work plan.

Resources/Financial Impacts:
Commission initiatives with budget impacts are approved as part of the city's two-year budget cycle.
Commissions do not have the authority to approve purchases or financial investments. However,
they can inquire about financial support via their staff liaison.
Relationship to City Policies:
Commission work plans serve as an operational tool to support the city council's overarching goals,
budget pillars and values.
