1. Call to Order
Chair Pfuhl called the meeting to order at 7 p.m.
2. Roll Call
Answering roll call were Commissioners Bye, Garazatua, Hulbert, Spaulding, Welsh, Wick, Kane, and
Pfuhl
Student Commissioner Syed arrived at 7:03 p.m.

7.1 Summer Youth & Special Event Programming Update
Assistant Director Petersen introduced Recreation Supervisor Amanda Clarke. Recreation
Supervisor Clarke gave an update on the youth and special events from the past summer.
Commissioners asked questions and made comments.

Assistant Director Petersen introduced General Manager Patty McGrath. General Manager
McGrath gave an update and presentation on the Edina Aquatic Center. Commissioners asked
questions and made comments.
7.3 Initiative 1.5.6 City Code Update – Article III. Boards, Committees and
Commissions, Division 7. Parks & Recreation Commission
Staff Liaison Vetter went through the highlighted changes from the City Code update – Article III.
Boards, Committees and Commission, Division 7. He pointed out the duties went from a
paragraph standpoint to a bullet list. He noted currently with membership there is a non-voting
commissioner that is nominated by the School Board and confirmed by the City Council. He
commented in his tenure at the city the school liaison commissioner has not attended a meeting.
That is one big change on the commission make-up is they are going to propose that position go
away. They do network with the school district whether it’s with community education, athletics
department or administration if things were to arise.
Chair Pfuhl indicated with regards to duty #3, “Recommend recreation programs and activities
that meet the needs of the community”, she thinks it is missing two things. It should state they
collaborate with the community, and they are responsive to the community needs.
Chair Pfuhl indicated with regards to duty #4, “Review and advise on issues related to natural
resources, wildlife management, and preservation of natural areas” she feels there should be a
caveat that states “within the Parks & Recreation System”. She wants to make sure they aren’t
weighing in on areas that are not within the Parks & Recreation system.
Staff Liaison Vetter indicated he will make the edits to duties #3 and #4.
8 Chair and Member Comments
• Chair Pfuhl informed the commission that the Adaptive Open was held at Braemar Golf
Course at the end of September, and the course and team did a fabulous job. She noted she
volunteered for it, and it was wonderful to see how everyone pitched in, it was a lot for the
team to coordinate so kudos to them. Staff Liaison Vetter replied they are really looking
forward to hosting again. If they could make it an annual tradition that would be fantastic. He
noted he thinks there were 8 different categories. He also stated that General Manager Joe
Abood and his team did an amazing job.
9 Staff Comments
9.1. Upcoming 2025 Meetings and Events
Staff Liaison Vetter gave the following updates:
• Beginning in January 2026 the city will have a remote meeting participation policy for
boards and commissions. They are currently working on the technology deployment.
• The next Parks & Recreation Commission meeting will be held on Wednesday, Nov. 12
due to Veteran’s Day. The agenda will include the proposed 2026 fees, General Manager
Tiffany Bushland will be giving an update on Centennial Lakes, and the commission will
discuss Alternative Funding Strategies. He noted at that point they will be close to

touching on all initiative pieces for the year. Staff Liaison Vetter informed the commission
there is nothing scheduled for the Dec. 9 meeting and suggested they cancel the
December meeting. He also informed the commission he will be out after the November
meeting because he will be having knee replacement surgery.
• The 2026 projected meeting dates will soon go to the City Council to act on. There may
be a couple of meetings that will be switched from the second Tuesday of the month.
Once the schedule is approved, he will inform the commission of those changes.
9.2 Remote Meeting Participation Policy
• This item was previously discussed. Staff Liaison Vetter pointed out there are few key
points regarding this policy in the packet.

Action Requested:
Annually the Parks & Recreation Commission is asked to review and recommend fees to the
City Council. The City Council then reviews and adopts a formal resolution authorizing fees
for the upcoming calendar year.
Information/Background:
Staff requests that the Parks & Recreation Commission review and recommend the attached
proposed 2026 Parks & Recreation Fees to the City Council. This includes Braemar Arena &
Field, Braemar Golf Course & Golf Dome, Centennial Lakes Park, Edinborough Park and the
Edina Aquatic Center.

