Motion seconded by Member Burmeister. Motion carried. IV. Approval Of Meeting Minutes A. Member Satterlee wanted to amend the minutes to the following under “Reports and Recommendations” following “PiE Cross Chair Meeting Update” to state: a. In accordance with Initiative 8 of the 2017 Work Plan, Member Satterlee confirmed that the Education & Outreach Work Group (EOWG) will move forward with the film series, as a lead-up to the Annual Environmental Forum, and the Residential & Business Energy Work Groups will join the EOWG in planning/ executing the Forum in October. Liaison Brown has provided sponsor sheets to receive more sponsors in helping out with the film series events. b. Liaison Brown has also reached out to someone in the Parks Department who has agreed to lend out a blow up screen to show one of the films in the series at a park. Motion made by Member Manser to approve the December 08, 2016 minutes. Motion seconded by Member Jackson. Motion carried. Member Madhok arrived to the meeting at 7:10pm. V. Special Recognitions And Presentations Draft Minutes☒ Approved Minutes☐ Approved Date: A. Planning Commissioner Introductions a. Guest Speaker Steve Hobbs, has been with the Planning Commission for roughly two years. Mr. Hobbs shared information regarding the Comprehensive Plan process. The Comprehensive Plan is due the end of 2018. This year is a little different since MET Council has a new Resiliency component. Mr. Hobbs has shared that there will be a consultant helping with Comprehensive Plan. The role that the consultant will have is to primarily help organize the meetings and structure aspects of the Compressive Plan. The main responsibility of the Planning Commission is to construct the overall Comprehensive Plan. b. Liaison Brown reminded everyone about the upcoming Resiliency Workshops for Comprehensive Planning and EEC has three commissioners that have signed up. i. There is also a Comprehensive Plan Training on March 1, located in the Community room at City Hall. It will be recorded if anyone cannot attend. B. PiE Quarterly Update a. Liaison Brown went through the update attached in the agenda. The next steps are to bring content to PiE working groups and a communications calendar to February EEC meeting. b. Liaison Brown will work on an upcoming About Town article, which will feature a two- page article about PiE overall. One of those pages will be devoting to residents. About Town will be out on April 1, 2017. VI. Community Comment • No community comment. VII. Reports/Recommendation A. Prep for City Council Work Session • Topic moved to February EEC meeting. B. 2017 Work Plan Updates Business Energy Efficiency Working Group • Discussed with Liaison Brown about their main goal, which is reaching two businesses a month. o The big challenge for the future is figuring out who are the people that Business Energy Efficiency Working Group needs to connect with businesses. Residential Energy Efficiency Working Group • The main goal for this month is that Residential Energy Efficiency Working Group to receive content from City of Edina’s Fellow Intern, Kelly Dumais, to help coordinate energy parties in Edina. • Also focusing on working with student councils or student members in the local schools discussing grassroots issues. • Preparing for the Forum this Fall City Operations Energy Efficiency and Conservation Subcommittee • Meeting with Liaison Brown at the end of January to discuss and we will have a better report next month. Education Outreach Working Group • Looking forward to start the planning process for the education forum next month. The focus is reducing greenhouse gas remission, which lines up with the goals of PiE • Thrilled to announce that the film series is fully sponsored. The dates are April, May, June, August, and September. Education Outreach Working Group is currently working with the Communication team to reach out to the public. Water Quality Working Group • Helping Edina work on fulfilling their SWPP regarding education and outreach. • Working with the City of Edina for de-icing and snow removal and all of those contractors are required to go through the training. • One of the main goals for the future is to help educate the public about conservation. Draft Minutes☒ Approved Minutes☐ Approved Date: X. Staff Comments • Liaison Brown updated Commission on City Council Members ask for a staff report on Packaging Report. There are three different initiatives on Commission’s 2017 Work Plan related to waste, Liaison Brown made a recommendation to provide one staff report on the three waste initiatives. • Liaison Brown has shared 2017 EEC Summary and Schedule, which is a calendar to keep Chair and Members informed about upcoming events and planning future meetings. • Liaison will look into possibly organizing a Retreat for the August 2017 EEC meeting. Most of these events have been centered around climate change with a target audience already aware of the topics and attending to deepen their knowledge. This year, the Forum working group wants to tie the Forum to our Partners In Energy work and have a Forum that engages more residents to act. