A. Urban Forestry Report
• Luther Overholt, City Forester, discussed the Tree Preservation Ordinance that was
approved in July 2015.

• The Ordinance applies to Residential lots only and not Commercial.

• The City has been a member of Tree City USA for 8yrs and holds an event on Arbor
Day.
• The Commission would like to see the tree footprint increase to absorb carbon.
• Mr. Overholt discussed the Park Buckthorn Inventory that was created in 2004 and
being updated this year.
• The Buckthorn Inventory displays how many yards of Buckthorn that needs to be
removed from each park.
• Volunteers are doing their best to keep smaller parks buckthorn free.
B. 2017 EEC Work Planning
• There are 110 actions within PiE that Tara Brown, Sustainability Coordinator, will
summarize and present at the September meeting for the EEC 2017 Workplan.
• The goal will be to try to do Initiatives with no sub goals that have defined
measurement and target completion dates.

EEC Council Advisory – 11 August 2016
Whereas, the proposed Braemar Winter Park project will have major and long lasting
environmental impacts (snow making and grooming, lighting, irrigation, summer maintenance, etc);
Whereas, the City of Edina chose to make aggressive commitments to reduce its greenhouse gas
(GHG) emissions since 2007 and has publicly said that GHG reduction is a major priority for the
City;
Whereas, the City of Edina has a self-proclaimed “leadership role” in the effort to conserve energy
and reduce GHG emissions;
Whereas the EEC worked with City Staff in the last Capital Improvement Plan (CIP) process to
ensure that environmental considerations were part of all City capital/building decisions;
Whereas the proposed Braemar Winter Park proposal appears to have no information on its energy
use, GHG impact or other environmental impacts;
Whereas, it will be difficult if not impossible for the new Partners in Energy effort to encourage
GHG reduction among the City’s residents and businesses if the City itself is adding to its GHG
output;

Therefore, the EEC requests that the City Council not consider the Braemar Winter Park proposal
until the City Staff presents detailed quantification of the GHG impact of the new Braemar Winter
Park operation. And the City Staff should show Council how this addition to the City’s facilities will
impact the City’s ability to achieve the Chapter 10 environmental commitments in the current City
Plan. Only with that data should Council deliberate and decide whether to move ahead with the
Braemar Winter Park project.
Motion made by Member Kostuch to approve the Braemar Winter Park Council Advisory.

• Film Series theme is “Climate Change Solutions” that’ll lead up to the April Forum.

• This group will meet for the first time on August 25th.
• Meet with St. Louis Park to discuss their Energy successes.

• The Work Group didn’t meet July or August.

Objective: The mission of the Education and Outreach Working Group is to support the charter of the Edina
Energy and Environment Commission by creating awareness and engaging residents, schools, communities of
faith, business' and community organizations to take action to conserve and increase energy efficiency, to reuse
and recycle, and to preserve and enhance our environment
Recycling Solid Waste and Organics Working Group(RSWO) – 1st Wednesday at 7:00 pm - Chair Melissa Seeley –
Commissioners: Lauren Satterlee, Michelle Horan, Members: DP Latham – City Staff: Solvei Wilmot
Objective: Evaluate and monitor the provisions of the recycling, solid waste and organic waste collection
programs in Edina. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in
Edina. Educate the public about recycling, organics and solid waste reduction.
Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Emily Reinke,
Sarah Stefanik and open to students attending secondary schools in Edina.
Objective: To facilitate, coordinate and share information between the EEC and the School Environmental
groups and to work on common energy and environmental objectives as appropriate. To assist in developing
environmental leaders of tomorrow.
Water Quality Working Group (WQWG) – 2nd Tuesday at 6:30pm - Chair Lou Ann Waddick – Members: Jon Moon,
Steve Wielock, Katherine Winston, Sue Nissen and Randy Holst, Richard Strong.
Objective: To facilitate communication between citizens and city government and champion efforts to improve
water quality within Edina.
EOWG June 2016 Meeting Minutes
Meeting held at 7:00pm on Thursday, June, 2, 2016 in the Mayor's Room, Edina City Hall
Meeting called to order at 7:15 pm by Chair Satterlee.
1. Check ins for those in attendance: Paul Thompson, Kris Wilson, Mindy Ahler, John Howard, and
Lauren Satterlee.
2. Minutes from May 5 meeting approved with edits and updates. [Changes incorporated into official
minutes in EEC packet]
3. Recapped May 12 Presentation by Alexis from CERTs to the EEC on behavior change methodology
for community outreach, potential applications –
• Lauren found the recommendations helpful, seemed to be well received by the EEC. Others
felt the conclusions presented by Alexis to be general, although sensible.
4. April Forum:
Discussion transitioned to EEC comments of April 2016 forum. EEC seemed to approve of the event,
didn’t have comments other than from Sarah Z who said she heard from attendees that the large
number of speakers was good. EEC did not comment on the Saturday date.
Next April Forum:
EOWG still liking Saturday date, seems more possibilities and time for events. Kris suggested having a
showcase event/speaker interspersed for a general crowd, also corporate sponsorship (Tesla, BMW).
Paul likes corporate sponsorship idea, connecting with CERTs, and having strong youth presence.
Lauren feels it would be good to tie in Community based social marketing to planning, tie in with other
events. Paul thinking it would be good to have council member as part of planning committee.
Lauren to talk with Ross about sponsorship. Historically the city council needed to approve corporate
sponsorships, therefore adding lead-in time and coordination energy.
5. Planning for 4th of July Parade – Lauren communicated that Bob is working to get Edina’s
Nissan Leaf, and he likes idea of having a solar panel to highlight CSG opportunity. Still need to secure
panels to use, Paul likes idea of having panels pulled by bike. Paul and Bob will get panel. Kris willing to
use his recumbent trike and pull something.
Discussion of maybe having a QR code on banner so people can connect to it or have tiny URL, or
similar. Paul likes “Edina lead the way” message. Possibly we could make a banner from a sheet of
chart paper.
Paul will invite SELC. Paul would like to connect with Art Commission. Other groups to connect with are
EGG, Morningside Neighborhood Association, CEF. Park Board in the past has showed up, connection
with Living Streets – Paul will do this. Maybe recruit via nextdoor. Lauren will set up a google doc to
confirm attendees.

