Commissioner Satterlee wanted to amend the minutes to the following under “Reports/ Recommendations” following “2017 EEC Work Plan: Initiative 8 Forum” to state: iv. Commissioners have selected venue locations in order of priority; Braemar Clubhouse, Edina High School, and Public Works. vi. Commissioners recommended budget amount of roughly $3500.00 (Two $1000 sponsors, $1500 EEC budget). Motion made by Member Waddick to approve with amendments the April 13, 2017 minutes. Motion seconded by Member Glahn. Motion carried. V. Special Recognitions And Presentations A. State of the Infrastructure, Ross Bintner Draft Minutes☒ Approved Minutes☐ Approved Date: • Guest Speaker, Ross Bintner, Engineering Services Manager, for the City of Edina. Mr. Bintner shared a presentation on “State of the Infrastructure.” • Mr. Bintner discussed a few key examples of infrastructure such as traffic, neighborhood reconstruction (street construction project), and transit demand. • Mr. Bintner also discussed how important to be aware of the replacement year(s) and the service growth expectations. B. Electricity Action Plan Quarterly Update, Tara Brown • Liaison Brown updated Commissioners on the Xcel Energy Quarterly Energy Conservation Program Participation: 2017 Q1 Summary. Liaison Brown discussed the overall community goal, which is to reduce greenhouse gas emissions 30% by the year 2025. • For the Electricity Action Plan, we are mid-way through the 18-month kickoff. i. For the wind source, we are 60% of the way to our subscription goal, but only 29% to the average subscription rate. We are looking at a social media to increase subscribers. ii. For business, we are at 46% to our goal and planning to host two business in the fall to continue participation. iii. The Municipal Facilities goal is currently at 3% of its overall goal. A key component to the low percentage is that the Asset Management Review was due July 2016, but was completed in February 2017. For the future, we are focusing on inefficient energy city building with energy use index greater than 120, along with the streetlight and facilities operation review. V. Community Comment • None. VI. Reports/ Recommendation A. Work Plan initiative 5: Electricity Action Plan’s Business Energy Focus Area a. Commissioner Jackson shared an update from the Business Energy Efficiency Working Group about two proposed events. One of the proposed event would be at Centennial Lakes Office park and the goal is to invite other office parks to join and conduct a building challenge to see which tenants can reduce their office energy use the most. Commissioner Jackson also discussed the possibility of Draft Minutes☒ Approved Minutes☐ Approved Date: having a benchmarking ordinance and looking for a policy to put together soon. Commissioner Jackson believes by having a benchmarking ordinance, businesses will have a social pressure from other business to reduce their energy use. Commissioner would like to have an event to invite businesses who qualify for the benchmarking requirements. B. Work Plan initiative 6: Comprehensive Plan a. Chair Manser updated Commissioners about the Comprehensive Plan meetings including the Big Ideas Workshop held in April 19, and the Board & Commission Workshop meeting on May 3. The Big Ideas Workshop had a total of eight ideas surrounding environmental stewardship. One of the main takeaway from the Board & Commission Workshop meeting was that the environmental component was not a separate piece, but rather incorporated to all Comprehensive Plan Elements. VIII. Correspondence And Petitions A. Working Group Minutes • Education & Outreach Work Group i. Commissioner Satterlee shared an update that the group had their first film series on April 20th, with 53 people who attended. The next film is scheduled for May 18th at 7:00pm, located at Edina Senior Center. Commissioner Satterlee informed the Commissioners that the working group will need volunteers to table the event. ii. Commissioner Satterlee confirmed that the, “Edina Home Energy Fair: Save Energy & Money!” has been officially scheduled for Saturday, October 7th located at the Braemar Golf Course, Clubhouse. iii. Commissioner Shanmugavel shared with Commissioners about an upcoming event called the Youth Summit, which is scheduled for Saturday, May 20th from 10:00am-2:00pm at Edina High School. • Water Quality Working Group i. Commissioner Waddick reminded Commissioners about the Edina Garden Sale scheduled for May 12th and May 13th at Arneson Acres. IX. Chair And Member Comments • Commissioner Waddick reminded Commissioners about the “Workshop: How to Create a Weather-Resilient Yard,” scheduled for May 24th located at Public Works Facilities. As Mr. Bintner mentioned, he set up field trip for the City of Infrastructure, so potentially we are looking at cancelling EEC meeting or rescheduling EEC meeting currently scheduled for August 10, 2017. 