issues or concerns that are not scheduled for a future public hearing. Items that are on
tonight's agenda may not be addressed during Community Comment. Individuals must
limit their comments to three minutes. The Chair may limit the number of speakers on
the same issue in the interest of time and topic. Individuals should not expect the Chair or
Board/Commission Members to respond to their comments tonight. Instead, the
Board/Commission might refer the matter to staff for consideration at a future meeting.

and provide opportunities for engagement.

Sec. 2-162. Establishment.
The council, acting as the community health board pursuant to Minn. Stats. ch. 145A and article II of chapter
20, hereby establishes the community health commission.

Sec. 2-163. Purpose and duties.
In determining the mechanisms to address Edina public health priorities, the community health commission
shall study and advise the community health board on:
(1) Monitoring health status to identify community health problems;
(2) Diagnosing and investigating problems and health hazards in the community;
(3) Informing, educating, and empowering people about health issues;
(4) Mobilizing community partnerships to identify and solve health problems;
(5) Developing policies and plans that support individual and community health efforts;
(6) Enforcing laws and regulations that protect health and ensure safety;
(7) Linking people to needed personal health care services;
(8) Ensuring a competent public health and personal health care workforce;
(9) Evaluating effectiveness, accessibility, and quality of personal and population-based health services;
and
(10) New insights and innovative solutions to health problems.

Sec. 2-164. Membership.
The community health commission shall consist of nine regular and two student members. Members shall
include, if possible, providers and consumers of health care services.

Sec. 2-165. Subject to general provisions governing boards and commissions.
The membership and operations of the community health commission shall be governed by sections 2-162
through 2-165 of this Code.

community health board regarding Edina Public Health priorities and the duties of a community health board.

Sec. 2-163. Duties.
The commission shall:
1. assuring an adequate local public health infrastructure by maintaining the basic foundational capacities
to a well-functioning public health system
2. promoting healthy communities and healthy behavior through activities that improve health in a
population
3. preventing the spread of communicable disease by preventing diseases that are caused by infectious
agents
4. protecting against environmental health hazards by addressing aspects of the environment that pose
risks to human health
5. preparing and responding to emergencies by engaging in activities that prepare public health
departments to respond to events and incidents and assist communities in recovery
6. assuring health services by engaging in activities such as assessing the availability of health-related
services and health care providers in local communities, identifying gaps and barriers in services;
convening community partners to improve community health systems; and providing services identified
as priorities by the local assessment and planning process.

Project Overview:
The City of Edina is updating all sections of Chapter 2 – Administration, Article III – Boards,
Committees and Commissions to improve consistency, clarity, and alignment with current practices.
Each commission’s section is being reviewed to ensure it accurately reflects its purpose, duties, and
advisory role.

• The new version of the city code adds the purpose of the Community Health Commission, which is
to advise the community health board regarding Edina Public Health priorities and the duties of a
community health board. The older version only established the commission.
Duties (Sec. 2-163)
• The new version of the code condenses the list of duties from ten duties to six.
• The old version included items within duties that largely fell within the purview of public health
staff; realignment of these duties helps right-size expectations and scope of work for volunteers.
o The new version’s duties are poised to be more consistent with the responsibility of the
volunteers appointed to the commission rather than the staff responsible for liaising the
commission
Membership (Sec. 2-164)
• The old version states that members should include providers and consumers of health care
services, if possible. The newer version does not include this provision.