Banner with “Subscribe to CSG” or similar – 2 sided, single use ($25 each)
6. Home Energy Squad update: contact information from those who signed up for the HES
drawing on 4/14 won’t be available to us since we did not have an opt in or notice we would use
names. This is CEE policy.
7. Update on student work and SELC activities: There will be a picnic from 4-7 pm this Sunday at
Paul’s. iMatter might be at picnic. TechDump has concluded at the schools, results unknown.
8. Public works Community Solar Garden (CSG) Update: Info session tomorrow at Paul’s starting
at 5:30 pm. A few signups for the CSG, typically takes 3-4 weeks for paperwork to go through with Xcel.
A news release went out, unsure of its impact. SunShare, a different developer, sent out mailers to
many in Edina.
9. Environmental Film Series - Centennial Lakes Movies: Tabling July 21 for Wall-E? John to take
the lead [Yes, we will table]. John will check into cost of screening Racing Extinction. Paul suggests
Merchants of Doubt as a film to show.
10. Recruitment of new members, supporting new PiE (Partners in Energy) work groups – three PiE
groups (business, residential and city operations) are being created by the EEC. Seems many
connections to EOWG.
11. Review 2016 Work Plan - full discussion tabled. Noted that there will be new opportunities
with the sustainability coordinator.

Recap 4th of July Parade:
Bob applauded Lauren for her coordination. 23 people attended.
Lessons learned:
• Need to coordinate with Edina communications department for banners or other
publicity one to two months ahead.
• Coordination required to work with other groups.
• Bob was disappointed with lack of solar panels.
Of those in attendance, interest in doing the parade again. Having R.T. Rybak as a marcher
seemed to add star power. John noted that there was more energy amongst the crowd for our
section this year than in his previous 4-5 parades.
Lauren asked if the EOWG should get more formal and greater EEC participation in the April
forum and parade. The EOWG has been busy, and could use extra help. EOWG generally
responded that they support greater EEC involvement. Clover wondered if a more family
friendly focus would improve attendance – EOWG has not specifically focused on families at
events.
Environmental Film Series - Centennial Lakes Movies: Tabling at the July 21 showing of Wall-E
will start at 8 pm near the Centennial Lakes amphitheater. Film begins at 9 pm. Clover, Lauren
interested in tabling, and Lauren will ask new energy work group chairs if they would like to
join.
John proposed getting EEC approval for Merchants of Doubt and Racing Extinction as future
films in the environmental film series. John does not have pricing information for the
screenings, but would suggest going forward only if films are $250 or less.
Questions /thoughts for St. Louis Park education/outreach group:
Small group of Edinans will be meeting with St. Louis Park contingent.
Specific questions:
Bob – How do they get action? How do they work with PiE (Partners in Energy)?
Kris – How does St. Louis Park budget for HES and other initiatives? Differences between them
and Edina?
John – How do you work with sustainability coordinator?
Clover – Is there a way to publicize house deconstruction/repurposing versus tear down?
(Lauren mentioned that the RSWO had a speaker visit one of their meetings last summer from
Better Futures, a deconstruction and employment/training organization. She suggested that the
new Edina Residential Energy efficiency WG might also take this on in Edina).
2017 Work Plan initial brainstorm:
From June-August, EEC will be making a proposed work plan. Council sees work plan and
decides on it in Sept/Oct.
Presently the initiatives for EOWG are three fold:
- HES visits (#3.3 in Work Plan)
- Plan and execute April forum (#6.1 in Work Plan)
- Students develop student plan (#6.2 in Work Plan)
For the future:
- Greater connection with the school groups (Paul maybe has good input).
- Include film series in the work plan. Presently mentioned as being on hiatus.
- How EOWG fits with PiE (for example, CSG)
Update on student work and SELC activities – tabled for when students are present.
Community Solar Garden (CSG) update:
Bob reported that there are 16 subscribers presently, and another 15 have submitted data
release forms to Xcel, which is the first formal step to subscribing to the CSG. Another 38 are
interested.
Bob feels city should have role in public education about the Edina CSG. Edinans don’t appear
to be well informed on project or mechanics of CSGs.