Proposed Parks & Recreation Fees for 2026
Information/Background:
Annually the Parks & Recreation Commission is asked to review and recommend fees to the
City Council. The City Council then reviews and adopts a formal resolution authorizing fees
for the upcoming calendar year.
Fee Philosophy
Traditionally fees are set based upon several factors such as corresponding market comparison
of similar or like offerings at neighboring communities, fee history, customer satisfaction,
operating budget and cost recovery expectations.
The blend of these philosophies establishes a fee range that provides equal opportunity,
affordability, and accessibility to users and guests that utilize our facilities. It also provides an
opportunity to cover costs whenever possible.
Factors Impacting Costs
Several factors are considered when establishing potential cost increases to the proposed 2026
rates. Among the most notable are:
• Continued ability to recruit, train and retain high quality and an appropriate number of
staff (full-time, part-time and seasonal) for programs and facilities. This has included
staying competitive with hourly wages.
• Ensure that we maintain a high level of customer service and safety at each of our
facilities by continued diligence in having the appropriate number of staff working with
large volumes of users and guests.

• The ability to navigate permanent and continued increases in costs with vendors,
contractors and specialty repairs at our unique facilities.
• Anticipate the volume of repairs at many of our aging facilities.
• Maintain a quality and valued product that is well operated, maintained and safe.
Revenue Sources
Each facility’s revenue sources are unique and are highlighted below in greater detail:
Aquatic Center
• Propose to change season pass pricing structure with the following modifications:
o Slight decrease in rates
o Emphasis on individual pass holders as well as a family of 4 option with option to
add members up to 9
o Addition of Senior (Ages 60+) rate
o Addition of an August only rate
• No changes for daily admission rates except for the added senior rate.
• Propose to move to Under Age 2 for free admission instead of Under Age 1.
• Continue with 5 & 10 punch pass for daily admission; This pricing tactic proved
successful last season by providing another flexible option.
• Propose the addition of facility rental opportunities. Rentals would be after hours or
on a designated day/time each month; rentals would not occur during regular business
hours. Many of our like facility counterparts are offering rentals like what is being
proposed.
• Propose new cabana rentals for both weekday and weekend use.
• Propose a lower cost birthday party package option for the concessions area location;
with both the concession location and cabana location staff will look to increase our
birthday party offerings since they have declined over the past number of years.
Braemar Golf Operations
• No changes are being proposed for green fees.
• Small increase being proposed for golf car rate; aligns with increased costs and industry
standard.
• Small increase is proposed for room spaces at the golf course to factor in staffing and
cleaning costs.
• Propose to move to one pricing structure for shot-gun events.
• Computerized golf handicaps will now be managed by the Minnesota Golf Association
(MGA)- Braemar Golf will receive $10/per handicap.

• Propose small increases to various golf dome rates- increased rates would not go into

• Industry standard and similar facilities for the Braemar Golf Course comparison include
Chaska Town Course, Edinburgh USA, Brookview Golf Course, Keller Golf Course
and Baker National Golf Course.
Edinborough Park
• No changes are being proposed for daily admission or 10-admission pass for pool and
track use; current pricing is at the top of the scale with like-service providers.
• Propose 3% increase to pool & track annual membership.
• No changes are being proposed for Playpark daily admission or 10-admission pass.
• Propose 3% increase for Playpark annual membership.
• Propose 7% reduction in fees for birthday party packages to be more competitive with
like-service providers; decline in parties over the last few years and plan to increase
volume to make up for reduction.
• Align amphitheater rentals to more closely match other facilities and ability to add
additional rentals with new technology/video screen.
• Propose additional private rental opportunities for Playpark only that would occur
during non-business hours.
Centennial Lakes Park
• No changes are being proposed for most rate categories at the park.
• An additional set-up rate for renters wanting additional time outside of the set rental
block time is proposed.
Braemar Arena/Field
• Increases are being proposed for the hourly ice rate. These rates keep the arena
within the 3% tile of comparable ice facility rates.
• Propose elimination of off-season ice rate. Arena would move to a single rate year-
round model: this matches industry standard with Minneapolis, Bloomington, Plymouth
and other rinks. Demand continues to be strong for ice time compared to
surrounding facilities.
• Propose to move to single rate for holiday ice rate: factors in staffing and overtime
costs.
• Ice rate increases would go into effect April 1, 2026. This would follow suit with how
we structure the timing for Braemar Field increases.
• Increases are being proposed for Braemar Field turf rates and would go into effect
Nov. 1, 2026; allows time to properly communicate upcoming fee changes with user
groups and the youth athletic associations.