1. Liaison Brown will work with Sulekha to send out potential dates (via doodle) a week before June 8th EEC meeting to reschedule for August 10, 2017 EEC meeting. ii. Just to note the work plan is due in September 2017. iii. EEC will meet with Council members for the City Council Work Session which is scheduled for July 18th. v. Great news! This individual will focus on Green Transportation. One of the main goal(s) for this person is to optimize green fleets. XI. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in Edina. Educate the public about recycling, organics and solid waste reduction. Student Environmental Leadership Council (Subcommittee) – Chair Melissa Seeley - Student Members: Joanna Kim, Gauri Madhok and open to students attending secondary schools in Edina. Objective: To facilitate, coordinate and share information between the EEC and the School Environmental groups and to work on common energy and environmental objectives as appropriate. To assist in developing environmental leaders of tomorrow. Minutes Education and Outreach Working Group, Energy & Environment Commission Mayor’s Conference Room, City Hall I. Call To Order: April 6, 2017 7:00 pm II. Attendees: a. Lauren Satterlee, Bob Gubrud, Mindy Ahler, Paul Thompson, Kris Wilson III. Topics Discussed a. Annual Forum - Review March EEC discussion and overall guidance (updated worksheet attached): i. Theme/ event title suggestion= Edina Home Savings Fair: Save Energy, Save Money or Edina Home Energy Fair – Save Money. ● A way to appeal to people’s civic identification? Edina leading, Edina number 1. ● Looked at Yale Climate Opinion map to see how people think about climate change and action to regulate CO2 in Hennepin County: http://climatecommunication.yale.edu/visualizations-data/ycom-us-2016/ ● “Home Savings” drew different opinions about whether this is clear for our objective vs. trying to get a new audience to come to the event. Some want “energy” in the title, some thought leaving out is better. Discussion: what we’re doing, why it’s important? How do we draw in people who are not inclined to come to an environmental event? Some concern that “Home Savings” might make people think about stopping teardowns (saving homes) and some thought “Home Energy” doesn’t include thoughts beyond sitting in the dark. No consensus on title suggestion, but don’t put “energy” and “savings” together. ii. Venue: Braemar (Tara is looking into), EHS, Public Works ● Selection will be based on what is available. ● Discussion: what sustainability features can be showcased at the venues other than Public Works? ● Braemar Golf Course has lots of parking, good food on site. ● Does Public Works have a large enough space for tabling? Could event be held in garage with vehicles moved outside? iii. Opening word from Mayor (and City Council?), perhaps RT Rybak? ● RT Rybak- May not appeal to conservatives, not from Edina. iv. Invite auto dealerships to host EV test driving (Tesla, BMW, etc) ● With dealers don’t have liability issues with test drives – better than Electric Car Owners Association. ● Dealer might help in advertising for event. v. Sponsor ideas: Tesla, Energy Star, Jerry’s Grocery, Warner Stallion (+donate an appliance for drawing?), Edina Liquor 50th/France (new high efficiency HVAC system), Rachio lawn watering sensors (Woodbury proved can save homeowner ~49% on summer water bills/ 3 million gallons water for their city.) ● Jerry’s Grocery? Could donate food for refreshments. vi. Firm up rules for tablers & sponsors (see city sponsorship guidelines): ● Interactive is best. ● Sponsors vs. exhibitors? What is the expected of each? ● Exhibitor idea: Demonstration on alternatives to traditional grass yards where not needed (stop mowing, bagging, and sending away). Mulching lawn mowers demo? ● Kris will take the lead on starting the process and framework/ guidelines for exhibitors & sponsors. ● All EOWG members will participate in filling out the contact information for the exhibitors & sponsors list. vii. Discuss high-level planning timeline, leadership, next steps ● Tabling ● Marketing ● Speakers ● Entertainment? ● Interactive components: a. Passport / achievement hunter: stamped by going to tables, make commitment to do something later. b. Have a way to have people do something on their phone to commit to energy savings – tally projected on the wall to see community result. b. Film Series i. Distribution of posters/flyers for series starting on the 20th. (List of posted locations and communications calendar provided by Tara.) Participants took extra posters to put up as needed. ii. Sign-ups for each film: Let's invite sponsors to table and clarify our own roles via the sign-up sheet and Lauren