Call to Order Chair Lewis called the meeting to order at 6:03 p.m. 2. Roll Call Answering roll call: Commissioners Bildsten, Brown, Olson, Rosen, Wright, Bracken, Lewis Late: Commissioner Lassig Staff present: Transportation Planner Andrew Scipioni 3. Approval of Meeting Agenda Motion was made by Commissioner Brown and seconded by Commissioner Olson to approve the agenda. All voted aye. Motion carried. 4. Approval of Meeting Minutes Motion was made by Commissioner Brown and seconded by Commissioner Rosen to approve the November 20, 2025 meeting minutes. All voted aye. Motion carried. Commissioner Lassig arrived at 6:07. 5. Community Comment None. 6. Special Recognitions 6.1. Commissioners White and Brown The City and Commissioners thanked White and Brown for their years of service on the Commission. 7. Reports/Recommendations 7.1. Prospect Knolls A/C/D Reconstruction Project The Commission discussed the City Council’s decision to remove the proposed sidewalks from this project. 7.2. Wooddale Avenue Bike Lanes Project The Commission reviewed and commented the proposed project. Motion was made by Commissioner Bildsten and seconded by Commissioner Rosen to approve the advisory communication as drafted. All voted aye. Motion carried. 7.3. Traffic Safety Reports of December 9, 2025 and January 27, 2026 The Commission reviewed and commented on the recommendations of the Traffic Safety Committee. (January 27, 2026) Motion was made by Commissioner Lewis and seconded by Commissioner Bildsten to recommend adding school day parking restrictions on the entire north/east side of Concord Terr/St Johns Ave between Concord Ave and W 58th St. All voted aye. Motion approved. 7.4. 2026/2027 Work Plan Updates 1. Safe and Equitable Mobility Action Plan Participation – Project management team is refining the countermeasures toolbox and preparing the draft plan. The City’s GreenCorps member has also overlaying the safety priority network with current CIP maps. 2. Traffic Safety Standards – No update. 3. Innovative Traffic Calming Solutions – No update. 8. Annual Elections Commissioner Bildsten nominated Commissioner Wright as Chair. Motion was seconded by Commissioner Olson. All voted aye. Motion carried. Commissioner Lewis nominated Commissioner Rosen as Vice Chair. Motion was seconded by Commissioner Brown. All voted aye. Motion carried. 9. Staff Comments – Received. 9.1. 2026 Meeting Dates The Commission’s next regular meeting is Thursday, March 26 at 6pm at Edina City Hall. 10. Chair and Member Comments – Received. 11. Adjournment Motion was made by Commissioner Rosen and seconded by Commissioner Brown to adjourn the February 19, 2026 regular meeting at 8:36p.m. All voted aye. Motion carried.
