Commissioner Manser called the meeting to order at 7:00p.m.
II. Roll Call
Answering Roll Call were Burmeister, Glahn, Horan, Kostuch, Manser, Satterlee, Seeley,
and Waddick.

III. Approval Of Meeting Agenda
Motion made by Member Burmeister to approve the Meeting Agenda. Motion
seconded by Member Kostuch. Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Member Kostuch to approve the January 12, 2017 minutes. Motion
seconded by Member Burmeister. Motion carried.
Member Jackson arrived to the meeting at 7:11pm.
V. Community Comment
• No community comment.
VI. Reports/Recommendation
A. Election of 2017 Commission Chair and Vice Chair
Motion made by Glahn to approve the new Chair Manser and Vice Chair Jackson.
Motion seconded by Burmeister. Motion carried.
B. EEC Annual Forum
• This year the Forum working group wants to tie the Forum with the Partners
in Energy (PiE) work and have a Forum that engages more residents to act.
• Commissioner Satterlee discussed with the EEC members about what
actions do members want the community to take to get more residents to
engage.
• Traditionally, the working group would start planning the Forum and center
it around climate change with a target audience who is already aware of the
topic.
i. This year’s Forum expands the audience to include homeowners,
businesses, students, etc. The goal for this year’s Forum is to frame
the topic to include an audience who are passionate about the topic
and target an audience who are not passionate about the topic as
well. A theme to look at for this year could be “saving money and
saving the planet.”
C. 2017 Work Plan Updates
Business Energy Efficiency Working Group
• At the moment with the help of Liaison Brown, the Business Energy and Efficiency
Working Group has a template to help guide their engagement with businesses
in the community.
o Liaison Brown will be meeting with three different groups; Centennial Lakes,
Southdale Hospital, and Regis Corporation. In meantime, the goal of the
working group is now using the template to open up a dialogue with
different kinds of businesses in the community.
• 50th and France initiatives were extremely successful with two businesses
considering the Xcel Turn Key Service.
Residential Energy Efficiency Working Group
• At the most recent working group meeting, Liaison Brown attended the
meeting to discuss PiE.
• Fellow Kelly Dumais has helped with the planning of the neighborhood
association energy parties. The intent of the working group is to drive and
organize energy house parties within certain neighborhood who are
spending more energy than most.
o The energy house parities will focus on gaining knowledge from fellow
neighbors about steps that the attendees can do to reduce their
energy use.
o Also, Home Energy squad or CEE will join in a few of the neighborhood
parities and facilitate a dialogue within the community.
City Operations Energy Efficiency and Conservation Subcommittee
• Met with Liaison Brown at the end of January to discuss how she can
embed environmental considerations into the daily operations of the City.
• CB-RBS meeting is scheduled for March 1, 2017.
Education Outreach Working Group
• Thrilled to announce that the film series is fully sponsored. The first date is
set for April 20, 2017 located at the Senior Center. More information will be
provided in the April About Town issue.
Water Quality Working Group
• Continuing to reach winter maintenance people who maintain strip malls
around Edina and NMCWD about salt procedures.
• Commissioner contacted Sam Bauer about summer water usage and MN
Law 2003 which requires sensors. Although, it’s important to note that is
this MN Law the sensors are not enforced.
Motion made by Waddick to add new Members Erin Hunker, Walter Levesque, and
Kevin Zickert to existing Water Quality Working Group. Motion second by Glahn.
Motion carried.
Member Glahn excused himself from the meeting at 7:25pm.
VII. Correspondence And Petitions
• None.
VII. Chair And Member Comments
• Liaison shared updates and information from the Resiliency Workshops. The
Resiliency workshops have identified hazards due to the climate predictions
and climate change. The Resiliency workshops looked at three different feature
groups: infrastructure, societal, and environment.
• Ultimately, the goal is to collect all the feedback from various groups to
combine all the data and information. The next steps will be receiving
information from the Planning team with what their timeline for
Comprehensive Planning Execution.
• The Comprehensive Plan training is scheduled for April 6, 2017 from 6:00PM-
8:00PM located at City Hall in the Council Chambers. This is not mandatory
meeting, but it is highly recommended to call in if Commissioners cannot
attend the meeting.
IX. Staff Comments
• Liaison Brown shared information with Commission that City Council reviewed Board
and Commission practices at a January work session. One topic in discussion has
been protocol and City Code around Board and Commission chair term limits for the
Chair and Vice Chair.
o Members discussed pros and cons to current term limits and potential
changes to term limits. Notes were captured by Liaison Brown and sent to MJ
Lamon, City of Edina’s Board and Commission Staff Liaison. MJ will then
provide feedback to Council Members.
• Liaison Brown shared with Commission Members about current priority messaging,
events, and proposed channels of communication for Partners in Energy work.
Liaison Brown will provide Partners in Energy 2017 Communications Calendar
updates along with the PiE Quarterly updates.
• Liaison Brown also shared with Commission Members on how anyone can view
iMatter presentation to Council Members in the February 7, 2017, City Council
Meeting. To access the recorded meeting, please head over to www.edinamn.gov.