will ask Tara to share with other volunteers. iii. Paul will contact Senior Center to request 3 tables and room layout. iv. Paul will get popcorn, Lauren will get beverages. c. Youth Activity Updates i. Youth Climate Summit May 13 at Edina High School. ii. Students contacting City Council to follow up on their request to pass a resolution for iMatter. IV. Adjournment: 10:03 pm V. Next Meeting: May 4, 2017 7:00 pm Minutes, Edina Water Quality Working Group Tuesday, May 9, 2017 Present: LouAnn Waddick, Chair, Members: Erin Hunker, Randy Holst, Katharine Winston, Walter Levesque, Sue Nissen Reporting on: • Louann explained fine fescues that can be sold at the Edina Garden Sale. • Sue attended Clean Water Day at the Capitol. It was a little disorganized, and she was not able to meet with Melissa Francen (Senator), because she wasn’t there. She spoke to Senator Francen’s Legislative Assistant to give her pitch on salt. Sue also stopped by to talk to Alice Hausman, who introduced the salt bill to the legislature. She is willing to meet with Sue after the session is over to learn more about the bill process. • Sue also met with Joe Knaeble (MWS), who received a grant in Minneapolis to gather information on businesses that apply salt. Core outcome of the grant is to determine the type of literature needed to provide businesses and provide an effective presentation. We will plan to review his information by August timeframe to start getting ready for the winter season when salt application starts up again. We need to start to get organized to start pushing the bill in the legislature. Randy commented that greater MN needs to be in support of the bill, too. The next step is to talk to the people who know how legislation gets passed. Sue will plan to meet with Alice Hausman soon. Freshwater Society is another resource and partner for pursuing this bill. • Good Samaritan just received almost $20,000 in a grant from NMCWD to do native restoration. • Walter wrote an article for ‘About Town’. It will not be published in this issue, but should be published in the future. • Steve wrote a summary of what to do to improve water quality that LouAnn will send to the Lake Nancy Lake Association. • Sue noticed grass clippings on a few blocks of France Avenue near Southdale. LouAnn called the City to report this and see if they could clean it up. They said they would sweep the street to clean up the clippings, but explained that the median is too narrow to keep the mower from sending grass clippings into the street. LouAnn and Sue are going to follow up with Ross Binter on this issue. • The group is frustrated that many of the messages we are trying to push out on clean water practices is undone or negated by practices the City does or does not do (salt application, lawn clippings, pothole repair, etc.). We are going to start sending emails to the City instead of phone calls so we have a record. We will copy Walter on the emails, and he will organize them. The title of the email will be ‘WQWG Report to City of Edina’. • LouAnn asked the City Police Department if residents can go door-to-door to talk about water quality, and they said that you can talk to your neighbors if you’re not soliciting. Patience Caso with Hennepin County also checked on this and sent an email to the Master Water Steward list serve explaining what you can do. • LouAnn asked Jessica if the City is doing a fall clean-up campaign, and they are not planning anything. We can hand out leaf bags at the fall Open Streets event – Sean will provide bags. Another suggestion is to talk to neighbors at National Night Out (8/1/2017). • Katharine and LouAnn attended the MCWD storm drain stenciling event at Pamela Park. They had 20 – 25 volunteers and it was a great event. • Katharine attended the Weber Park event. • Louann and Erin attended the Metro Watershed Partners meeting at the MWMO on 5/2. Upcoming Events: • Edina Garden Sale – 5/12 and 5/13 at Arneson Acres o Need volunteers to do 2-hour shifts at WQWG table – There are only 4 volunteers to help, so LouAnn will ask MWS again for volunteers; doesn’t want to cancel because has gathered a lot of info to share with attendees. Friday = 10 am – 8 pm Saturday = 10 am – 3 pm o Clean Water Pledge sign-up – ask people to sign up when they stop at the booth to start to get people’s names and addresses for interest in future clean water projects o 2 gift certificates for Metro Blooms Resilient Yards Workshop – sign in on the sheet and then can email the winners. • Katharine is bringing storm drain stenciling kits to a 4th grade classroom at Cornelia on Thursday (5/9). • Metro Blooms Resilient Yards Workshop – 5/24 at Public Works; Sue and LouAnn are volunteering at the workshop. • Edina Open Streets is 9/24/2017 – we will plan to have a table at this event.
