Reports/Recommendation A. 2017 EEC Work Plan Updates Draft Minutes☒ Approved Minutes☐ Approved Date: • Chair Manser asked the leads of each initiative to give updates. • Initiative 1 Study and report on proposal to ban Styrofoam food packaging materials in Edina. i. Council Members have asked for a staff report regarding proposal to ban Styrofoam food packaging materials in Edina. • Initiative 2 Study and report on the advisability of implementing a ban on the use of plastic bags, similar in scope the ban recently adopted in the City of Minneapolis, in the City of Edina. i. Commissioner Horan updated Commissioners that they have a report on plastic bags. Commissioner Horan will send the plastic bags report to Liaison Brown. Chair Manser stated that they are on track with the timeline on Initiative 2. • Initiative 3 Review staff implementation of Partners in Energy’s Electricity Action Plan City Facilities’ Strategy. i. Commissioner Kostuch stated that they are on track with the timeline on Initiative 3. • Initiative 4 Assist staff in the implementation of PiE Residential Energy Focus Area. i. Commissioner Burmeister updated the Commissioners with the City coordinating energy parties. The goal is host five energy parties this year. There will be tabling opportunities to engage residents during the film series throughout this year. • Initiative 5 Assist staff in the implementation of PiE’s Business Energy Focus Area. i. Commissioner Horan told members that they currently reaching out to businesses in different methods. For example, Liaison Brown recalled sending out variations of surveys to businesses. • Initiative 6 Assist as requested with the development of the City’s new Comprehensive Guide Plan. i. Liaison Brown mentioned the Board and Commission Comprehensive Plan Training meeting has been cancelled on April 6. Instead, Council members would like to do more community engagement with Vision Edina. Liaison Brown will continue to update Commissioners with any meeting changes. • Initiative 7 Review and make recommendation regarding staff’s action plan to attain Hennepin County waste reduction goal for residential. i. Staff is currently working on a report to bring forward in spring. Draft Minutes☒ Approved Minutes☐ Approved Date: • Initiative 8 Plan and execute an annual event with Energy Working Groups. This event will include an environmental film series leading up to an education event. i. Commissioner Satterlee gave an update on the Work Plan Initiative 8: Annual Forum and asked for feedback from Commissioners. Member Madhok excused herself from the meeting at 7:44pm. VIII. Correspondence And Petitions Motion made by Burmeister to add new Members Jeff Lungren and Jeremy Voigts, to existing Residential Energy Efficiency and Conservation Working Group. Motion second by Glahn. Motion carried. Motion made by Burmeister to add Howard Hoffman as Co-Chair to existing Residential Energy Efficiency and Conservation Working Group. Motion second by Kostuch. Motion carried. A. Working Group Minutes Water Quality Working Group • Commissioner Waddick updated the members about continuing to promote businesses through social media that are doing the right thing. An example, Jerry’s hardware has been working with Water Quality Working Group to distribute salt information brochures. • League of Women Voters is organizing a speaker and panel discussion on water on April 13th, from 10:00am-11:30am. Two members from the Water Quality Working Group will participate as part of the speaker and panel discussion. • Conservation Minnesota upcoming event on Greenhouse Gasses on March 14th, located at the Edina Senior Center 7:00pm– 8:30pm. B. Attendance report and roster • No Comment. IX. Chair And Member Comments • Chair Manser reminded Commissioners about the deadline for the Mayor’s Commendation Nomination Forms located on Edinamn.gov. • The 38th Annual Volunteer Award Reception is scheduled for Monday, April 3rd at Braemar Golf Course at 5:00pm. Hosted by MetroBlooms. • Commissioner Kim updated the members about an upcoming event called the Youth Climate Summit. The event is scheduled for Saturday, May 13. Commissioner Kim and Madhok are continuing to finalize the agenda and location. More information to come. X. Staff Comments • Liaison Brown shared information with Commission, Edina Liquor- 50th & France location chose an HVAC system replacement efficiency option to replace their previous HVAC system at the store. It was not only a cost- efficient option but also an environmental efficient option. XI. (Any displays larger than 6 feet wide and 6 feet tall need to be approved by the EOWG.) ■ Giveaway/ promotional items should be recyclable or compostable. ATTACHMENTS: Description Edina Energy Action Plan 1 Tara Brown From:Mike Menzel <mikemenzel2@gmail.com>Sent:Thursday, March 16, 2017 4:46 PMTo:Tara Brown Dear Tara, Sarah, and the E&E committee, I attended the Edina energy informational meeting Tuesday, March 14 and am impressed to hear about all the good work you are doing. As an Edina resident I would like to get more involved. I am particularly interested in business and residential efficiency and renewables. Also I would like to explore the possibility of having Edina ramp up their plans for going 100% renewable by 2030 as did St Cloud and a few other cities. I am wondering what initiatives the students and iMatter presented last year and what is the follow up result? In the