• Do we want to use competition as a strategy to get people to take action, and if so, can it
be introduced at the house parties? Or mostly just use individual incentives?
• How many actions do we want residents to take before the Forum? How will we track
this?
After this, the project timeline & actions will be completed and EOWG will decide which
members are leading (e.g. communications, tabling/speakers, finance/venue, educational
activities, etc, as you say).

Recycling Solid Waste and Organics Working Group(RSWO) – 1st Wednesday at 7:00 pm - Chair Melissa Seeley –
Commissioners: Lauren Satterlee, Michelle Horan, Joanna Kim, Members: DP Latham – City Staff: Solvei Wilmot
Objective: Evaluate and monitor the provisions of the recycling, solid waste and organic waste collection
programs in Edina. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in
Edina. Educate the public about recycling, organics and solid waste reduction.
Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Joanna Kim,
Gauri Madhok and open to students attending secondary schools in Edina.
Objective: To facilitate, coordinate and share information between the EEC and the School Environmental
groups and to work on common energy and environmental objectives as appropriate. To assist in developing
environmental leaders of tomorrow.
Water Quality Working Group (WQWG) – 2nd Tuesday at 6:30pm - Chair Lou Ann Waddick – Commissioners: Joanna
Kim, Members: Jon Moon, Steve Wielock, Katherine Winston, Sue Nissen and Randy Holst, Richard Strong, and
Richard Manser
Objective: To facilitate communication between citizens and city government and champion efforts to improve
water quality within Edina.

● Kris committed the Edina Garbage Man as a sponsor
o Kris (reported by Paul) has contacted Justin Vierkant and Paul at SWS
for sponsorship
● Jerry’s Foods said “yes” – needs an invoice. Also we could have a table there if
we wanted.
o Jerry’s Hardware has been approached through John Conolly but
waiting to hear from his supervisor until he returns from vacation
next Wed
● Rick at Grandview Tire & Auto said “yes”
● Citizens’ Climate Lobby can be an in-kind sponsor for Facing the Surge and
Merchants of Doubt as they have licensing to show to the public as long as
they are listed sponsors and have a $100 gift card to use for refreshments for
Merchants of Doubt
What if we have more sponsors than needed to cover our costs?
● Paid ad in the Sun Current
Discussion of other ideas:
● Talk to Ethan at the Sun Current about doing an article for each film
● Paul talked to Flora Delaney of Drama Kids International about having kids
do something at the film series (ex. Talk, song, presentation).
o If it doesn’t take much extra effort on our part would be interesting –
don’t want it to take away from the energy we put in getting adults to
come to the series
o Paul will continue discussion with Drama Kids and report back or
invite them to join us at our next meeting
Location:
● Senior Center is a nice location. Parking is available with the Library
although if the library is closed (closes at 5pm Th-Su) people have to walk
around the building. Paul will check back with Phyllis at the Senior Center on
availability.
● High School – Fick Auditorium seems too big. Is there a classroom that
would be better? Paul/Lauren will follow up with Gauri re: HS space
availability
● Bob will contact Val Burke at the Edina Community Center to find what
facilities are available there.