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in Edina. Educate the public about recycling, organics and solid waste reduction. Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Joanna Kim, Gauri Madhok and open to students attending secondary schools in Edina. Objective: To facilitate, coordinate and share information between the EEC and the School Environmental groups and to work on common energy and environmental objectives as appropriate. To assist in developing environmental leaders of tomorrow. Water Quality Working Group (WQWG) – 2nd Tuesday at 6:30pm - Chair Lou Ann Waddick – Commissioners: Joanna Kim, Members: Jon Moon, Steve Wielock, Katherine Winston, Sue Nissen and Randy Holst, Richard Strong, and Richard Manser Objective: To facilitate communication between citizens and city government and champion efforts to improve water quality within Edina. Water Quality Working Group January 10, 2017 Present: LouAnn Waddick, John Moon, Randy Holst, Sue Nissen, Richard Manser, Katherine Winston Absent: Steve Weilock Discussion on how to use Edina to Go Ap and report salt excesses observed on Edina city property: committee members should report by 1) using Edina to Go Ap and email 2)LouAnn Waddick, who will keep a record of reported incidents, and 3) and Tara Brown, City of Edina. Two reports of excess salt were turned in over the last two weeks: 58th Street and Edina Library. LouAnn to talk to Brian Olson to find out about Edina’s best practice on salt application on streets and sidewalks, how employees are instructed on salt use. Discussion on focus of this committee’s work. LouAnn’s understanding is that storm drain program will be running through the City so at this time not anticipating this committees time. Discussion of focus for salt education and outreach. LouAnn to find out date of Storm Water Plan review at Edina and get back to the committee so members can attend. Submitted by Sue Nissen City Energy Efficiency & Conservation Sub-Committee meeting notes for Thursday 26 January 2017 Attendees: Keith Kostuch, Richard Manser, Tara Brown (City staff) Meeting began at 7:00 am and ended at 7:45 am The Sub-committee met with Tara Brown at City Hall to discuss her progress in assessing energy conservation opportunities inside City operations. There was general discussion about Ms. Brown’s activities and how she can embed environmental considerations into the daily operations of the City. She shared her timetable with us (see attachment). She expects to have another meeting with this sub-committee in April when she will have a program plan that has been reviewed by City management. A future meeting was not scheduled. Asset Management Update January 26, 2017 Long-range goal: Provide a complete and comprehensive city-wide asset and energy management program, supporting our facility investment, energy efficiency, carbon reduction and capital planning goals.  Current State: CR BPS, our asset management consultant, is compiling the data, getting the facilities updated on facility VFA tool, asset management tool, completing energy savings project list and presenting findings to staff in February. See attached for energy savings project draft.  Next steps: o CR-BPS to review findings with staff o Staff to create program plan - Considerations for Program implementation include  Identifying Facility Condition Index (FCI) rates to manage facilities  Resource allocation – Labor and budget  Integration into CIP and Budget Planning  Roles and responsibilities – What roles will facilities owners play? One topic in discussion has been protocol and City Code around Board and Commission chair term limits. Currently Board and Commission chairs are limited to 2 one-year consecutive terms. This is outlined in City Code, Section 2-83 – Organization and Bylaws: Sec. 2-83. - Organization and bylaws. (a) Bylaws. Each board or commission will be governed by such bylaws as approved by the city council. (b) Chairperson and vice-chairperson. Each board or commission annually shall elect from its members a chairperson and vice-chairperson to serve a term of one year. No person shall serve more than two consecutive one-year terms as chairperson of a particular board or commission. A chairperson elected to fill a vacancy shall be eligible to serve two full terms in addition to the remainder of the vacated term. There are no term limits for the position of vice-chairperson. The Council would like Board and Commissions to respond to the questions below. The Liaisons will record a summary in the minutes which will be shared with Council when they review the protocol. When providing feedback consider the balance between experience and efficiency of running a meeting vs leadership change and opening opportunities. 1) Is the term limit of two consecutive years too short? 2) Would a longer term limit better balance chair experience and leadership change? 3) If so, what is the right number (3 years, 4 years, no limit)?
