Approval of Meeting Minutes Lonnquist stated that former Commissioner Hassenstab was not in attendance at that meeting. Community Comment: None VI. Reports/Recommendations A. COA: H-25-3, 4406 Sunnyside Road-Changes to Street Facing Facade Liaison Dalrymple stated that the property is located on the north side of Sunnyside Road. The existing home on the lot is a two-story home that was built in 1926. The house was previously noted as being a Tutor Revival-Style home. The house has been significantly remodeled and is now an example of the Neo-Craftsman-Style or Neo-Victorian-Style. It is a non-contributing resource in the district. The applicant is requesting a Certificate of Appropriateness for changes to the street facing façade. The proposed changes include removing and reducing the roof overhang, gable returns, and removing arched windows with replacements of rectangular windows. The recommendation is to approve the changes to the façade of the home. Any change to the current plan would need to be submitted for review. Additional discussion ensued. Motion made by Commissioner Jarvinen, seconded by Commissioner Breiter, to approve COA: H-25-3, 4406 Sunnyside Road-Changes to Street Facing Facades submitted. All voted aye. The motion carried. B. COA: H-25-4, 4516 Wooddale Avenue-Changes to Street Facing Facade Liaison Dalrymple stated that the property is located on the west side of Wooddale Avenue. The existing home on the lot is a two-story Garrison Revival that was built in 1931. The Certificate of Appropriateness is for changes to the street facing façade. The homeowners applied for a COA for a covered entry in July of 2024. In November of 2024, Staff was notified that the project under construction did not match the approved COA. The homeowners were notified that the project needed to cease and either a new COA would need to be applied for, or the project needed to match the approved COA. Liaison Dalrymple stated that Hess Roise has reviewed the application and provided a memo. Liaison Dalrymple stated that the recommendation is to deny the COA. The denial is based on the fact that the new design of the covered entry places the line of the eave below the horizontal line created by the projecting second story overhang, which is a defining feature in the Garrison Revival style. The design does not meet the Guidelines B and I in the Country Club Plan of Treatment. Additional discussion ensued. Many references were made to images that were being shared. The discussion shifted to the re-created (due to rot) sunburst. Additional discussion ensued. Motion made by Commissioner Olson, seconded by Commissioner Farrell-Strauss, to approve COA: H- 25-4, 4516 Wooddale Avenue-Changes to Street Facing Façade as submitted. 4 ayes, 1 abstention (Cundy). The motion carried. C. COA: H-25-2, 4617 Casco Avenue-New Detached Garage Liaison Dalrymple stated that the home is located on the east side of Casco. The existing house on the lot is a two-story Tudor Revival style house that was built in 1930. The Certificate of Appropriateness is for the removal of the existing detached garage and the rebuilding of a new detached garage. The existing detached garage was built in the late 1960’s, which is after the period of significance for the district. The existing garage is 14 feet tall. The proposed garage will be 18 feet tall, which makes it Code compliant. Liaison Dalrymple stated that Hess Roise has reviewed the COA and provided a memo. The recommendation is to approve the proposed COA. Any change to the COA would need to be resubmitted for review. An “As Built Plaque” should be installed on the exterior of the garage. Commissioner Everson joined the meeting at 8:02. Additional discussion ensued regarding the location of the garage. There was consensus that circular windows would be more appealing than the rectangular windows and to match the fascia as closely as possible. Motion made by Commissioner Jarvinen, seconded by Commissioner Pope, to approve COA: H-25-2, 4617 Casco Avenue-New Detached Garage with noted modifications. All voted aye. The motion carried. D. 2025 Chair and Vice Chair Elections This item was considered after Item E below. Chair Lonnquist stated that she is cycling off the Heritage Preservation Commission. Commissioner Cundy stated that he would like to nominate Tommy if he would accept. Chair Lonnquist asked Vice Chair Everson if he would be willing to accept the role as Chair. The answer is yes. Motion made by Commissioner Farrell-Strauss seconded by Commissioner Everson to elect Commissioner Everson as Chair of the Heritage Preservation Commission. All voted aye. The motion carried. Chair Lonnquist requested nominations for a Vice Chair. Commissioner Cundy) asked if Commissioner Pope would be willing to serve as Vice Chair. The answer is yes. Commissioner Olson nominated Commissioner Cundy. Commissioner Cundy stated that he respectfully declined. Discussion ensued regarding the Preservation Award. Discussion ensued regarding the Richard Lundgren