Information/Background:
The 2024-2025 Budget Work Plan contains two items under the budget pillar "Livable
Communities." One of these is "Advance progress to affordable housing goals, including
increasing housing option and developing a long-term strategy." This is the first of three work
sessions to begin defining the preferred strategy for addressing this work plan item.
Multiple City policies and plans intersect and guide housing development. The plans and
policies were often developed by teams of Edina residents serving on committees that met
multiple times over many months. Often the City invested financially in consultants to guide
staff and the volunteers through the plan and policy development process. Further, in
aggregate, there were hundreds of public meetings to review the Plans and Policies prior to
adoption.
In this work session we will review the adopted plans and policies in the context of
housing. In future work sessions we will review Edina demographics and housing data;
finally, we will discuss future direction for affordable housing in the context of existing policies,
plans, and data.

Livable City
Values Impact:
Engagement Affordable housing fosters a sense of belonging by providing stable,
inclusive communities where all residents feel valued and connected.
Sustainability
Affordable housing and climate action are closely related because the
way homes are built and where they are located contributes to
community greenhouse gas emissions. Building sustainable, dense
housing can reduce the carbon emissions from the built environment
while also creating more affordable housing options that are walkable,
have lower utility costs and are resilient to climate change.
Health
Safe and affordable housing is one of the most basic and powerful social
determinants of health. Quality housing improves the health of
vulnerable populations and is a cornerstone of a strong and healthy
community.
Stewardship
Investing in affordable housing ensures responsible management of
resources to create sustainable, long-term housing solutions for
community stability.
Equity
Access to affordable housing in different phases of life creates
opportunities to minimize housing disparities that disproportionately
impact people of color, seniors, and people with disabilities.

Livable City:
Ensuring a vibrant city requires forward thinking and preparation.
Affordable, walkable neighborhoods that foster mobility and
interconnectedness improve the quality of life for current and
future residents. Reducing the community’s greenhouse gas
emissions and responding to climate change through adaptive
management of natural assets such as trees, greenspace, and
water is critical to the health of future generations.

Policy/Plan Relationship to Affordable Housing
Affordable Housing Policy Pertains to new multifamily, market rate housing. Calls for the inclusion of affordable
housing units or a payment in lieu to support other affordable housing programs.
Racial Equity
Implementation Report
Directs the City to ensure ordinances, policies, and procedures are equitably
enforced and that City decisions consider the impact to historically
underrepresented groups. Housing development and preservation falls under this
umbrella as affordable housing could address the needs of the City most vulnerable
populations.
Budget Values and Pillars Guides City budgeting decisions. Affordable Housing is the primary item within
budget goal for "Livable City", yet there are no general funds allocated to this effort.
Comprehensive Plan Calls for the creation of 1,804 new affordable housing units by 2030, including rental
and ownership, multifamily and single family, and missing middle. To date the City had
deliver 17.2% of goal.
Transportation Plans
Calls for land use changes that discourage motor vehicle use and encourage
alternative transportation options. Increased density, particularly along transit routes,
promotes a more sustainable transportation system

Implementation Report
Supports the goals of creating 1804 new affordable housing units, in addition to
promoting attainable housing. For both affordable and attainable, single family,missing
middle, and multifamily housing is encouraged.
Values Viewfinder
The goal of the Values Viewfinder is to incorporate budget values in City decision-
making processes. Affordable housing aligns with budget values with regards to safety,
accessible housing options, stress reduction, engaged community, neighborhood
stability, and social connectedness.
Climate Action Plan
To achieve CAP goals, preserve and enhance affordable housing,especially near bus
service to protect vulnerable populations and increase affordable housing and
other housing opportunities in anticipation of climate migration.
Tree Ordinance A demonstrated compromise to between two values: protect the tree canopy and
support affordable housing by including a home value threshold.
