VI. Community Comment • Sulekha Mohamed is the new Executive Assistant in the Administration Department. She’ll start taking Minutes for the EEC in October. • Joanna Kim and Gauri Madhok are the new EEC Student Members. • John Anderson, West Metro Community Coordinator for Conservation MN, interested in hearing about the EEC work plan. Reports/Recommendation B. 2017 Work Plan Proposal • Initiative 1 - City Operations Energy Efficiency and Conservation Subcommittee will review and comment on staff implementation of Partners in Energy’s Electricity Action Plan (PiE’s EAP) City Facilities’ Strategy. • Switch Initiative 2 & 3 • Add CEE and Xcel Energy under Staff Support for Initiatives 1-3. • Initiative 2 - Residential Energy Efficiency and Conservation Working Group (REEC) assist staff in implementing PiE Residential Energy Focus Area • Initiative 3 - Business Energy Efficiency and Conservation Working Group will assist staff in implementing PiE Business Energy Focus Area. • Initiative 4 - EEC will review and comment on staff’s update to Chapter 10 of City Comprehensive Plan. • Change Initiative 4 to a Charge 3. • Initiative 5 - Recycling Solid Waste and Organics Working Group (RSWO) will review and recommend on staff’s action plan to tackle Hennepin County waste reduction goal. • Initiative 6 - Education Outreach Working Group (EOWG) plans and executes annual education event with Energy Working Groups. • Add New Initiative - Environmental Film series leading up to Educational event. Coordinate EEC’s participation for Fourth of July Parade • Initiative 7 - Water Quality Working Group (WQWG) will continue education on winter salt. This year, Working Group will continue partnership with staff to stencil. • Initiative 8 - Water Quality Working Group (WQWG) will develop a best practice for residential water conservation (including a best practice for irrigation, lawn, and gardening.) • Parking Lot - Potential for a City Fleet Study and Report from the Subcommittee but resources have not been verified. Review and comment on surface and groundwater quality report. Review and comment on opportunities that arise to reduce the City’s greenhouse gas emissions (ex. Gas). Reports/Recommendation Workgroup list and Minutes Motion made by Chair Zarrin to remove John Howard, Sarah Stefanik, Emily Rienke, Emily Ding from the Education and Outreach Working Group and add Clover Graham and Gauri Madhok. Motion seconded by Member Manser. Motion carried. Add Joanna Kim and Guari Madhok to the Student Environmental Leadership Council Subcommittee. Motion made by Member Jackson to add Joanna Kim to the Water Quality Working Group and the Recycling Solid Waste Organics Work Group. Motion seconded by Chair Zarrin. Motion carried. X. Staff Comments A. Staff Comments • Tara created an Energy Action Plan spreadsheet on performing the coordination, tracking, and outreach duties as outlined in the Energy Action Plan with quarterly due dates. • EEC will have a booth at the Open Streets Event on September 25th • Work Plan due September 23rd, October 5th Chair’s review with City Council, November 1st Council will finalize work plans. VII. Reports/Recommendation A. 2016 Work Plan Updates Work Groups of EEC should work under the frame work and work plan approval of EEC for that year. And, all the efforts of business, residential, and city operation energy conservation working groups of EEC also will be in alignment with the PIE package approval (strategy & goal). Volunteers of working groups' comments and recommendations should be sent to the chair of the working. The staff liaison of EEC directly connects and works with the chair of WG not volunteers unless it has been OK by the chair of the WG. Initiative 5: Recycling, Solid Waste and Organics Working Group • None. Initiative 7: Water Quality Working Group • Talking to Street Pond Associations to get a Fall Campaign setup. • Continue Salt Education with three businesses. Targeting Edina’s top 400 electricity users will make the biggest impact on GHG reduction. The “Big Users” generally have their own Xcel Energy Representatives who work on their account. Yvonne PFeiffer at Xcel is our representative. Tara Brown’s task will be to identify who these 400 big energy users are. Tara has already contacted The Edina Chamber of Commerce. They have lost a lot of members and are asking the question “what is the role of the Chamber of Commerce?” They are going to do an inventory of the type of businesses in Edina, which will be very helpful not only for the Chamber to know but also the City. Questions for the BEEC WG: How do we measure success? How can we change behavior? - Carolyn will email out the CERT presentation on Behavior change to those who do not have it How do we get the message out? Events Work with Chamber of Commerce What is our (the BEEC) role as an arm of the City? What are the best practices for various types of businesses? Incentive program for businesses. A rainbow concept. 