homes. VIII. Staff Comments: June 3, 2025, Joint Heritage Preservation Commission and City Council Work Session Liaison Dalrymple stated that the Work Sessions usually begin at 5:30 p.m. and they go until about 6:30 or 6:45 p.m. In general, half of the Work Session will be dedicated to the Heritage Preservation Commission. The front façade remains substantially unchanged. The windows will be replaced with the same size and style as the original windows. The existing front entry with the flat roof was evidently an addition to the original structure in the 1940’s. The change from the flat roof over the entry with the hip style is more consistent with the original architectural style. The proposed attached 2-car garage is in the same location as the existing detached garage, which has suffered fire damage in the past and needs to be replaced. The new garage will have a similar street presence. The two-story addition begins at the rear of the existing house, and extends towards the rear of the property with very little impact to the street view. The roof style and pitch, windows, building proportions and finish materials are an extension of the original home design. The Project as proposed meets the applicable City Zoning Ordinances. Every effort has been made to ensure that the street view has not been significantly altered, and that the addition will not only be historically compatible with the existing home but an enhancement to the neighborhood. The applicant is also proposing to demolish the existing two car garage and rebuild an attached garage within an addition off the rear of the existing home that is not visible from the street. Page 16 of 32 Page 1 MEMO Date: 03/05/2025 To: Emily Dalrymple, City of Edina From: Elizabeth Gales and Rachel Peterson, Hess, Roise and Company Re: Certificate of Appropriateness Review – 4519 Drexel Avenue Hess Roise has reviewed the Certificate of Appropriateness (COA) application for 4519 Drexel Avenue in the Country Club Historic District using “Edina’s Historic Country Club District Plan of Treatment.” House The house has elements of the Colonial Revival style and is a contributing resource to the historic district. Character-defining features of 4519 Drexel Avenue include: • Two-story building with hipped roof. • Multi-pane, double-hung sash windows with decorative shutters. Wider decorative molding surrounding the windows. The city’s file for the property notes that in 1949 the one-story, flat-roofed entrance vestibule was constructed on the south facade. The period of significance for the historic district ends in 1944. Since the entrance vestibule was built after the period of significance, it is not historic. Proposed Work City of Edina staff have instructed Hess Roise that the following items require review under the COA application. No other work is to be reviewed by the Heritage Preservation Commission: • Modifications to the non-historic entry vestibule. • Removal of the existing detached garage. The flat roof of the non-historic entry vestibule will be replaced with a hipped roof, which is inspired by the house’s roof. The cornice and pilasters of the door surround at the main entrance will be removed and a new simpler door surround with a segmental-arched transom window above the door will be installed. A free-standing, hipped-roof garage is located at the rear of the property. The city’s file for the property does not note construction of the garage. The building appears in the earliest available aerial photograph from 1957. It is possible that the garage may have been constructed during the period of significance. In the COA submittal, the applicant notes that the garage suffered fire damage sometime in the past and should be replaced. The Plan of Treatment includes ten guidelines. The following are considered the most relevant to the proposed work. Page 17 of 32 Page 2 B. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided. I. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. J. New additions and adjacent new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment will be unimpaired. Recommendation The proposed changes to the non-historic entrance vestibule meet guidelines B, I, and J. The vestibule is not historic and no historic material will be damaged by the modifications. The new hipped roof and door surround will not destroy the historic materials, features, or spatial relationship of the house. The hipped roof could be removed in the future, and while repairs might be needed to the south wall of the house, its essential form and integrity would not be impaired. The garage is a secondary structure and is not considered a distinctive feature of the property. Changes to the garage, including removal, would not affect the house’s contributing status to the historic district. Hess Roise recommends approval of the changes to the non-historic entrance vestibule and demolition of the existing garage. Per direction from the city, no evaluation or recommendations are included for any other work on the property.
