The last major update of Edina’s zoning ordinance was in 1970, and it has been incrementally modified since then. In that time, Edina has become a fully built-out community, and the existing code has become outdated. The City completed an audit in 2024 that found numerous issues with the existing code. “It’s become apparent that the code is no longer well aligned with our Comprehensive Plan and does not reflect the community’s expectations and desires for new development,” said Community Development Coordinator Addison Lewis. This contributes to less predictable outcomes in the development review process. The patchwork modifications over many previous years have resulted in conflicts and confusion within the code, Lewis said. Consultant ZoneCo, experts in modernizing zoning codes, will lead the effort along with City staff for the estimated 18-month project. In addition to aligning and clarifying the code, project goals include simplifying it so it’s easier to understand and better organized. The project will include multiple opportunities for public input. Interested residents, business owners and developers are encouraged to follow the project at EdinaMN.gov/ZoningCodeUpdate and sign up for email updates on the project site.