Sec. 2-255. Establishment and Purpose.
The City Council establishes the Parks and Recreation Commission to promote and support vibrant parks,
open spaces, and recreation in enhancing the quality of life, fostering community wellbeing, and strengthening
Edina’s identity. The commission serves as an advocate for accessible, inclusive, and sustainable parks and
recreation opportunities that connect residents to nature, play, and each other now and for future generations.
Sec. 2-256. Duties.
The commission shall:
1. Advise the City Council on the planning, development, and use of parks, open spaces, and recreation
facilities.
2. Review and comment on policies, priorities, and community needs related to recreation services and
activities
3. Collaborate with and be responsive to the community by receiving ideas to help advocate for and guide
recommendations on recreation programs, park development and facility use.
4. Review and advise on issues related specifically to the city’s park and recreation system, including
natural resources, wildlife management, and preservation of natural areas within park boundaries.
5. Contribute to long-term planning efforts for maintaining and improving the city’s park and recreation
systems.
Sec. 2-257. Membership.
The Parks and Recreation Commission shall consist of nine regular members, two student members, and
one ex officio, non-voting member representing the school district, to be selected by the school district
superintendent. The school district representative position shall remain in place unless a change is deemed
necessary by the superintendent or the City Manager. The district representative is not required to be an Edina
resident and is not subject to attendance requirements.

Initiative 1.5.2 Review and compare park shelter building amenities and function
The upcoming capital improvement program identifies several park
shelter building replacements. Part 1: The commission will study and
report on user experience enhancements, amenities and style of facility
approaches that are successful in current Edina parks and surrounding
communities to help guide future replacement projects. Part 2: The
commission will evaluate Edina Parks that have and those that do not
have park buildings and propose criteria for constructing or
decommissioning at each site.

Initiative 1.5.3 Review 2016 Parks & Recreation Strategic Plan content, identify key
study areas to include in upcoming 2026 update for topics, research
and potential data collection.
The Parks and Recreation Department completes a strategic plan every 10
years prior to the development of the Comprehensive Guide Plan. The
strategic plan informs the parks chapter of the comprehensive guide plan
and is used as a pathway to prioritize and further develop the park
system. This initiative will review the content of the 2016 plan, identify
areas to add or modify for the upcoming work.

Initiative 1.5.4 Research and if feasible, develop action plan or further research of no
more than two Alternative Funding Strategies (2023 Work Plan Item)
to progress that initiative.
The commission delivered a report on alternative funding methods that
could be considered to supplement financial contributions to the park
system. This initiative will revisit that report and do an in-depth analysis
on no more than two methods to provide greater analysis for
consideration by the City Council.

Initiative 1.5.5 Review Climate Action Plan priorities and conduct research on
external park agencies that are implementing projects that would be
beneficial to the Edina Park system.
The commission will review the Climate Action Plan with the Cityʼs
Sustainability Manager for actions related to the Park System.
Commissioners will then research external park agencies that are
implementing projects successfully to address items in the plan that are
relevant for consideration and planning in Edina.

Item Title: Remote Meeting Participation Policy

Information/Background:
At the October 7, 2025, City Council meeting, a Remote Meeting Participation Policy was
approved by the Council. That allows members of City boards and commissions to attend meetings
using interactive technology (audio and video) in accordance with changes to Minnesota's Open
Meeting Law.
Key points to know:
• Members may participate remotely when they are physically unable to attend in person (for
example, due to medical recovery, travel, or work obligations).
• Members must notify their staff liaison at least two business days before the meeting if they
plan to attend virtually.
• At least one member must be physically present at the official meeting location for the
meeting to proceed.
• Members must attend the full meeting and have both audio and video active throughout.
The City is currently completing technology upgrades needed to support this new policy. Boards and
Commissions will be able to begin using remote participation starting January 1, 2026.
This policy is designed to make participation more accessible while maintaining transparency and
compliance with state law. The full policy will be shared with commission members by MJ Lamon.

