I. Call To Order
Chair Arseneault called the May 24, 2016 Human Rights and Relations Commission meeting
to order at 7:02 PM.
II. Roll Call
Answering roll call were Chair Arseneault, Commissioners Beringer, Edelson, Edwards,
Kennedy, Martin, Meek and Vecchio-Smith. Staff present: HRRC Staff Liaison MJ Lamon.
Absent Members: Commissioners Rinn and Student Commissioners Kearney and Ramesh.
III. Approval Of Meeting Agenda
Motion by Vecchio-Smith to approve the Human Rights and Relations May 24, 2016
meeting agenda. Motion seconded by Martin. Motion carried.
IV. Approval Of Meeting Minutes
Motion by Kennedy to approve the April 26, 2016 meeting minutes. Motion seconded by
Vecchio-Smith. Motion carried.

A. 2016 Work Plan Updates
1) Sharing Values, Sharing Community
• Committee shared proposal for Sharing Values and Community event: A
Conversation with Religious Leaders about Faith, Joy and Appreciation
• Committee is connecting with possible panelists
• Event Date: A Wednesday evening in September 2016
• Location: Hughes Pavilion at Centennial Lakes

• Committee is working on the Days of Remembrance webpage
• Committee plans to review other cities HRRC pages as we update ours

3) Human Rights City Designation
• Working group connected with Human Rights City organizational contact for
information on the procedure for becoming a Human Rights city; there are no
specific qualifications or hurdles. If a city chooses to take on the Human Rights
City designation, it means the city is agreeing to the Universal Declaration of
Human Rights framework as part of the city’s core mission.
• Working group is in process of connecting with Human Rights City Designations
steering committees to gather information on best practices for focusing on a
city’s challenges
B. 2017 Work Plan Ideas
1) Senior Assessment Study Update / Moving towards an age agreeable city
2) Transgender Issues awareness / education (e.g., what does it mean to be
transgender / issue of self-identity / bathrooms/locker rooms issue)
3) Issues facing residents of color / addressing racism in policing and other areas

VIII. Chair And Member Comments
Vecchio-Smith shared her observations regarding a recent school project in which fifth
graders commented on their experiences including racism; Kennedy noted the Edina city
police department’s Citizens Academy will begin in September on Thursday evenings.

Confirmed Speakers:
a) Rabbi Michael Latz (Shir Tikvah) Rabbi Latz is the head Rabbi at Shir Tikvah congregation. He brings to the congregation
boundless energy, heartfelt compassion, and commitment to fostering an authentic and
engaging Jewish experience. Previously, he was the founding Rabbi of Kol HaNeshamah in West Seattle. A Wexner Fellow during rabbinical school, Rabbi Latz was ordained by
the Hebrew Union College-Jewish Institute of Religion since 2000.
b) Father Kevin Finnegan (Our Lady of Grace)
Since graduating from the University of St. Thomas, Father Kevin has engaged in evangelizing ministries for many years, and brings that passion to his priestly ministry.
Ordained for nearly 20 years, Father Kevin served at the Church of St. Edward in
Bloomington, and Divine Mercy in Faribault before beginning here at Our Lady of Grace
in July 2014. Loving Catholic education, he also has the privilege to serve as Canonical
Administrator of St. John Paul II Prep in North East Minneapolis. Having grown up in the suburbs of Chicago, Father Kevin still roots for the Cubs.
Although both parents have passed away, he enjoys visiting with his brother and sister,
although not nearly as often as he’d like. Father Kevin belongs to a fraternity of
Archdiocesan priests called the Companions of Christ. These priests aspire to live and serve the local church and live in community.
c) Dr. Hamdy El-Sawaf (Masjid Al-Imam)
Hamdy El-Sawaf, MA, PhD is an Imam at Masjid Al-Iman in northeast Minneapolis and
the president of the Board of the Islamic community Center of Minnesota. He has served as a psychotherapist at Family Counseling Center in Minneapolis since 2005. He was a
language professor at North Hennepin Community College from 2005-2011. Dr. El-
Sawaf graduated from Ain Shams University in Cairo, Egypt with a bachelor’s in
psychology. He received his master’s and doctorate degree in psychology from the
University of Minnesota. Dr. El-Sawaf is actively involved in the MN Council of Churches Healing Resources for Refugees initiative, and is a recognized leader and
representative of Minnesota’s Muslim community. He has been participating in multi-
faith dialogue in MN
d) Stephen Tokan "Steve" Hagen (Dharma Field Zen Center) Steve Hagen is the founder and head teacher of the Dharma Field Zen Center in
Minneapolis, Minnesota, and a Dharma heir of Dainin Katagiri-roshi. Additionally, he is
the author of several books on Buddhism. Among them as of 2003, Buddhism Plain &
Simple was one of the top five bestselling Buddhism books in the United States. In 2012,
Hagen updated and revised How the World Can Be the Way It Is and published it as Why the World Doesn't Seem to Make Sense—an Inquiry into Science, Philosophy, and
Perception.