Brief background on Xcel’s Partners In Energy and the City of Edina’s 2007 goal of reducing
green house gases 30% by 2025

60% of energy use is in the commercial sector. Top 20% of businesses use 87% of the City’s
electric energy, which equal 392 “big users”
34% residential
5% municipal and school operations
One goal of BEEC is to identify these “big users”, discover the key contacts and decide how to
engage with them. Xcel will not give us this data. We will get quarterly reports about the city’s
usage from Xcel but not individual businesses. We might be able to pull some data from the
businesses license through the city.
Top electricity using categories for businesses:
1. Heating/cooling
2. Running of equipment
3. Transportation
Goals for these businesses:
1. Adopt renewables
2. Reduce usage
Questions for working group
1. How do we get businesses to comply? Carolyn will send out the presentation about
behavioral change

tailor our approach to each group?

4. Who are the names of the individual big user businesses and who is the primary contact
5. What should the immediate, mid term and long term actions be for these businesses

Methane (CH4) is the second most prevalent greenhouse gas emitted in the United
States from human activities. In 2014, CH4 accounted for about 11 percent of all U.S.
greenhouse gas emissions from human activities. Methane is emitted by natural
sources such as wetlands, as well as human activities such as leakage from natural gas
systems and the raising of livestock. Natural processes in soil and chemical reactions in
the atmosphere help remove CH4 from the atmosphere. Methane's lifetime in the
atmosphere is much shorter than carbon dioxide (CO2), but CH4 is more efficient at
trapping radiation than CO2. Pound for pound, the comparative impact of CH4 on
climate change is more than 25 times greater than CO2 over a 100-year period.
Methane is emitted from industry, agriculture, and waste management activities, as well
as natural processes such as decomposition of organic materials in the absence of
oxygen.

• Ways to help the city communications drive traffic to a City Operated web resource for Green
House Gas reducing, Wind source, Sustainability programs.
• Foster neighborhood based outreach group and leadership. Work with the City to help foster
internal interest per neighborhood. Provide training for neighborhood resource and build
ground swell.
• Leverage outreach events for Wind source signup / drive community engagement with the
Community Solar Program
• Review and recommend new/edit policy options to support efficiency for Edina residents –
research and recommend policy changes limited to things impactful to residents

City Energy Efficiency & Conservation Sub-Committee meeting notes for Friday 26 August 2016

Meeting began at 10:00 am and ended at 10:45 am
The Sub-committee met with Tara Brown at City Hall to discuss the sub-committee’s portion of the 2017
EEC work plan. Ms. Brown had a list of activities for the sub-committee distilled from the PiE final
document. Mr. Kostuch had prepared a draft of the sub-committee’s work plan that was an update of
the 2016 Initiatives 2 and 4.
There was general discussion about Ms. Brown’s duties, how much time she would have for PiE in
general and the City sub-committee, available City, EEC, sub-committee and outside resources, the
history of EEC initiatives on building retrofits and the capital process and a number of other relevant
topics. Ms. Brown will modify slightly the Initiatives 2 and 4 wording and incorporate it into the draft
EEC work plan so it can be discussed at the September EEC meeting.
A future meeting was not scheduled.