Meetings By Interactive Technology
Purpose
This policy is intended to provide a clear and consistent method for remote participation in meetings of
public bodies, in accordance with Minnesota’s Open Meeting Law. This policy does not apply to closed
meetings of the City Council or the Housing and Redevelopment Authority as defined by State law.
Scope
This policy applies to:
• Members of the Edina City Council
• Members of Edina Housing & Redevelopment Authority
• Members of Edina’s Council-appointed advisory Boards and Commissions
General Requirements for Remote Participation
A member of the City Council or an advisory Board or Commission may participate in a public meeting
remotely using interactive technology (live audio and video) only when all the following conditions are
met:
1. Justification
The Member is physically unable to attend the meeting in person. Examples include:
o Medical procedure or recovery period o Work-related travel or recurring professional obligations o Planned personal travel that conflicts with a meeting date
o Ongoing caregiving responsibilities that prevent in-person attendance
o Other known personal conflicts that are communicated in advance
o Military deployment
Use of remote participation for last-minute, unforeseen issues (such as illness or emergencies) is
addressed separately in the Advance Notification section of this policy and should remain the
exception.
2. Technology Access
The Member has access to technology that enables participation in the meeting via live, two-way
audio and video. The City will select the technology platform and ensure adequate training is
provided for its use.
3. Full Participation & Attendance
The Member will be asked to join the meeting approximately 15 minutes before it is scheduled
to begin to test technology and must be present for the entire meeting—from roll call to
adjournment—watching and listening live through video and audio. In order to receive
attendance credit, Members are expected to attend the entire meeting, unless an alternative
arrangement has been pre-coordinated with staff. The Member must be able to hear others and

be heard clearly whenever speaking. The Member’s camera should remain on throughout the
meeting to show active participation. While the microphone may be muted when the Member is
not speaking (for example, to prevent background noise or other activity at the meeting
location), it must be unmuted when participating in discussion or voting. The chat feature will be
turned off for all public meetings conducted with interactive technology.
4. Controlled Meeting Location
Members may participate from either a public or private location, such as a home, office or
hotel room. However, the Member must ensure that no one is sitting with them or nearby in a
way that could influence what they say or how they vote during the meeting. While everyday
background activity (such as a child in another room or someone briefly walking by) is
understandable, the meeting space must be set up so that no other person is actively involved in
the Member’s participation. This includes people offering suggestions, speaking during discussion
items, or reacting to the meeting content.
The Member is responsible for choosing a location that maintains the independence of their
participation, avoids disruptions and supports a fair and respectful meeting environment.
5. Advance Notification
The Member must notify City staff of their intent to attend virtually at least two business days
before the meeting date. This notification should be submitted via email to:
o Staff liaison for Board and Commission members
o The City Manager for City Council Members and HRA Commissioners
Recognizing that unexpected circumstances may arise, Members might still be able to participate
remotely with less than two days’ notice, when necessary, provided they meet all the
requirements outlined in this policy, inform staff as soon as reasonably possible and staff is
available to set up the electronic meeting.
Examples of acceptable last-minute circumstances may include:
o Sudden illness or COVID-like symptoms
o Unexpected childcare or dependent care conflicts
o Unexpected work obligations or travel delays o Inclement weather or transportation issues o Personal or family emergencies
Staff liaisons and the City Manager or designee are authorized to use discretion in determining
whether a last-minute remote attendance request is appropriate.
Physical Presence Requirements
To comply with Minnesota Open Meeting Law and ensure public access and accountability, at least one
member of the body must be physically present at the official meeting location for a meeting to proceed.
Official meeting locations with the technology to accommodate electronic meetings with a viewing
public include the Council Chambers and Community Room of Edina City Hall and the Multipurpose
Room of the Public Works & Park Maintenance Facility. City staff do not count toward the physical
presence requirement.

• City Council & HRA Meetings
At least a quorum of Council Members or HRA Commissioners must be physically present in
the public meeting location for a meeting to proceed. The City Manager will coordinate in
advance with Council Members and HRA Commissioners to ensure the in-person quorum is
met.
• Planning Commission, Heritage Preservation Commission Meetings, Board of
Appeal & Equalization, Construction Board of Appeals
At least a quorum of Members must be physically present in the public meeting location for a
meeting to proceed. The Staff Liaison will coordinate in advance with Commissioners to ensure
the in-person quorum is met.
• Other Commission Meetings
At least one voting member must be physically present at the official meeting location. This
responsibility will default to the Chair unless another member has agreed in advance to be the
designated in-person participant.
If no member is present in person at the designated meeting location, the meeting must be canceled or
rescheduled. This requirement applies to all regular and special meetings unless a State of Emergency has
been declared and the conditions of Minn. Stat. §13D.021 (Emergency Meetings) are met.
Legal Compliance
All remote participation must comply with applicable provisions of Minnesota Statutes §13D, including:
• Proper meeting notice
• Roll-call votes
Remote participation will not be permitted if it does not meet legal or technological requirements.
Implementation
• City staff will maintain a record of remote participation through official minutes to reflect mode
of attendance.
• This policy will be reviewed annually or as necessary.