Bob moved, Kris seconded the approval of the January minutes from EOWG
7:26pm - Film Series
● Have 5 sponsors: Jerry’s Foods, Grandview Tire & Auto, Edina Garbage Man,
SWS, Vierkant
● Edinborough is screening the Lorax in March. Lauren later confirmed that
Tara is working with Edinborough to see they are open to tables at this film.
● Centennial Lakes outdoor film series conflict on June 15 and August 17. No
concern for June since we are seeking a different audience.
● Can we ask if Centennial Lakes would consider a different film (the
Lorax or other environmental themed film) on August 17 and we
combine with our film series. We are also open to having third
Thursday in July at Centennial Lakes instead of August for a combined
effort/promotion of an environmental film. Or do our film the following
night in that location. Is the equipment (blow up screen) available for
us to use? Who to direct conversation to? Tara?
● If none of these options are amenable, we will show the Lorax at the Senior
Center on August 17
● Senior Center is reserved for all dates in our series including August 17
7:55pm - Update on student work and SELC activities
● Students presenting to City Council on Tuesday, February 7 – would like as
many people as possible there to support them
7:57 pm - Annual Forum
● Gauri was not present to provide update on EHS auditorium reservation
steps – looking at online reservation calendar there is nothing scheduled at
the High School on any Saturday in October 2017 for Fick, the Commons or
the Cafeteria. [Gauri later confirmed that EHS will not accept reservations
until April or May, since their fall school schedule won’t be set until then.]
● Overall theme: carbon reduction in the City of Edina
● Need to plan around Edina Day of Service – Paul will ask the Edina
Community Foundation for the 2017 date
● Residential Working Group is planning to host neighborhood energy savings
parties in March, April, May. How can we support this? Workshop at Oct
forum that recaps experiences of parties already held and how to do one?
o March, April, May neighborhood parties
o Neighborhoods in the 4th of July parade? Within EEC if energy
focused.

Introduction of new member, Erin Hunker.
Reports on:
1. Recent Freshwater sponsored meetings helping cities work toward Edina’s
10-year comprehensive plan for Met Council (LouAnn, Richard, Randy and
Sue attended).
2. Salt Symposium (LouAnn)
3. Visit to Cedar of Edina, LouAnn to contact Daniel at Cedars to talk about
WQWG table at the next yearly meeting of MHA (LouAnn and Sue)
4. Sam Bauer about summer water usage and Mn Law 2003 which requires
sensors. Mentioned Rachio soil moisture sensors (LouAnn)
Discussion of how to reach winter maintenance people who maintain strip malls
around Edina and NMCWD about salt procedures. Sue and Randy working on
strategy for Master Water Stewards to approach businesses using standard
materials. NMCWD has indicated a willingness to work together to develop the
program. Next step: Sue and Randy meet with WCWG members to develop list of
desired materials.
Jessica Wilson from City Edina would like to meet with our group to identify areas
we can work together. For example, consider updating/adding environmental
information in Edina new homeowner welcome package. The dates she suggested
did not work well for most members. LuAnn to try to arrange for our next meeting.
Jon showed a TDS sensor – total dissolved solute. Potentially fun to use in a
classroom presentation or at Open Streets as a hook.
Conservation Minnesota upcoming event on Greenhouse Gasses, March 14, Edina
Senior Center 7:00 – 8:30
LWV April 13th,10-11:30, speakers and panel discussion on water- 2 of us will
participate.
Wednesday, April 5th will be the evening of the Edina Master
Water Stewards workshop.
Next WQWG meeting March 14. Start time may change. LouAnn will email.

Possible to get cost savings from various energy reduction actions taken by businesses?
Where does the Chamber of Commerce stand on PiE?
What will we have in our “tool box” when we approach businesses
Thursday Tara will speak at 50th and France Association meeting to explain PiE and try to get
businesses to sign up for Turn Key Assessment and take the City’s survey.
Goal: two business contacts per month
First find out who the correct contact person is, then have them fill out the survey.
Possible “script” for initial contact:
Hi,_____ I am with the EEC/Working group.
Edina has established a goal for the City: reduce the City’s GHG emissions 30% by 2025.
Businesses utilize 80% of the City’s electricity.
The City is contacting businesses to find out what steps they have or have not made to become
more energy efficient then provide them with the resources to either further their energy use
reduction or begin a energy reduction program.
Can you direct me to the appropriate person I could contact?