Red - GHG Reduction Orange - Solid waste Reduction Yellow - Water Green - other Each color would be segmented and colored in as various steps within that color are achieved. Need to be able to measure a baseline and determine how to score How do we connect energy savings with businesses? Are there ways to find financing for the changes that might be necessary to reduce GHG? It would be helpful to have local examples of businesses that have already made changes to reduce their GHG. Ask Tara to talk to Xcel about any businesses that would be willing to talk with us. Rick Murphy form Grandview Auto participated in PIE. Can we speak with him? What about Minneapolis, do they have some businesses we could talk to? Windsource for businesses. What would the cost be for businesses? What is the message that can speak to a variety of business people? Not just the environmental -financial -other? Can an environmental event count for CE credits in some businesses? Film Series- • Need announcement to be effective • Lauren reported that the EEC approved funding $250 each for “Merchants of Doubt” and “Racing Extinction” • Chuck Prentice is willing to help. Could invite speaker could be from Audubon or head of UMN biology department recently retired. • Lauren will speak with John H to get filmmaker contact information and to Chuck about assisting will the 2016-17 Edina “Edina Environmental Film Series” name of 5 month series? • Looking at a Climate Change Solutions Theme • Oct. 14 Friday potential first date for “Racing Extinction” • Other films mentioned “This Changes Everything”, send other ideas in • Plan to do films on a Friday evening in Oct, Nov Jan, Feb and March in lead up to the Forum in April for the first time on a Saturday. 5. Meeting with St Louis Park on community outreach/education strategies • People 3 from SLP Sustainability Commission and their city sustainability coordinator, Lauren, and Jeff Burmeister attended. Student/SELC update- explained the structure of SELC and the relationship with the EEC • New student commissioners announced….some surprise there with no Rozy or Jason (SELC leaders), but Lauren will contact Gauri and Tara and pass on to Paul for SELC planning. 8. Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Joanna Kim, Gauri Madhok and open to students attending secondary schools in Edina. Objective: To facilitate, coordinate and share information between the EEC and the School Environmental groups and to work on common energy and environmental objectives as appropriate. Water Quality Working Group (WQWG) – 2nd Tuesday at 6:30pm - Chair Lou Ann Waddick – Commissioners: Joanna Kim, Members: Jon Moon, Steve Wielock, Katherine Winston, Sue Nissen and Randy Holst, Richard Strong. Objective: To facilitate communication between citizens and city government and champion efforts to improve water quality within Edina. October 15 th through November 15 th The City would message to the Neighborhood Associations a message that comes from WQWG. Neighborhood associations that the City encouraged to develop - Tara said that she’d (Tara would) send out a letter on behalf of the WQWG Fall campaign - adopting a storm drain, rake up leaves from your curb, signs from the watershed, the Alliance for Sustainability will provide paper leaf bags What is the core message of items we want to have for messaging included in the 2017 EEC “Work Plan” (what items do we want to have to remind people what they can do for conservation). Contamination of water supply from St. Louis Park to Edina The library really likes our display and would like us to do another display - may be a display about chloride Next meeting October 11 th at LouAnn’s house unless informed otherwise. Sean from The Alliance of Sustainability will be invited to that meeting. The November meeting falls on election day, we will need to change 11/8 to another day.