meantime my wife, Kathy Iverson, and I will make contact with the 50th Street business assoc and encourage the owners to join the Edina Energy Action Plan. Objective: The mission of the Education and Outreach Working Group is to support the charter of the Edina Energy and Environment Commission by creating awareness and engaging residents, schools, communities of faith, business' and community organizations to take action to conserve and increase energy efficiency, to reuse and recycle, and to preserve and enhance our environment Recycling Solid Waste and Organics Working Group(RSWO) – 1st Wednesday at 7:00 pm - Chair Melissa Seeley – Commissioners: Lauren Satterlee, Michelle Horan, Joanna Kim, Members: DP Latham – City Staff: Solvei Wilmot Objective: Evaluate and monitor the provisions of the recycling, solid waste and organic waste collection programs in Edina. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in Edina. Educate the public about recycling, organics and solid waste reduction. Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Joanna Kim, Gauri Madhok and open to students attending secondary schools in Edina. Objective: To facilitate, coordinate and share information between the EEC and the School Environmental groups and to work on common energy and environmental objectives as appropriate. To assist in developing environmental leaders of tomorrow. How to wrap up. 1. What have we learned? 1. Contacting businesses is time consuming and not very productive. Hard to figure out who is the proper person to contact. There are tenants. building owners property managers. 2. Many of the businesses have done the basic changes to be more energy efficient 2. What tools have we acquired? Need to create an inventory of the tools we have. 2. Comp Plan 1. What would the BEECWG like to see included in the Comp Plan that could help businesses achieve more energy efficiency? 2. What kinds of policies might help drive the issue? 3. How could we use benchmarking? Can we require benchmarking and make the data public as part of the comp plan? 3. Can building permits require builders to show that they have considered environmental issues such as: 1. energy efficiencies, 2. solid waste plans 3. water use and consevatrions strategies 4. Salt use/conservation 4. Carolyn contacted the MN Restaurant Association. They will get back to her. 5. Can we create a Green Business award? The “Mayor’s Award” 6. Can we coordinate with Hennepin County and neighboring communities. how are we doing in relation to our neighbors? Next Steps 1. Carolyn and Amy Ma wil contact Jerry’s and Lunds 2. Inventory our conversations to businesses Next meeting April 4, 2017, 7:00 Minutes Business Energy and Efficiency Working Group City Hall, Mayors Conference Room Tuesday, April 4, 2017 Attendees: Michelle Horan Amy Ma Carolyn Jackson Paul Hussian Peter Liska I. Introduction of new member Peter Liska, an emergy consultant with Energy Management Solutions. Has worked on business in cities all over ranging from residential to data centers to heavy industry. II. Introductions of other members III. Tara discovered that many cities have Energy Coaches, volunteers that help businesses get the information they need about energy efficiency and programs. Peter has committed to serve as Edina’s “Energy Coach” IV. Carolyn and Amy spoke with Jerry’s and found out that they are doing many things to be more energy efficient. V. Carolyn spoke with the MN Restaurant Association. Most of their energy use is natural gas. VI. Carolyn spoke with a representative from the Business Owners and Management (BOMA)Association. Their Committee on Initiatives in Energy and Environment is having an event in May with the regional Mayors and Mayor Hovland will be attending. A. What messaging can we give to the mayor regarding energy efficiency strategies? B. Can this be an opportunity to network and gather intel? VII. Carolyn found out the the Edina Chamber of commerce is only affiliated with the MN Chamber, therefore the programs that the MN Chamber is working on may or may not be supported by Edina Chamber. VIII. Tara got in touch with the Edina Chamber and talked about hosting an event. A. What would an event look like? B. Would an event actually be reaching our targeted audiance - large energy using businesses? C. Conclusion: No. Therefore a “no” on an event. IX. Benchmarking Ordinance A. Do we feel benchmarking is a good strategy? Yes 1. Monetary component (saving money) is motivating. 2. Making data public would be motivating. 3. Seeing the value of decreasing energy use is motivating B. Making benchmarking mandatory via an ordinance is more effective than an open ended non-binding option. C. Benchmarking does not require businesses to do anything except track data, it will be up to them to decide if they want to take the steps to become more efficient. D. Hennepin county has a pilot program for benchmarking supplying 5 cities a full year of support. There is an urgency to sign up if Edina is interested. Next Steps I. Carolyn will ask Tara about who is responsible for what in order to go forward with a Benchmarking Ordinance II. What are the key points we would like Mayor Hovland to have for the BOMA and get them to Carolyn to create a document to give to the Mayor III. Peter will outline what he sees the role of Energy Coach would be IV. Follow up with Tara about the 44th and France and 50th and France property owners V.
